It stopped for a few weeks, but this morning, I saw him putting a chair outside of his window, and pulling it to the edge of the roof again.

What does anyone else think? I've watched this idiot covertly, and noticed him staring ahead , seemingly at all the apartment windows, sometimes on a phone, sometimes not. Should I just call the cops next time I catch this?

I have much experience in both reglazing and tub liners.
Expect 5 years max in a quality reglaze, less in a substandard one.
There are people that get longer, in my experience they are the exception.

This article below says that police did not search the basement of the home this women lived in until this Friday, more than a month after the woman disappeared.
OK..... Before I go ballistic on the police department, is there something I am missing? Maybe it bad writing on the reporters part, maybe there were valid reasons the basement was not searched. Maybe someone was misquoted.

As a citizen, I want to know what the devil is up here. Anyone work with the JCPD that could comment? Unless this is explained, I will feel someone should loose their job on this.

IMO Brewster is probably right, you PROBABLY don't need a permit.
Having said that, hold your contractor accountable for his advice. Give him a deposit of NO MORE than 50% when he starts the job. When he has substantially completed it (like 80% done), give him another 25%.
Hold that last 25% back until the job is 101% done. That way if you do have to file for a permit after the job is started he will also feel some pain. Keep in mind he is telling you he does not need that permit, so let him live with those words.
Make it clear to him from the start that this if a permit has to be filed it will hold his payment up until code issues (if any) are taken of.

As a heights resident who shops a lot on Central I have NEVER felt intimidated by the new meters. EVER!.

I drive to Central at least 2x week. I walk there at least as much. Never do I have an issue parking. And not once have I received an undeserved ticket.

CASID, I admire your organization and your Avenue. It is a wonderful place to get life's basics. So many wonderful and inexpensive vegetable stands, Stop & Shop, at least 3 shoe stores (2 of which appear to be locally owned), ample eating, Drugstores, a superb bakery (Goehrings) etc etc etc.

I totally agree with others posting above. If you are blaming these meters for a downturn in business, I feel you are missing something. I just cannot imagine they are causing you and your fellow shop keepers to loose customers. Personally I think you would do better by focusing attention to something else in improving your profit margins and your district.

I use these all the time. I cannot imagine what the fuss is over, in my opinion they are better than the old meters.
You do not have to display the receipt.

I actually think the NYC type where you have to display the receipt is a little better, it gives more parking spaces than having the assigned spaces like the type of system JC has.

You can special order them from the millwork desk at HD or Lowes. (or any other lumber yard). Will take 2-3 weeks to get. (and 2-3 times the cost of the off the shelf ones at times)
Alternatively you can get a standard size one, ideally a solid core wood one and cut it to size. An experienced carpenter should be able to do this. If you go this route the best type is a "Slab Style" wood door. Harder to cut the steel clad ones.

Lots to consider here.
Nevertheless, I seem to remember our local Fire and Police unions are not/were not willing to accept pay freezes even to enable more hiring.

Both my wife and myself make our money in the private sector. Our income as a family has been severely impacted by the great recession. However our tax burden has gone up as a percentage of net income, all due to property tax increases.

If public employees and their unions (especially Police and Fire) are willing to publicly advocate and accept sacrifices, especially for the benefit of getting more members, I would like to hear about it. All I read from most public sector unions and employees is everything should be as it is/was, double dipping (in regards to pensions), Higher salaries, job protection benefits, manipulation of overtime in last year before retirement, and so on as compared to private sector realities.

I admire the recent NJ legislative action to reform NJ public pensions. And hats off to the leader of the steel workers union for his role in this.

In my opinion the best thing that could happen now is a focus by government and American society as a whole in creating Private Sector Jobs. The more that this type of job growth can rise, the better we will be as a Neighborhood, City, County, State and Country.

Summing up, hiring more people would be good, giving even more to existing government workers would be bad.

Porcelain is better (and sometimes slightly more expensive) BUT......
For an interior vertical (wall) surface it really won't matter. Both will last longer than you or I will be on the face of the earth. I personally would pick the look/price I like best, paying no attention to Porcelain vs Ceramic.
If any of it is for exterior, do not use Ceramic. It will not hold up to the freeze-thaw cycles in our climate. This is also true of some Porcelain, you need to look for the exterior rating.

BTW...... should not be necessary to use cement board above the "high water mark". Go about 6-12" above the point you anticipate flooding, then use Sheetrock as the backer if you are cost conscious.
Most bathrooms with tile on the walls only have cement board in the tub/shower area. Outside the wet areas Sheetrock is generally used. This is complies with building code.

Inexpensive tile is not expensive LOL. Generally the labor is the expensive part of cheap tile jobs.
Most tile stores will have LOTS to choose from that is about $2.00/sq ft. I generally find there is not much available for less than that. (Although at times you can get some for $1.00/sq ft.)
Having said that, I personally like Kennedy Tile on Rte 1 & 9. It is on the West side of hwy and can only be accessed from the South Bound lane. (Between the Secacus Rd and Manhattan Ave Intersections)

Related note.... You say you are finishing the basement walls with tile because of flooding?
Keep in mind, the surface the tile is attached to, must also be waterproof.
If you are attaching the tile to sheetrock (or something else destroyed by water) all your good money and work will go to waste the next time there is a flood. The tile will not protect the sheetrock from water. If you don't know what you are doing, send me a PM, I will help.

I was only commenting on PBW's statement. Nothing else.

No where did I endorse the candidate. I do not know the candidate and based on his postings I give him about a 1% chance of succeeding. This would be equally true even if his name reflected a different ethnicity/culture.

As for your Norwegian reference, you are correct, if you mean I would like to eliminate nazi's from public office as well. He's a nazi.

As for your chosen candidate here, his approaches are juvenile at best. First, he's flat out wrong on his facts. JC is not even among the top 100 cities in highest paying taxes: http://wealth.mongabay.com/tables/100_high_tax-20000.html

Without the tax breaks, businesses will flee. NYC gives them. JC is competative. There are plenty of other places for businesses to go.

As for combining budgets, how is that going to solve anything other than giving more money to politicians to move around for their own ends?

I don't know this guy. I don't know what he's about. Where he comes from. I don't even know what he looks like. It seems clear that he is not really qualified, but is rather running on a platform of liberal sympathy and guilt, in this case towards muslims and minorities. It may work. It's an approach that's proven quite successful.

I'll wait to see who else is running before making up my mind, but I doubt this guy's getting my vote simply because he's muslim and says buzz words like "reform", "hope", or "change". But you seem to have blindly gone right for it, so enjoy your choice.

Yes, the common area is the staircase(s) and Foyer.

Don't create a kitchen. Just consider the existing basement space as part of the 1st floor.
You will still have a 3 family but live (sleep) in the basement and get "roomies" that live on the first floor.
Use your micro on a table in the basement living area and go in peace.

Overwhelming odds are that it even if it is possible, it will not be cost effective to change it to a legal 4 family.

More about creating rooms.....You can create STORAGE rooms in a basement BUT.... for appraisal and valuation purposes they can not be considered bedrooms unless they have alternate escape routes, are significantly above grade with windows of a minimum size. There are other details but these are the highlights.

Are you sure? I thought a 1099 was income received as an independent contractor.

Sounds like Beachguy did what he could and made the best of a bad situation. I commend him. I hope it works out in the long run, he certainly deserves it.
Nevertheless, I have some very close friends in a similar situation to what his was. Difference is I can see no way for them to get their head above water like Beachguy did.
They paid 465K in early 2007 for a place that is now worth at most 300K. They still owe 400K. They have been making the payments but just barely. Husband has been actively looking for decent employment for slightly over a year now, he has not found anything that will pay much more than child care costs would be if he does work.
I look at their situation and say, "why keep paying on a mortgage that will still probably be upside down 10 years from now.?" (Keep in mind this is the heights not DT so property values are not nears so great or have so much upside.)
As a family I think they would be so much better off to just rent, pocket the difference, (about $800/month less to rent than their current payment). They have no assets to liquidate and pay down the mortgage so that is not an option.
They are good people. And they did what they thought was best for them at the time.

I would agree with all lolo says above and add:

If your basement is significantly below grade it will not be possible to add or change it to a separate apartment. This may not be an issue in your situation as you describe many windows and doors.

If you are adding a kitchen or bath in the basement, it will not only be costly (very) but may not be possible while also adhering to local codes.

If it is already a 3 family, to increase it to a 4 fam will necessitate adding fire sprinklers to the common areas (if it is not already sprinkled) Make sure you check on this, I have found numerous people that were significantly into planning and budgeting on projects like yours before they found this out. Even architects without JC work experience have been surprised with this after they have put significant time into the project.


You can use the basement as living area. no limitations on this. A simple way to put it is: If you do not add or significantly change any plumbing, your permit and zoning needs are minimal. You can create rooms but you may not be able to call them bedrooms unless they have daylight (a window that is 50% above grade). And alternative fire escape routes (IE through windows that are large and accessible enough)

You can also find numerous "contractors" (they will most likely be unlicensed with no insurance) that would be happy to take your money and put in a kitchen or bath with no permits. If you get caught you will pay dearly to bring things in compliance. Keep in mind an unlicensed contractor has no virtually risk or liability in this situation.

If you go the licensed contractor route, make sure they are experienced with JC. Do not allow them to take any shortcuts with permits and zoning.

This merits a letter to the Jersey Journal pointing out Mr Brakers criminal past, especially in light of the prosecutor on the case. IMO Mr Braker should have disclosed this if he is going to go on a public rant.

Also thanks for introducing me to a new word, "hypocracy". I though it was a misspelling but on research found that it describes the political situation here in Hudson County. This applies double to the JCPD.

borisp, How do you know who I vote for? To my knowledge neither of us have stated individuals/parties we have voted for on this site. So I ask that you rephrase your statement; only then can you tie my voting to a "solution".

Also you often say in posts in reference to voting/elections things similar to "You have nobody to blame other than yourselves."
How about this? Can you personally make the statement, "WE have nobody to blame other than OURSELVES"? I only changed two words.

As a side note, whenever people mention the word "elections" it always brings to mind something George W. Bush said. "Elections have Consequences" LOL.

Go back and look at greenville's original statement. He made it clear that he was of the opinion both sides are a bunch of lunatics and was not only picking on the tea party.

I think it is pretty easy to put a price tag on the education of 500 students Mr. Stiles.
Just take the per pupil cost that the Jersey City School District has and multiply by 500.
It surprises me that a Charter School leader would make such a statement. This sounds more like a JCBOE administrator or NJ teachers union executive defending Jersey City's ongoing failure in public education.
