You can't force "chains" or any other business person to open where they don't want to... nice try Yun
What's disheartening about this ordinance is the franchisee who decided to invest in a "chain" because of a proven track record, systems in place, support system etc. and now can't open here because he/she is considered a "chain" store. Quote:
