And I forgot one more, the cars and foot traffic from Liberty Harbor. Jersey Avenue from Newark Avenue to Grand St perhaps have the most traffic in JC.

New York City has wide streets, it can handle more than one lane of traffic. Jersey Avenue is narrow. This is not Manhattan, it is a small narrow street with 4 schools (PS #3, PS #4, Parochial School, and the old PS. #3 adult school) that borders it. It also has an emergency room hospital and an medical building. Then you have people who drive to the lite rail and park their car. Additionally have the Brownstone Diner, and an active African-American Church and an Hispanic Church. The place is choked with foot and car traffic, it doesn't need more.

Jersey Avenue from Newark Avenue to Grand St has a back up of cars during school dismissal. I have been on Jersey Avenue numerous times and it has taken me nearly 20 to 30 minutes to reach my destination of five blocks. Varick Street is one block west, you don't need more congestion in that area. Even if there is no parking, you will have 87 more people crossing Jersey Avenue in an already tight space.

Cities, especially JC should not be on the hook to subsidized developers. I recently checked our bond rating. It is A2 or A, the third lowest which comes after AAA and AA. We have tons of debt and there are no guarantees. 20 plus years ago, taxpayers paid $20 to $25 million in debt service, now we are paying close to $60 million.
The project is too dense, there will be hundreds of new people all trying to get on the PATH train at rush hour.

First, I am not against Fulop but I am for the truth. Fulop was an excellent councilman but I am talking about the present. Kushner and his family has been involved in real estate and have been supporting politicians for years. I was aware of Kushner before Fulop became involved in politics. I am concerned about this development with not enough parking spaces and the fact taxpayers are on the hook in terms of bonding. The city's bonding rate is not that great. Most likely this development will get this abatement, then they will sell it for a large sum down the road and the abatement will be transferred. We are doing everything to protect developers and that I believe is wrong.

Charlie Kushner went to jail. People who are felons have problems getting mortgage money. So the business is in the family. Charlie Kushne's son, Jared, gave Fulop a front page story in his New York Observer.

We pay tax dollars to the county for open space. The mayor should ask DeGise to purchase the land with open space dollars at the $1.8 million which the developer paid. Van Vorst needs more open space and the school children could benefit with an additional park.

The municipal budget is divided into two parts: in cap and outside cap. In cap is subjected to the 2% limit but outside cap is not. Debt service is part of the outside cap. Emergencies like Sandy was also outside of cap.

You are probably correct about foreign immigration but a lot of immigration in the inner cities is under the radar. In many school districts you have first generation families. I have seen the numbers and I have never believed the number of 12 million illegal immigrations, the number is much higher. We don't receive an accurate picture because as I stated before, an illegal immigrant's children are considered American citizen. That is not the case in many foreign countries. Even Germany requires one of the parents to be German before citizenship is given. If that same standard was required in the USA, I believe over 20% would still be considered illegal.

Yes, other countries have immigration but not on the scale of the US. I taught in several Catholic Schools in NYC. It was rare to have students who parents were Americans, in the traditional sense and I am also including black students. Some were from Ghana, Kenya or Haiti. By the way, those students did not like the term "African Americans" they prefer to state their country not continent.

It is not fair to compare this country with other countries in terms of education. In the inner cities perhaps half of the students do not speak English as a first language. While politicians often quote 12 million as illegal immigrants, the children of illegal immigrants are American citizens but they come from families without resources. Then, there is the problem of children being raised in single family homes. Usually the mother is working 2 jobs at minimum wage and children are lost in the process. The most educated adults are not having children as in the past so that is not part of the equation when compared to other countries.

To Brewster-the idea not to fund the pension system came from former Governor Christine Todd Whitman, she campaigned on cutting taxes so she cut the pension contributions. The problem ballooned so Jim McGreevey and others came into office, they followed suit.

NJ bond rating went down from AA to AA-, there is too much debt, some of it unfunded. A great deal comes from education. Too many political choices are made to win over groups that couldn't care less if this state defaults. I am voting for Christie because he has the courage to say no to special interest groups. I will not buy NJ bonds, it is too risky, thanks to Christine Todd Whitman and Jim McGreevey.

Jersey City needs more park space in the Van Vorst area. Van Vorst Park is packed especially on the weekends. Mocco's property brought in more people without the additional open space for the number of residents. Blight the property and bring in more parks.

When the city does many projects using one source of money, then one bond is written, this is different it has three separate bond ordinances. An example, when the city took left over bond money to do street signs for different streets. It involved one bond ordinance with different addresses. These three bond ordinances have the same addresses with three file numbers and are listed as Journal Square 1, Journal Square 11 and Journal Square 111.

For some reason, the link is not working, so go to the city's web site, click on government, city clerk, agenda, click the agenda date Oct. 23 and scroll down to the first reading ordinances. You will find 3 separate bond ordinances reflecting Journal Square 1, Journal Square 11, Journal Square 111.

At the last budget hearing, taxpayers paid $59 million in debt service, in the early 1990s it was between $20 to $25 million annual debt service. We shouldn't be in the business of providing funding for developers, especially KRE, which has the money. If the city was to spend that type of money, then why don't they fix our sewerage? I would also like the idea, of paying my debt from my tax bill and I think everyone else would too. I forgot to mention KRE is Kushner, a friend of McGreevey.

The city is using the Redevelopment Agency to bond $30 million and the city council must approve. Which means taxpayers are responsible for the debt. Language from the ordinance "Whereas, the city further wishes to approve the execution and delivery of a pledge and assignment..." The city will say we will pay these bonds back through the abatement taxes. But no one can guarantee any developer will follow through.
I know of instances where taxpayers are on the hook to pay for development plans that went sour.

Taxpayers will be on the hook for 3 bond ordinances which will total $30 million for Journal Square 1, 11, 111. The ordinances are 13.122, 13.123, 13.124. So in addition to the 35 year abatements, the developer gets a bonus from taxpayers.

There was a time when tax abatements went to recreation fund. The fund was controlled by the council but under the Faulkner Act only the mayor can spend money while the council creates the law. Some members of the council used their funds for luncheon for seniors in their district after they voted on the abatement. I contact Local Finance Board and they removed the money from the city council. No action was taken against the administration during that time period. This happened in the late 1990s.

You don't receive a colonoscopy or give birth five days out of seven. If you work straight for 20, 30, or 40 years and take the PATH to NYC, five of the seven days then a colonoscopy or giving birth is a snap.
