"near a Montgomery Street Address"...reads to me like they knew the street address on Montgomery street (e.g. 123 Montogmery street) where the victim was close to. Maybe that's where someone called for help from, and told the officers the victim was nearby on Bright Street, but didn't know the exact address where.

Man shot in the groin in Jersey City in 'critical condition': authorities By Jonathan Lin | The Jersey Journal on February 14, 2015 at 2:54 PM, updated February 14, 2015 at 2:56 PM JERSEY CITY -- A 27-year-old man who was shot in the groin in Jersey City early this morning is currently in "critical condition" at the hospital, according to authorities. At 12:19 a.m. today, police officers responded to a sidewalk on Bright Street near a Montgomery Street address on the report of a "male down," a police report stated. Upon arrival, they found a 27-year-old lying face-up on the ground, already being treated by EMS workers for a gunshot wound to the man's groin, the report stated.
