Hoboken Mayor Peter Cammarano will resign

by The Star-Ledger Continuous News Desk
Thursday July 30, 2009, 1:26 PM
HOBOKEN --- Hoboken Mayor Peter Cammarano, battered by charges in the N.J. corruption scandal, is expected to announce his resignation Friday, a report in PolitickerNJ said.

Council President Dawn Zimmer, who lost a June 10 runoff to Cammarano, will become the Acting Mayor, and a special election will be held in November to fill the remainder of Cammarano's term, the report said. The 32-year-old election law attorney, who won a runoff election weeks ago, is accused of taking $25,000 in bribes from a developer. The developer, identified as Solomon Dwek, was cooperating with the FBI and wore a wire
New Jersey officials, including Gov. Jon Corzine, have called on Cammarano to resign. Angry residents gathered in the rain at City Hall in Hoboken Monday night, demanding Mayor Peter Cammarano leave office.

Joseph Garcia, a Columbia Law School-educated attorney, quit his position Tuesday as Cammarano's chief-of-staff. Last Friday, Mayor Peter Cammarano had said he would not resign and planned to continue running the city.

Previously a Hoboken councilman, Cammarano is also an attorney who specializes in election law. The 32-year-old is the youngest mayor Hoboken has had.

I have always believed we should have county government not municipal government. We are paying for too much corruption at different levels.

Our state government deceived the public. Our government took permits out that excluded public hearings. The permit was similar to replacing a bench or something small. If it took out the proper permits then there would have been public hearings before a design was selected. Government should not be in the business of deceiving the public. I appaud this lawsuit.

I just read the New York Times article just posted. It brought back memories. I remember the Musto trial in Union City. It was covered by the Hudson Dispatch. One of the people who gave evidence was Robert Menendez, now our US Senator. He was spared by becoming a witness. He was also involved in other things but nothing happened. Menendez was in higher office by then. I believed Clinton administration protected him. I will give credit to Obama administration, they did not protect the Democrats.

dontstealmyrocks, thanks for the comments. However, this only came about because Dwek was caught by the FBI. Dwek decided to trade up. I have written letters to state officials about what is going on in Jersey City and nothing happens. We need a special prosecutor who is not appointed but elected to clean house in Hudson County. Republician Governor Whitman protected Republician Mayor Schundler and Democratic Governors have protected Democratic Mayors.

When Solomon Dwek, also known as cooperating witness, was caught depositing $25 million, he made a deal with the FBI to catch elected officials. This means he has a history of coming to Hudson County and bribing our politicans. I would like to know who received money in the past.

Mayor Jerramiah Healy is official mentioned in three Jersey City corruption complaints
By Matt Friedman, PolitickerNJ.com Reporter

Mayor Jerramiah Healy is official mentioned in three Jersey City corruption complaintsBy Matt Friedman, PolitickerNJ.com Reporter Jersey City Mayor Jerramiah Healy, the Hudson County Democratic ChairmanSince the indictments of more than a dozen Jersey City officials and political figures came down yesterday, Jersey City has been rife with speculation about the identity of "JC Official 4" - a high ranking Jersey City elected official who turns up prominently in the federal complaint against Deputy Mayor Leona Beldini, city official Ed Cheatam and political consultant Jack Shaw.

The federal complaint mentions what appears to be the indicted officials acting as a middleman for "JC Official 4," taking cash in exchange and structuring it to donate to his campaign fund in exchange for his help furthering cooperating witness Solomon Dwek's real estate interests.

PolitickerNJ.com has confirmed that "JC Official 4" is Jersey City Mayor Jerramiah Healy, the Hudson County Democratic Chairman. A source close to the mayor admitted as much, but held that he had done nothing wrong.

"JC Official 4" is described in the complaint as "a high-ranking elected official in Jersey City, NJ... (who) was seeking reelection on or about May 12, 2009."

That "JC Official 4" appeared to be Healy was first mentioned by the Jersey City Independent's Jon Whiten yesterday, who noted that the complaint said that Beldini was treasurer for Jersey City 4's reelection campaign. In this year's election, Beldini was treasurer only for Mayor Healy's campaign.

According to the complaint, "JC Official 4" first met with Dwek on March 13 of this year, along with the three defendants. The complaint does not quote him at that meeting, with only Shaw and Cheatem telling him that Dwek "the CW was ready to develop real estate with JC Official 4's ?help' and ?assistance,' and JC Official 4 was further advised by the CW that ?approvals are key.'"

After "JC Official 4" left the meeting, Shaw allegedly told Dwek to make the payments through him, after which Beldini assured him that she and "JC Official 4" would "help move" his real estate "approvals" along.

The money was paid to the "JC Official 4" campaign through $10,000 tickets to a fundraiser, according to the complaint. Beldini is quoted telling Dwek that "[w]hat we're trying to do is put money into different funds so we can, when we need it, funnel it back into [JC Official 4's election fund]. Which everybody does."

According to the complaint, Shaw described "JC Official 4" as "very happy" with the contributions.

In a meeting with Beldini, Shaw and Cheatam at a Jersey City luncheonette on April 30, Dwek told her that he was applying for a zoning change and did not want it to go to the "bottom" of the pile.

"Beldini responded that she could say ?one thing' about JC Official 4--JC Official 4 ?remembered' JC Official 4's "friends," and JC Official 4's word was ?gold,'" according to the complaint.

The complaint says that Dwek agreed to make two more payments - one for $10,000 immediately after that day's meeting, and another after the election.

"JC Official 4" later showed up to the meeting, where according to the complaint he was told by Cheatam Dwek wanted to be "on top" of the "pile," and that he had given $10,000, planned to give $10,000 after that day's meeting and again after the election.

"JC Official 4 responded, among other things, that hopefully "we" could work "together" and that this would be "mutually beneficial," read the complaint.

After the meeting, outside of the luncheonette, Shaw allegedly told Dwek that everybody was "happy as hell" with the arrangement and accepted $10,000 in cash.

I taught school for years, during recess I had strangers come up to me and asked permission to take pictures of my students. I always said no. Pictures are a commodity. Graphic designers pay hundreds of dollars to use pictures in designs. You have no control over any picture that is taken. But I wouldn't worry. Your child's features will change during the years. As a young parent you are learning how to parent.

I disagree Dan, taxes only affect the 1 to 4 family owners and their tenants, the rest of the city has some sort of tax protection. While homeowners are going up 11.25%, rent-contol tenants can only receive 4%. Senior citizens housing, affordable housing, and the waterfront development will not feel this increase, but everbody votes. I strongly believe in a city income-tax that is deducted from the state's income tax. Every citizen who votes should be responsible for the tax dollars in JC. Until they do, we will allow politicians with large purses to buy the election. I mean spend dollars entertaining citizens who are protected from taxes.

The 1988 Reval toss out Mayor Cucci and most of his ticket. Yet upon reflection, I must admit Mayor Cucci was a better mayor than McCann and Schundler. Non-bidding contracts and pay to play, and abatements happened under McCann and Schundler.

If you add the tax abated waterfront along with senior housing, public housing, affordable housing, and even rent-controlled buildings-a lot of people are not affected by the tax rate. That is why I am in favor of a city income tax that is deducted from a state income tax. More people must be affected by poor government in order to make change.

One of the comments this report made, is the lack of involvement by the public. By the time an abatement is ready for the council vote, there has been no public involvement.

Except for the summers, the council meetings are in the evenings. But I have also attended state, freeholders, and board of ed meetings. Many of these are in the evenings. You can be involved or just "shoot your mouth off." I choose to be involved.

Prove to me with facts that my statements are inaccurate. I have attended public meeting for over 30 years and have received public documents over that same period. Saying I am inaccurate also means you must prove it. Your statements are not dogma. It is amazing, people who do not attend public meetings and hide behind a phony name have the nerve to announce someone is wrong. If you wish, I will give you this courtesy-be on my show, SpeakNJ and prove to me how I am wrong.

Re: The NJPP Report on Tax Abatements in JC

The report is excellent; however, it also repeats an argument that has been going on for a while. Abatements were need originally to jump start the waterfront. That's not true. In the 1980's when Gerry McCann was mayor, Colgate had a large plant on the waterfront. Colgate announced it would close its factory because the property on the waterfron was too valuable for a plant. McCann agreeded which caused a blacklash with working class people who saw their jobs disappear. Anthony Cucci won. Then Reval happened taxes went up and the State of NJ told Anothy Cucci to raise an additional $20 million for the Board of Ed because McCann underfunded the BOE. Cucci asked the developers to prepay their taxes and the developers asked for an abatement. Both Councilmen O'Dea and Fricchone were against awarding an abatement figuring it would start a trend. How right they were.

Bret Schundler won the special election in 1992 based partly on the fact he was active in the Coalition of Fair Taxation a citizen group fighting the flaw reval. The 1988 reval hurt the majority of the city, exceptions: commercial property, rent-control buildings, and ward F saw a decrease. An unknown won based on the fact that people saw their taxes rise. I don't remember the exact number of people runnning for mayor, but I believe it was 10 or 12 candidates.

I suggest to go to the Public Library and look at old copies from 1988 from the Jersey City Reporter and the Jersey Journal. There were many stories on the 1988 Reval. Commercial properties saw their taxes drop greatly. There are documents galore. Ward F went, rent-control buidings, and commercial properties went down. In fact, former mayor Gerry McCann did a reassessment of commercial properties in 1989 when he won against Mayor Cucci. Many commercial property owners sue and won and received their lowered assessments. Taxes downtown saw increases from 200% to 500%

shakatah- You were not around in 1988, the year of the reval. Taxes went up because commercial properties taxes and multi-family buildings went down a lot.
I did research for the Coalition of Fair Taxation, a citizen group that opposed the reval. The numbers were slanted.
