In regards to the CivicJC article the reason why there should be a reval is to promote tax fairness and alleviate higher burdens currently being paid by residents in areas such as Greenville.

My point was that there are other ways of accomplishing this without making up for lost revenues by shifting the burden to dtjc which has seem arguably bubble RE conditions.

If the market corrects after the reval then those areas which will see drops in taxes now will be pissed next time because they will most likely see a corresponding increase.

downtown shouldn't bear the tax burden for the whole city.

how many public schools are there compared to the rest of the city ? how much of the city's efforts go towards roads / maintenance / parks etc whatever the city uses the tax revenues for.

a small section compared to the rest of the city has experienced massive appreciation due to foreign investment and speculation yet doesn't use nearly the same public resources. waterfront PILOTS being excluded have helped drive prices up also in brownstone areas yet aren't being included in the total market value.

if the city really wants to promote fairness, it should allow homeowners with over assessed properties a fair appeal process to lower taxes, rather than making certain owner's taxes double. This in itself has the potential for a ripple affect that could drive prices down even further in those areas already complaining.

And this response speaks volumes so now you speak for all involved in the VNA when did this become a communist neighborhood. People do different things in different ways to support their neighborhood. The VNA doesn't purport to speak for everyone - no NA can possibly or would possibly claim that, but it speaks as a representative majority based on voting members at public meetings. If residents don't show up / send someone in their 'stead / contact officials with concerns / i.e. make other arrangements, how can you possibly expect anyone to know your thoughts on an issue ?

Zoning officials know how neighborhood associations work and don't assume that majority votes equate to some sort of total absolute agreement.

This isn't congress voting on issues that require 2/3 majority in a formal sense and the fact that you are inclined to scrutinize the whole system to such a degree leads me to believe you have something to lose (developer shrill).

You onviously are making these claims up. Anyone that is the least bit involved in NA doesnt seem to have these issues.

Our voices are no less significant nor should anyone claim to speak for them. My opinion if your going to claim to speak for the public and you are a formed organization then you need to be transparent and run yourself accordingly. Bravo to all that help out and volunteer in all Jersey City and at the VNA, but just because you do it in a group doesn't make you the boss of the neighborhood and give you the right to boldly speak for the majority when you haven't consulted the majority. Maybe the people of the VNA are overwhelmed maybe they should fall back from some demands and fix what's wrong within the group and address the issues being brought up here. A badly run company makes no money and a poorly run NA alienates the people in its neighborhood. There are a tremendous amount of good people that make up the Village include them don't alienate them.


How else would you gauge sentiment in the neighborhood for certain proposals or developments ?

If you get enough people to lost an item on the agenda then you can persuade the NA to add items to the list.

Residents still vote on the issues. If you dont do any work and expect the NA to do everything then chances are you will be disappointed.

If youve actually been to an NA meeting youd see that decisions are made based on voting of members not just the whims of a few and these decisions may or may not influence zoning and planning.

Presidents and officers decisions do not get weighted more heavily than others.

Its very coincidental all these new people with very few posts adamantly opposed to the VNA and keeping existing R1 zoning.

The VNA like the Harsimus Cove NA or Ham Park have mostly lived in the area and been involved in the community for a long time with nothing to gain monetarily.

Only someone with a strong agenda they want to pass makes such absurd comments about them being cultish all inclusive undemocratic group.

Yes, and this would happen regardless of reval.


Its one of the perks of new construction that should help residents deal with the added congestion. I guess the key is that that amount of revenue required by the city doesn't vastly rise

Total Assessed Value: $1,670,000

The town's budget is 35,000 and a tax rate of 2.1% is established. State law forbids the town from receiving any less or more revenue from a reval. It's a zero-sum game with some homeowners paying more, others less, and others virtually the same. The new taxation amounts for each home are as follows:

Property A $3,675
Property B $5,670
Property C $4,725
Property D $5,670
Property E $10,710
Property F $4,620

This is a rough, oversimplified, tongue-in-check example. But the real deal is not too far from what's posted above. It's not a hard concept. If we are to have ad valorem property taxes in New Jersey, it must be fair and according to the law.


I understand the reasoning, but question how accurately the tax assessor office can come up with the $10B figure so quickly which forms the basis of the 2ish% adjustment %. Is there any resource that explains the methodology behind this ?

I completely agree that properties paying greater than their share of taxes should be reduced, but basing the reval on inflated market values downtown seem to penalize owners that have no interest in selling and are more or less stuck while the tax abated luxury buildings add nothing to the end collection amount.

Rough example...

City says it needs $220 million. The tax collector says the appraised value of all land in Jersey City pre reval is $3 billion. City sets a tax rate of 7.33% on the appraised value of land in order to raise the $220 million.

After the reval, the city still needs $220 million. The tax collector says the appraised value of all land in Jersey City post reval is now $10 billion. City sets a tax rate of 2.2% on the appraised value of land in order to raise the $220 million.

Regardless of the assessed value, the city is legally only allowed to collect $220 million. How could there be possibly so much misunderstanding on how the property taxation system work. I'll join the rest and say a reval is needed every 5 years to prevent these imbalances.

The last thing that gets me is when people start talking about improvements to a property in the context of a reval. All that matters is the current market value. So if someone put a million dollars in improvements into some real estate, but the property appraises at $500,000, then $500,000 is the appraised value.

All this discussions about renovations and improvements are irrelevant if the current fair market value of the property is known.


I guess i wonder how thr tax accessor came up with the $10B value. What other areas are paying higher taxes than 2.2% which would provide the counter decreases to other areas that have appreciated ?

Ive only heard greenville mentioned

So homeowners will be paying property taxes based on market values now as opposed to assessed values ?

Isnt the concept of market value more subjective tho ? Prices especially downtown are the highest theyve ever been but thats somewhat indicative of several factors like even crazier prices in brooklyn.

Whats to say that next year the dtjc market wont see a correction ? It seems like some sort of 3 year average would make more sense.

Hardly something that an incoming administration should have to inherit.

Do properties in greenville really pay $6k in taxes on a $150k value property ? Hard to imagune these were ever valued highly enough even at a 1% rate to warrant that.

I tried to access from downtown but it looks like you have to walk up the hill at Dickinson and over the CSX rail tunnel.

its taking away from people that have legitimate concerns about the city and its direction aside from one individual homeowner with some bizarre permit issue.
