Has anyone in this neighborhood read the law about declaring an area "in need of rehabilitation"? On eof the provisions of this is that the city can create a "RAD" (Revenue Allocation District). A RAD is used to pay for the improvements within the district. The money for the RAD comes from the increased tax revenue that the city realizes as a result of the improvement. That is why the city is increasing the size of the Area from just Journal Square to an area probably 10 times the size of Journal Sq.
If you read the law, the city is going to use the RAD to sell bonds. THe proceeds of the bonds will be used to "improve" the neighborhood. If history is any quide, the improvements are not being done for the current residents. They are being done for the developers that want to build there. But, when they put in the trolly line or the new sewer, the city is going to say that everyone in the "area in need of rehabilitation" is benefiting. With that, they will increase your property taxes. The reason they are going to do that is because they need that increased tax revenue to pay for the bonds that they floated under the RAD law. Bottom line is that the city isn't doing this because it cares about its current citizens. It is looking to do this so that its current citizens can help pay for the work that these new developers want to undertake, but can't get the financing for.....thank goodness I don't live in Journal Square. Watch out!!!

I agree that there are people in goverment who get it, who understand that they are the face of govt. and go to work everyday with the attitude of "what can I do today to help my city". Unfortunately, it seems that those people are always squirled away somewhere so they are invisable. It is almost as though they "put a bad face" on the lazy people in are so pervasive in govt. In the private sector, you want to put the "can do" people out front. But in the govt. sector, those people are kept in the background because they cause to much work to be done. I almost think that a govt. should be run as a "for profit" organization.

The city council (not this city council) voted to spin the parking authority off from the police dept several years ago. It is yet another political patronage machine here in jc. A few years ago, when an older gentlemen from the heights, who runs a civic organization which bares his name, was on the board there, I heard he would give out jobs to people only if they "joined" his organization and agreed to make "contributions" to his organization.
But hey, Mayor Healy says that Jersey City is a "world-class" city....so this kind of stuff doesn't happen in a world class city. It must all be in our heads.

I just moved into a condo in the heights and just found out that everyone, regardless of the size of their unit, pays the same common charge. When I asked if this was a mistake and could it be changed they said "no, it is not a mistake and can't be changed. That was the way the association was set up originally". It is not quite the same as your situation, but it is helpful to know something might be able to be done....

ok genius, how do you propose an elevator be built? That stop is approx. 200 yards from the cliff? Maybe the neighborhood assoc. should have fought for a chair lift?
In fact, the neighborhood assoc. fought for and secured the replacement of a jersey city landmark, "the 100 steps". The developer there has to rebuild a 100 step stair case up the cliff (starting at the base of mountain road) in order to obtain his final cert. of occupancy. They did that almost 4 years ago. In my opinion, they are one of the more active and respected neighborhood assoc. in the city. You should check your facts before you speak out of turn.....

As the super of several buildings downtown, I have had plenty of experiences dealing with property managers with respect to "single" unit managment. Of all the people I have had to deal with Anthony Armagno (or Armango Real Estate) is someone I would not hesitate to recommend. The girls always answer the phone and he is just a nice pleasant person who is accountable.
As far as Del Forno, I can't stand them. I can't get them to pay a bill. I have had to go the the "condo management company" and have liens placed against the units they manage. I would do it myself before I asked them.
