I don't know why they can't reasonably release his photo, given the circumstances. They've done it for other John Doe's with success in the past.

Hospital seeks public's help identifying man found wandering in Jersey City By Ron Zeitlinger | The Jersey Journal on January 05, 2015 at 4:55 PM, updated January 05, 2015 at 5:08 PM Jersey City Medical Center-Barnabas Health is seeking the public's help in identifying a man was brought to the hospital late last month. The man, in his late 40s or early 50s, was found in Downtown Jersey City on Dec. 29 and he has been unable to communicate his identity to social workers at the hospital, said Mark Rabson, spokesman for the JCMC. This man is 5-foot-8 and weighs 134 pounds, Rabson said. He has black curly hair with a little gray at the temples, brown eyes along and a salt-and-pepper goatee beard. Because of privacy regulations, the hospital cannot release his photo, Rabson said. If you can help identify the man, please contact JCMC's Colleen Reilly at 551-226-0393 or Nancy Floom at 201-577-8423. Hospital officials are concerned that the man may need medication.
