If it is more than just a simple gas cap problem, it's not required that she go to a DMV approved repair facility. The second paragraph in your link states:

"You can either have the repairs completed by a registered Emissions Repair Facility (ERF) or you can make them yourself."

The link to autobody facilities found on the same page states:

"For your convenience MVC has provided a list of the most current licensed Auto Body Facilities [1m pdf] in New Jersey. These facilities are not endorsed or affiliated with any part of MVC or the state of New Jersey."

I just wouldn't want her to unnecessarily limit her options!

Yeah my car failed a gas cap test also (Saturn). It was easily resolved by buying a new one at the local Strauss for $10-15. I'm sure you can find one at Pep Boys if that's more convenient.

I got into an accident recently and got two estimates for the body work from Sernio?s and Sip Autobody. Sip Autobody came in about 25% cheaper and I was happy with their work. It?s not exactly downtown but it?s convenient to the JSQ PATH. Either one can give you an estimate in 10 minutes so if you have the time it might be worth shopping around.

There?s a bunch of chop shop looking places hidden around The Beacon area if you really want something cheap though. I just don?t know too much about them.
