"I wish Jersey City would be frank about possible hours off-leash dogs could run around".

They are very frank: the answer is never.

? 90-16. Use of leash in public places.
[Amended 10-24-2007 by Ord. No. 07-168]
Except in an area designated as a dog run by the City of Jersey City Division of Parks and Forestry with official signage erected clearly indicating such dog run, no person who owns, keeps or harbors any dog shall suffer or permit it to be upon the public streets or in any of the public places of the city unless such dog is accompanied by a responsible person and is securely confined and controlled by one adequate leash not more than six feet long.

BTW, "Paulus Hook Park" is located at Grand and Washington St as someone else correctly else pointed out. the sign is prominently displayed on the north-west corner of the park.

When you enter the park, there's a big sign prominently displayed indicating the name, "Liberty State Park" as well as it's rules. No where will you find it referred to as "Paulus Hook Park".

It's not only a name, but a very pertinent detail as yer bitchin' about the the "state park police" enforcing dog leash rules when it's actually the JCPD enforcing such local ordinance. (you start off with a factually incorrect statement, "People call the state park police to complain about dogs off leash".)

The JCPD are doing so for a very good reason. There has been recently 4 dog bitings in Paulus Hook, with the most recent one happening inside Liberty State Park.

Arrests are down, crime is up.

Rigging as you describe is meaningless when you add up all the categories and learn that *total* offenses are up.

With an increase in crime, the Police Chief should addressing why total arrests are *down* when comparing to years with lesser reported offenses.

Having the complete published crime stat data set, I did my own analysis. I published the #s on jclist recently. Crime is up +5% while arrests are down -5% comparing the last two calendar years. If I looked at the last 12 months, I'm sure there will be a greater disparity.

The fact that total crime (offenses) is up and while arrests are down, despite the police staff increasing it's size during such time, there is little comfort in Jersey City Police Chief Thomas Comey's assertions. Given these facts, Comey should address the lack of law enforcement productivity.

Catrillo's weekly NEGATIVE HUDSON REPORTER ADS
#68
Just can't stay away
Just can't stay away

And how about Guy Catrillo's full page spread NEGATIVE AD on the back page of the Hudson Reporter, THIS WEEK, TOO, paid for by Team Healy and the HCDP. When a candidate is behind in the polls or has nothing to offer, the only tactic left is to attack.

It's even more apparent when Guy is suppose to be a "nice guy". That goes completely against the grain. Anyone with half a brain can see throught the glass house and realize that Guy will just be a rubber stamping lap dog of Mayor Healy.

I applaud Steve Fulop's campaign for keeping things above the fray. I only wish other political campaigns, at any level, did the same. Steve has done great things for Ward E. He will most definitely be getting my vote.

Crime up, arrests down

Just can't stay away

I went to the JCPD CRIMESTAT website. Despite what Healy tries to tell us, crime is up while arrests are down.

Comparing the last two full calendar years, Crime ("Offenses") is UP +5.4%, while Arrests are DOWN -5.3%. The news gets worse when you consider that Healy bumped up the JCPD staff by roughly 12% while increasing our taxes by 18% in 2006.

Evidently, crime really does pay, if you are a criminal or on the municipal payroll and not so for taxpayers.

Calendar Year | Total Offenses Count | Total Arrests | Adult Arrests Count |Juvenile Arrests Count
2009* 1149 1995 1854 141
2008 9822 12002 11046 956
2007 9318 12678 11494 1184
2006 10574 12405 11273 1132

Given that "Making Jersey City Safer" is Healy's top priority (his words, from his campaign website), and he has failed to live up to such billing, I think you will understand why so many of us Jersey City RESIDENTS are so outspoken about such subject.

For instance, crime offenses increased (+5%) when comparing calendar year 2008 over 2007, while arrests decreased (-5%) during such time. 2009 is not looking any better.

Fulop Ward E pay-to-play lead reformer and open space Embankment supporter
#72
Just can't stay away
Just can't stay away

There has been much negotiation with Steve Hyman by many interested parties, including the Mayor and Conrail concerning the Embankment. Real Estate Developer Steve Hyman wants to build condos on the Embankment while the outspoken pro curbing pay-to-play leading councilman Fulop wants to preserve the open space. How else are they suppose to communicate? Telepathically?

Perhaps you are confusing Steve Hyman's Hand-In-Glove relationship with Ward C Councilman Steve Lipski.

Kush vs. Lipski, part II
The Hudson Reporter, by Al Sullivan

How did the Sixth Street Embankment property in Jersey City get pulled off the city's list of places that should become a park?

That is a question in the ongoing battle between Councilman Steve Lipski and his former campaign consultant Steve Kush, a bitter feud that has become very personal.

Kush claims Steve Hyman, the developer proposing to build homes there, influenced Lipski into abandoning the park by backing Lipski's campaign for mayor last year.

Lipski said he has steadfastly abstained for any vote concerning the embankment and has consistently admitted his close ties to Hyman.

"He is a friend of mine," Lipski said. "I've never denied that."

Lipski also admitted that Hyman helped with his campaign for mayor, but said this did not affect his position as a city councilman in regard to the embankment project.

Residents of the area just north of Hamilton Park have mounted a campaign of their own to keep the former elevated rail line's designation as a park, and to deny Hyman assess to it as a site for development.

Sweetie, do yourself a favor and take an accounting or economics class at Hudson Community College. And while you are at it, consider a writing class. Your written communication is deplorable.

Tax abated properties still pay "money" (e.g. not "nothing") to the city. Whether that money specifically pays police salaries or teachers salaries is immaterial to the discussion.

In fact this whole discussion is about the city deferring a pension payment. The under funding (and/or over generous) pension benefits has been an issue with the city well before Waterfront property development. (Likewise with the school system which was taken over by the State before such time).

It's a fact that the City is getting a boat load more revenue from the Waterfront development, whether it be front property/abatement/PILOT payments or aggressive parking enforcement and ticketing.

You are free to argue downtown residents should be paying more in taxes. That is a fair discussion. Keep in mind though such properties are a boom to the city's coffers. More revenue is coming in than is being expended by the city for these properties.

For example, since you are so stuck on school funding, despite a huge increase in the downtown population, brought on by ?Waterfront development?, what new schools have been developed and paid for with City Tax revenue? Answer: none. What new parks have been developed by the city? Answer: none? New library? None. New Fire Departments or Police Departments. None.

Do you catch my drift? I guess we got what we paid for. That?s correct: nothing. But the sad truth is these properties do contribute revenue to the city. And this is so more than the cost of laying down fresh tarmac in front of these properties. Evidently, City Hall is doing a fine job of drinking and pissing our money away.

As a down-towner, living in an abated property, and who has lived here prior to the Waterfront development, does pay tax revenue to the city, your comments are so far off the mark. They are completely factually incorrect .

By all means Yvonne, cavil on!

Abatements, hardly. That is still *additional* revenue for the city. Most of those abatements are PIOLTS, which means the city pockets more money than it normally would (at the expense of cheating the county).

The immediate problem is that the financial markets have tanked and as a result so have pension funds which fund current and future retirees. Pension funds everywhere will be severely underfunded as a result.

The real, longstanding problem is that the pension plans (entitlement programs) are too generous. This is so at the city, state and federal level. The biggest proponent for your taxes being raised over the past decade or two are entitlement programs including pensions.

Back to the local level, there are plenty of double-dippers working at the municipal level, working multiple jobs (including multiple full-time positions), essentially earning two pensions. If you need evidence of such, look to the leaders in city hall.

Why a municipal worker should be entitled to a full pension after 20 years of service is beyond me. Sure that was a novel idea 50 years ago, when folks did not live as long (or pay as much % of their income in taxes).

For the majority of folks who work in the private sector, and in turn fund such generosity through our hard earned tax dollars, that's practically criminal.

Well maybe you'll take exception to JCPD and JCFD. Such retirement benefit is a fair argument given the risky nature of their work. That said, JCPD should not be padding their pensions for time worked as hired help for private security work. That sort of shenanigans is going on with the help of City Hall taking a cut for their employment outsourcing. For us taxpayers, that is one more costly wrinkle that is anything but transparent.

Let me see % increase = "big increase" (numerator) divided by "pretty small base" (denominator), uhhh equates to what?!? Something "way behind", correct?

Many students from the heights go to school in downtown Jersey City. Considering all of the new development downtown and for that matter, the rest of the city, that has been occuring for quite some time now, (elementary) school capacity is lagging. The addition of two new schools is good news indeed and surely needed.

Driver's perspective : cut through to the Holland Tunnel is an issue
#85
Just can't stay away
Just can't stay away

Regarding vehicular traffic on Erie: I would be more inclined to travel north on Marin Blvd, instead of Erie to eventually turn left onto Rte 1/9, NJT extension to head west. Marin is a closer approach for me living downtown.

The reason I opt for Erie is that I have a slightly better chance of being succesful passing through the intersection by the east bound traffic, Holland Tunnel entrance. The Port Authority police are very lax ticketing drivers who "block the box".

Turning right onto Erie Street and driving down it is a bit treacherous, too. I attribute such to cars parking right up to the end of the curb and on frequent occasions enroaching the intersection. It creates a huge blind spot for both pedestrians and cautious drivers.

The JC Police should be enforcing the local speed limit and the NJ Parking Authority should be enforcing the NJ MV code which does not permit parking within x feet (10/15/25?) from an intersection.

+1 link's comments; same experience, but with a different Ped Dentist, Dr. Ngyuen, Dental Assoc of Hoboken on Washington St.

I told them to go stuff it when they presented the unreasonable and uncustomary $300 bill, which was in addition to what my insurance company paid as well as an unpfront payment for a simple cleaning and checkup for my child. Thankfully, I never heard back from them.

If you want good denistry work, head to NYC. Even for adults.
The last two J.C. dentists wanted to do unnecessary and invasive procedures on me with two different treaments for the same "problem". I confirmned such with 3 other professional opinions by my neighbor and close firends who incidentally do not practice denistry in Hudson County.
