sad to say, but it seems their idea of tax reform is save money from one place and spend it somewhere else.
government agencies get a budget and if they don't spend it all, their budgets get cut, so they spend more and get a higher budget for the next year.
for starters, how about a 5% across the board spending cut intatead of a tax increase? government needs to live within their means like the rest of us.
