Victim, 4 others chase down armed cell phone thief, cops say

Jersey City police caught up to a group chasing an armed man and arrested the man on charges he stole a cell phone from one in the group yesterday, officials said.

Artur Cesar, 39, of Virgina Avenue, was arrested at about 6 p.m. at Sip and West Side avenues and charged with robbery and weapons offenses, a police report says. Police said he was armed with a box-cutter.
