My motorcycle cover keeps getting knifed/ripped

I've been keeping a motorcycle in front of my residence on the sidewalk against the front porch in downtown for just over a month. I keep a nylon cover over it to protect it from weather/sun, and so that it doesn't draw theft attention.

Twice now in the past 6 weeks, someone has taken some sort of cutting tool, and sliced the cover right up the middle. It's frustrating because if someone wanted to get a look at the bike underneath the cover, they could simply lift the cover up - it's not strapped or locked down or anything. There is no evidence that the bike itself was damaged or tampered with - no scratches, no parts missing, no sign of intrusion or attempted theft.

Why is someone going out of their way to destroy the cover? I keep the bike far out of the way of the sidewalk so I'm not blocking anyone walking by, and I have a very quiet exhaust pipe on it. I never rev it loudly late at night...what the hell is wrong with people?

Couldn't find anything regarding regulation at the parks department website...

Also, often when a fire report is called into dispatch, the caller is very vague about the location of the fire, like "I smell smoke in the area between 1st and 8th...or maybe it's Manila and Erie...or the Palisades...". So, FDs will roll a fleet of rigs to search up and down streets looking for it. Most fires, in the early stages of burning, don't have trademark flames and thick black smoke billowing out of the roof, so it can take a while to locate.

Parking a motorcycle on sidewalk in residential downtown

If you walk the residential areas of downtown, you see a motorcycle here and there, parked on the sidewalk. Usually, the owner has locked it to some stationary object like a railing or post.

Does anyone know if the parking authority leaves the bikes alone, as long as they're out of the way?

(If you call them, of course they will tell me absolutely can't do that, but I'm wondering if in practice, they look the other way)
