Good news - the Planning Board will NOT be reviewing the front yard parking ordinance at its November 18th meeting - it has been pulled from the agenda. However, it will likely be on an agenda in Dec or January once the council officially refers it to the planning board for review (a step that had not happened).

Stop An Effort to Reduce On-Street Parking!

Think finding a parking space is difficult now? Then pay attention! Ward B Councilman Chico Ramchal has drafted an ordinance that will reduce the number of on-street parking spaces in the R1 zoning district by allowing additional curb cuts for front yard parking/carports that will benefit a few homeowners to the detriment of everyone else.



While the proposed ordinance purports to increase parking by allowing homeowners that have 16 feet between the building line and the sidewalk closest to the front of the house to create a parking space/carport, in reality:

It decreases on-street parking. On average, an on-street parking spot turns over 3-6 times a day (e.g. 3-6 people benefit). Front yard parking only benefits the home owner who has the space to do it at the expense of residents and visitors who lose the curb length for on-street parking. The result of additional curb cuts is that overall parking capacity in Jersey City goes DOWN, the opposite of the intended goal.
It trades on-street parking for private parking. It serves to further privatize a public good (the public curb) and make parking less accessible for businesses, residents and visitors.
It makes the streets and sidewalks less safe because cars are backing over the sidewalk into traffic.
It increases flooding by reducing the permeable surface area and results in sheeting of water/runoff during storms.
It blights the streetscape. Parked cars become the dominant visual element in our front yards.

If this all sounds familiar, it is because similar ordinances were proposed in 2006 and 2007 and were soundly voted down by the Council after a grassroots effort by RNA and other community organizations throughout the city. Unfortunately, the city has not focused its energy on proposals that will truly increase parking capacity or worked to improve public transportation. This ordinance re-emerges because newly constructed homes are permitted to have a garage and the resulting curb cut. This provision for new construction has led to a reduction in on-street parking. Rather than change the zoning so that these curb cuts are not automatic for new construction, enabling existing homes to add a curb cut as proposed in a misguided effort to level the playing field.



Please let the Mayor and Council know that you do not support this zoning change and that you want them to work on real solutions (eliminating automatic curb cut for new construction, adding municipal parking, using existing lots for overnight parking, changing zoned parking, marking parking spots, and improving public transportation options, and more) by emailing the city council at the following addresses: RLavarro@jcnj.org, jwatterman@jcnj.org, DRivera@jcnj.org, FGajewski@jcnj.org, KRamchal@jcnj.org, RBoggiano@jcnj.org, MYun@jcnj.org, COsborne@jcnj.org, dcoleman@jcnj.org or calling the mayor's office at (201) 547-5200. Parks in the Heights - History

Want to learn about the history of the parks in the Heights? At this month's Riverview Neighborhood Association on Tuesday June 14th at 7:30PM, there will be a special presentation by Bob Murgittroyd, a founder of the Hudson County Genealogical and Historical Society.

Between 1897 and 1927, four major parks were established in what was then known as Hudson City (now Jersey City Heights): Riverview Park, Washington Park, Leonard Gordon Park and Pershing Field. Bob will present the story of the citizens who worked to make the parks a reality. Free, all welcome.

Movies in the Park coming to the Heights

The Riverview Neighborhood Association and the Washington Park Association will be presenting movies in two Heights' Parks each Friday this August. But money has to be raised to do it, so come out for a BBQ and Tequila Tasting this Saturday, April 30th from 3PM-7PM. Tickets at $40 in advance. The movies (TBD - come to the BBQ to vote on them) will be Friday August 5th & 19th in Riverview-Fisk Park and August 12th & 26th in Washington Park.

City Needs to Enforce Developer's Agreements

This time it is in the Heights - next time it could be in your neighborhood. Riverview Neighborood Association has launched a grassroots campaign to get the City to enforce its agreement with a developer to built the "100 Steps." Please go to: http://goo.gl/5n2Q or riverviewneighborhood.org.

The background Back in 2003, the Zoning Board approved an application for development of The Cliffs (100 Paterson - since constructed and fully occupied) that in return for the needed variances required the developer to construct "the 100 Steps" at its sole cost and expense. The Steps would connect Ogden Avenue with the base of Mountain Road providing easy transport to/from the Light Rail and Hoboken. Further, in 2005 the City entered into a Developer's Agreement signed by the City and the Developer that outlined the construction of The Steps as one of its key terms.

Needless to say, The Cliffs is completed and fully occupied, but the promised improvement to the neighborhood has not been constructed. The City has done nothing to enforce the agreement.

While this time it is Heights residents who are suffering, next time it could be your neighborhood.

This is NOT the same as the debate being held at the Loew's on 4/1. This is 4/2 in the evening and all candidates have agreed to participate.

Jitneys only run during rush hour and are not on a schedule. This is not helpful to those who need reliable transportation or who travel off hours. There have also been many problems with the jitneys lacking proper insurance and maintenance.

Direct NYC Bus Service On Palisade Avenue

The Riverview Neighborhood Association's monthly meeting, Tuesday, Feb. 12th at 7:30PM (178 Ogden Ave at Franklin) will focus on the need for direct NYC bus service on Palisade Avenue.
Confirmed guests include 32nd District Assemblyman Vincent Prieto, Jerramiah Healy - Mayor of Jersey City, Tom DeGise - Hudson County Executive, Steve Lipski - Ward C Councilman and Bill Gaughan - Ward D Councilman.

The meeting is open to the public and is an opportunity for residents to speak face-to-face with our elected officials about the need for direct NYC bus service on Palisade Avenue.
