"Taps" Around Liberty State Park Each Day

I live on Liberty Landing Marina, across from Liberty State Park. Each day at 1pm, I hear "Taps" being played, followed by bells. This has been going on since May. Does anybody knw what this is?

On Friday night I may have lost a key chain along Warren Street in Paulus Hook. It has a Honda keyless entry fob and a meta strip with "Mika" printed on it. Please let me know if it turns up. Thanks.
