Capital contributions are required when you buy in any condo building, pre-construction or not. It is one way to grow the reserve fund for eventual repairs.
As a realtor I can tell you that The Precinct is a rock solid building with a lot of appealing details. The floors are 6" cement. You will not hear your neighbors walk in the condo above you. The 6th floor has very high ceilings and some phenomenal views. The bus to Exchange Place literally stops at the corner of the building. It is one of the best buys out there right now. And what's more, the building is FHA approved, so you can get in with 3.5% down, if you qualify.
