I have witnessed scuffles inside the mall, and in the general vicinity right outside it doors and by the light rail station. it is the main reason I avoid that mall during busy hours, choosing to only go when it is sparsely patronized. Understand the off hours comment... made that mistake during summer. Had dinner at the marina and crossed over to the Mall to catch a 700pm movie on a Saturday night. Walked in Cheesecake entrance to a chaotic scene with a fight on the main floor and kids hanging over the railings of the above floor throwing stuff down on mall security. Safer to go to Regal in Battery Park.

The judge's order represents the first clash between Fulop and Matsikoudis since Matsikoudis declared he will attempt to unseat the mayor in November 2017. The two men are longtime political foes.
