Our 10-unit building received this letter last November. Our building also has a check valve and sprinkler system, but a MUA inspector said this was not up to code. Apparently, the Office of Construction Code sends out the letters and enforces the code, but the inspectors come from the MUA. Our building has no blueprints of the system, so there was no way to verify whether this system was approved when it was first installed.

We had two northern NJ fire prevention companies examine our system (Metro Fire and Associated Fire Protection). The initial tests of the sprinkler system plus getting an engineer to document and design the plans was quoted around $4000-$5000. After this, the plans are submitted to the Office of Construction Code for approval. At that point, then we find out the total cost of the work. A local condo building had to install a complete system, and that was estimated at $30,000.

We found out that only "fire prevention companies" are certified to do this work, per state law. Not all plumbers are certified to do this work (because of the additional fees and paperwork involved in obtaining certification).

Unfortunately, this work is now stalled, because we couldn't muster enough votes from all the unit owners to approve the work.

I have used Avolar (http://www.avolar.us) several times for room light and wired fire alarm installation. Edgar and Didi are great and honest people. Prices are reasonable, and they can schedule times on Saturdays, morning hours, and evening hours, if needbe. Perhaps most important, they are properly licensed by the state (NJ requires electricians to be licensed).

We got a proposal from one plumber for our building, but the proposal is basically stating we have to excavate the street, install new backflow preventors, install new alarms systems, install a sump pump, hire an engineer to get building and sewage plans for over $30,000. That is not including digging permits and police presence. That is a lot of money!

I think we need a second opinion.

Thanks for confirming this. My concern is that this installation and inspection work could cost a lot of money. This could result in a special assessment. Also, because the board are not plumbers, they feel that they could be ripped off by the plumber for unnecessary work.

Good luck with your buildings. I hope you will not have to pay too much for the work.

BackFlow Preventor installation policy from JC Office of the Construction Official?

Hi,
My condo association received a letter from the Jersey City Office of the Construction Official, a division of the Housing, Economic Development and Commerce Department.

It says that the City of Jersey City is implementing a policy for BackFlow preventors. Consumers are responsible for preventing contaminants from entering the potable water systems or the public water systems, and have to pay for installation and inspection of such devices.

Has anybody else received this letter? If so, can anybody describe how to approach this? When I called the Construction office, the person said that this applies to the fire line, and that private licensed contractors certified by the city actually performs the inspection. I am wondering if anybody else can confirm this.

Thanks for the information. It sounds like one cannot pay online before the next due due date. I was trying to pay the taxes before the August deadline, but the link did not appear.

Can one pay JC property taxes online?

Hi,
I received the JC property tax bill, and it says I can pay the bill online at http://cityofjerseycity.com/. However, when I go there, I cannot find a page that allows me to do this. The best page I could fine is the inquiry page (http://cityofjerseycity.com/taxes.aspx?id=996), which shows past payments and upcoming taxes.

Is there a way to pay online? Thanks.
