A 34-year-old Jersey City man believed to have been under the influence of PCP was charged Saturday night with disorderly conduct and obstructing the law after he chased two college students near Academy Street and Bergen Avenue, police said. Police responded to a report of a suspicious person about 10:40 p.m. Police said the man appeared to be ?disoriented? and believed him to be under the influence of the narcotic PCP. The man resisted when officers attempted to pat him down for weapons so he was physically restrained, police said.
