Write letters to the newspapers, and call or write your local Assemblyman and State Senator to continue to pressure Epps to resign from both his posts. The man is an embarrassment to Jersey City and to Democrats everywhere, and needs to be indicted on embezzlement and corruption charges asap.

Write to your state representatives here. Remember, JC is split into 3 legislative districts (31, 32, 33) with different assemblymen and senators for each.

And the main reason we're getting killed on property taxes is because the city is so "pro-business," giving tax abatements to big downtown developers after campaigning on a no-waterfront-abatement platform, settling with Goldman rather than enforcing the laws he broke, etc., etc. With the exceptions of Fulop and Richardson, the entire city council has betrayed the citizens of JC and need to be voted out in the next election. To say nothing of our laughingstock mayor.

QUICK BITES/Jersey City; A Fragrant and Tangy Egyptian Fish Stew

When you get right down to it, there just aren't a lot of places that do a decent samak bil-salsah these days. That's why Suez Canal Fish and Things is such a treasure.

Samak bil-salsah is, simply, fish in sauce, but Hassan Ibrahim's whole porgy baked in tomato sauce, Port Said-style, is anything but simple. The recipe is from Mr. Ibrahim's father, a fisherman in Egypt's main Mediterranean port, and the taste is a fortuitous midsea collision of cuisines: tomato, onion, garlic, parsley, dill and cumin with phantom notes of cinnamon, anise and eggplant. The tangy, salty sauce plays delicately off the fish itself, the sweet flesh of which falls from the (plentiful) bones. Not bad for $6.

Suez Canal Fish and Things, around the corner from the strip of Indian restaurants on Newark Avenue in Journal Square, is worth a visit for the atmosphere alone. Just about the only sit-down restaurant serving Jersey City's 10,000-plus Egyptian community, it has the cozy feel of a neighborhood hangout. Men spend the evening talking over glasses of hot sugared tea. The room gives one the impression of being inside a giant aquarium. An undersea scene is painted on the window, and the red neon crab and blue wavelets on the opposite wall bathe the place in faint purple.

Mr. Ibrahim has unofficially dropped the "and Things" from the establishment's name (though the sign outside hasn't changed) because he no longer serves the Things -- kofta kebabs, lamb chops, chicken -- the better to concentrate on fish. The house mainstay is pollack or porgy dipped in whole wheat flour, grilled over charcoal, dunked in salt water and served with limes.

As noted before, AMB's lawyer for this project is former Ward A Councilman Robert Cavanaugh, an unsuccessful mayoral candidate in 2001 and a political ally of Healy in 1997. Anyone know the history between these two?

This is where Fulop comes in, because the embankment and activists are all in Fulop?s backyard. Of the embankment for Grand Avenue property swap, Fulop said, ?It was insinuated, but clear.? The councilman said he did have a one-on-one meeting with Healy, after he, Steve Lipski and Steve Hyman met with the mayor for 20 minutes.

When it came time for the vote, the supposed majority - as in county - members of the City Council tabled the issue until Aug. 16. The reason given by Spinello is that AMB had decided to ?sweeten? the deal on behalf of the city and Marion residents and time was needed to better inform the residents. This could be very true, but the real fear was that the county did not believe it had the votes.

Council tables warehouse vote

The Jersey City City Council tabled a controversial vote this morning on the future of the PJP landfill site, much to the dismay of both supporters and opponents of a plan to put a high-cube warehouse there.

The council is split on whether the site along Routes 1 & 9 off the Pulaski Skyway should become a warehouse or a public golf course. Jersey City Mayor Jerramiah Healy has put a lot of political muscle in his support of the warehouse proposal, saying it would generate revenue for the city and create more than 300 jobs.

Meanwhile, critics say the warehouse would only create more traffic deadlock in the area, adding that the golf course would be a unique destination in Jersey City.

At a packed council meeting at School 28 this morning, the pro-job contingent, carrying signs and wearing union T-shirts, began shouting "we want jobs,'' while those supporting the alternate proposal also waved signs and sported colorful T-shirts.

The council quickly began the meeting saying that they were tabling the issue so that more research could be done, which led to a quick exit of the roughly 75 people that showed up for the issue.

If you're right and the machine turns on him, it could, ironically, end like his tenure at GS -- he was forced out as chairman because he went againt his board by pushing for the IPO, even as everyone involved made a buttload of money. You have to admire someone who puts up with all the bull$h!t in politics when he could kick back, relax and count his millions.

I agree about the regressive nature of the sales tax. Increasing taxes on the ultra-rich would have been a no-brainer, but I don't think he's done. Seems like he wanted to win the tough fight first.

WASHINGTON, July 11 ? It reads like a tally of terrorist targets that a child might have written: Old MacDonald?s Petting Zoo, the Amish Country Popcorn factory, the Mule Day Parade, the Sweetwater Flea Market and an unspecified ?Beach at End of a Street.?

But the inspector general of the Department of Homeland Security, in a report released Tuesday, found that the list was not child?s play: all these ?unusual or out-of-place? sites ?whose criticality is not readily apparent? are inexplicably included in the federal antiterrorism database.

The National Asset Database, as it is known, is so flawed, the inspector general found, that as of January, Indiana, with 8,591 potential terrorist targets, had 50 percent more listed sites than New York (5,687) and more than twice as many as California (3,212), ranking the state the most target-rich place in the nation.

The database is used by the Homeland Security Department to help divvy up the hundreds of millions of dollars in antiterrorism grants each year, including the program announced in May that cut money to New York City and Washington by 40 percent, while significantly increasing spending for cities including Louisville, Ky., and Omaha.

?We don?t find it embarrassing,? said the department?s deputy press secretary, Jarrod Agen. ?The list is a valuable tool.?

But the audit says that lower-level department officials agreed that some older information in the inventory ?was of low quality and that they had little faith in it.?

?The presence of large numbers of out-of-place assets taints the credibility of the data,? the report says.

In addition to the petting zoo, in Woodville, Ala., and the Mule Day Parade in Columbia, Tenn., the auditors questioned many entries, including ?Nix?s Check Cashing,? ?Mall at Sears,? ?Ice Cream Parlor,? ?Tackle Shop,? ?Donut Shop,? ?Anti-Cruelty Society? and ?Bean Fest.?

Downtown Jersey City Councilman Steve Fulop talks a lot about giving back to the community, and now he's putting his money where his mouth is.

The freshman councilman announced yesterday that he's donating his roughly $23,000 City Council annual salary to the Kenmare High School, an alternative high school that gives women a chance to earn a high school diploma.

The Kenmare High School is one of several programs run by the York Street Project, a nonprofit operated by the Sisters of St. Joseph of Peace to help women who've fallen on hard times.

"My goal is to do this every year," said Fulop, a CitiGroup employee. "One of the goals is to bring awareness to the great things they do."

Sister Joan Repka, the high school's principal, was ecstatic.

"We are grateful that Councilman Fulop has chosen to make a difference in the lives of our women," Repka said. "His generosity will enable us to continue offer the counseling and job and life skills training our women need."

Fulop credits his aide, Tracy LaBad, with introducing him to the work of the York Street Project.

Three years ago, LaBad fell into bankruptcy when she had to undergo medical treatment without medical insurance.

A year ago, LaBad went to live at St. Mary's Residence, a housing development run by York Street Project for single women.

"There's a reason you're at a point in your life and I am grateful to have a place like St. Mary's that is safe, affordable, clean and has good food," she said. "And living a block from the waterfront isn't bad."

I say good riddance to Troy, but we need to put pressure on the mayor to find a qualified replacement for him via a thorough and transparent nationwide search process. The job of Police Chief is too important to be handed out to do-nothing, incompetent and possibly corrupt machine cogs like Comey or Dalton (previous post here).

I agree that the Jersey Journal has been great on this story, but they should be doing more to hold those in power accountable for their misdeeds and broken promises. For instance, anyone remember the last time the JJ ran an editorial on the continuing flood of abatements given out by the mayor and his City Council cronies?

Following a special closed-door session yesterday, the Jersey City Board of Education has decided to become accomplices in the Londongate affair of Superintendent of Schools Charles T. Epps Jr.
After discussing with Epps his lavish 2004 trip to England, the school trustees felt the excursion was OK by them, said the superintendent was contrite and agreed to pay back about $5,000 of $21,000 the district paid for the jaunt, and opined that enough time has passed and that they should move on.
"The trip itself was legitimate, so we have no concerns about that," said Board Chairman William DeRosa.
Why is it that the school board is blind to what the average person can see?
It was Epps who called for this meeting, according to trustees. The reason was obvious - to put the entire issue to rest. It was cowardly of the trustees to support the superintendent, who apparently did a good of job of practicing his sincerity act before going before the powerless trustees.
This newspaper demanded that the school panel open the session to the public. It not only failed to do so, but did nothing to reprimand Epps for, at minimum, his lack of judgment in spending lavishly on his "vacation" at taxpayers' expense.
This newspaper has also called on the state acting education commissioner to remove Epps. The city's toothless school board indicated that it would not ask for his removal, which means they condone Epps' actions.
This newspaper demands that the state return control of the district to the city, and that a new school election be held to create a real Board of Education with full powers.
Some of the school board members say they have been clamoring for the state to give up control for 15 years. In our opinion, no one trusted the local school board and administrators because an early release would have returned the district to the usual local patronage abuses and political influence that led to its takeover.
Now, the Abbott District has come full circle under state control. Epps is proof that there is less concern for the children and more for Epps. It should be noted that despite the claims of great improvements in the district by board members, taxpayers expected a lot more for being under state Department of Education control for 17 years.
The state Education Department, and the city Board of Education, deserve an "F" in ethics and civic responsibility.

An unapologetic Jersey City School Superintendent Charles T. Epps Jr. announced yesterday he will return the money he received as reimbursement for expenses for his lavish trip to Merry Olde England.

"As rewarding and beneficial as this experience might have been, I certainly understand how it could be perceived as excessive, however legitimate," Epps said in a written statement released yesterday. "Therefore, I am returning to the district all expenses reimbursed to me relative to the trip to England."

Epps, who makes $225,038 a year as the state-appointed superintendent, refused to answer any questions regarding the statement or his trip, referring a reporter to his staff.

Since The Jersey Journal began reporting on Epps' trip on May 12, a number of local and state political leaders have called on him to return the $5,179 he received in reimbursements for his expenses on the trip, which he attended with Associate District Superintendent Adele Macula and her husband, Joe Macula, who is a vice president of United Water of Jersey City.

Assemblyman Louis Manzo, D-Jersey City - the first of the county's political leaders to criticize Epps for the trip - yesterday said "reimbursing the district was always the right thing to do."

But Manzo, who ran with Epps for the Assembly last year, wouldn't commit to running with him again next time.

"I will have to see how this process works out," Manzo said, referring to what he hopes will be a discussion between Epps and the school district in the weeks ahead.

State Sen. Bernard Kenny, who heads the Hudson County Democratic Organization, has refused to comment about Epps' trip for two weeks - but reportedly was working behind the scenes helping him deal with the political fallout.

"I am happy with the outcome, and I hope it goes a long way to restore people's trust," Kenny said.

However, yesterday's announcement did little to soothe state Republicans who see Epps - who also serves as an Assemblyman - as the poster child for fiscal irresponsibility in Abbott districts.

Tom Wilson, chairman of the state Republican Party, said Epps returning the money doesn't mean the scandal's over.

"Last time I checked, if you rob a bank, all is not well if you simply give the money back," he said.

Epps had school board approval to attend the education conference at Oxford University in England in 2004, but The Jersey Journal learned he actually arrived four days before the conference began and went to London, staying at a $481-a-night hotel and eating at two of the city's poshest restaurants.

He later submitted receipts for food, lodging and transportation from the London trip, and received $5,179 in reimbursement.

The lavish spending didn't end when the conference began.

Even though room and board was included in the price of attending, Epps instead spent more than $200 on one night's dinner and stayed at the nearly $300-a-night Old Parsonage Hotel.

Ellen Zadroga, Epps' executive assistant, said Epps and the Maculas didn't stay on campus because "they did not feel it was appropriate for their needs at the time."

"But like Epps has said in the past, if he could do this over again, he would do things differently," she said.

The children of Jersey City are, have always been, and will continue to be my top priority. When I received the invitation to participate in the Oxford University Roundtable, I looked upon it as an opportunity to share Jersey City's story with highly respected educators from around the world - many of them American Superintendents, and to learn about best practices that might be replicated for the benefit of the children in Jersey City. The trip to the Oxford University Roundtable was a worthwhile and legitimate staff development activity.

But, as rewarding and beneficial as this experience might have been, I certainly understand how it could be perceived as excessive, however legitimate.

Therefore, I am returning to the district all expenses reimbursed to me relative to the trip to England. It is time now for the focus to be placed back on the tremendous achievements of the Jersey City Public School District's staff and students.

Should these allegations prove correct, I urge you to immediately terminate him from his position as school superintendent. Anything less sends the wrong message to those in public service and the citizenry.

As reported in the JC Reporter, back in February the City Council introduced two 20-year tax abatements for the 77 Hudson St. project. Viola Richardson was only the council member to vote against its introduction.

I miss the good old days when Tris McCall used to write reams about who he was going to vote for, and I usually ended up agreeing with him.

If anyone knows the candidates running in April, maybe you could convince them to post here with their qualifications and campaign issues. [/wishful thinking]

Two new light rail stations open

It was a reunion of sorts for the more than a dozen Hudson County officials who joined Gov. Jon S. Corzine at the brand-new Union City Light Rail station this morning to ceremonially open two additions to the $2.2 billion project.

"Nineteen years ago, a group of mayors met in Jersey City and we made initial plans for the light rail," North Bergen Mayor Nicholas Sacco, who is also a state senator, told the crowd. "Out of the 15 people in the room, there are only three left and I remember walking out, saying, 'We are never going to see this happen.'"

But NJ Transit's Hudson-Bergen Light Rail system did indeed become a reality and continues to grow. The line now stretches from 22nd Street in Bayonne to the new North Bergen station on Tonnelle Avenue between 49th and 51st streets.

This morning's ribbon-cutting ceremony for the Tonnelle Avenue station and the Bergenline Avenue, Union City, station -- which sits 160 feet below ground and is accessed by elevator -- also celebrated the start of full-week service to and from the Port Imperial, Weehawken, station, which has been open for weekend-only service since October.

The Hudson-Bergen Light Rail system opened in April 2000 with 12 stations in Jersey City, Bayonne and Hoboken. Today, the 15-mile line stretches through six municipalities and serves an average 24,000 riders a day.
