I hope you are right, but with all the legislation that we have in place there always seems to be gray areas - they are either not adhered to or enforced as it was legislated.

I still can't get over the fact that he remained a cop after his first DWI conviction - he wasn't some 'superman' cop, with outstanding arrest records or commendations of valor.

All he was, is a cop who got caught for drink driving more then once, was suspended, then reinstated and a cousin (1st or 2nd doesn't matter) of the Mayor.

I'd love to see anyone involved with law enforcement of any kind including cops, be made to take a breath test before they start work or shift - I'd also like to see all City Hall employees do the same, starting with the Mayor.

If they don't have .00 reading, then they are sent home without pay and not allowed to make any decision relating to their authority. This would eliminate any drinking lunches that council persons might have. They would have to be re-tested after meetings and lunches.

The 3 strikes apply, before they are saked.

I'm not sure if everyone is aware, but councilmen have insider knowledge of properties that come up from time to time that are left to the city because taxes haven't be paid for numerous years by deceased owners.
Also land that is leased to businesses that go out of business for whatever reason, and vacant land is availabe that could be sold or redeveloped at a rental price that would make you laugh.

Donations to councilmen would / could get this sort of information. A bit like insider trading for a fee!

I thought JCPD officers are never off duty - they carry their guns at all times and what shits me, is that they have medallions for their cars (on the dash) for free parking.
I know of a cop who parked his car at a bar and didn't get a ticket for over-staying while cars infront and behind his, got parking tickets. This has happened a few times and it sucks.

The administration is tripping over themselves time and time again - Healy on numerous occasions, the Fire Captian, the Police Chief and officers, the JCPA even Healy's secretary is questionable.

It's a joke that won't end until he gets the ASS and I love how some people still void Healy of responsibility.

Shit, we might as well give some crazy woman from Newport a go at running the city.

What is scary, is that instead of serving the community, they serve themselves and we have neighborhood leaders ready to take the leadership role with those same attitudes of self-serving and self-righteousness.

If you have to be of GOOD CHARACTER and a LAW ABIDING member of the community to be a cop, how did this BUM keep his job after being convicted previously.

Troy, Healy and Freibott are a disgrace to any Police Dept and if the prosecutor doesn't throw the book at him, then he is a BUM too.

I can see why people have little respect for the police and if stopped give them a mouthful of abuse - it ain't right, but enough is enough of this ASS of an administration.

In the old movies the peasants rose up and chased them out of town.


I still believe that the quote and its connotation should be on the front page of any and all Hipanic or Black community newpapers - These so called politicians are living in the 50's and from the south with attitudes like that.
I'm surprised that the salvation army and other charity groups don't storm cityhall with those outrageous comments from public servants.

There appears to be a monopoly in the construction and development game and it starts with paying off politicians with donations.

Competitiveness doesn't exist they way it should, when developers and larger construction co.'s can buy a contract.

Do we recall the outlandish cost for a dog run!

I should add that development for JC is a good thing, but it MUST be transparent and competitive.

From my understanding, there is a clause in the legislation that if you own or rent in JC Heights, you automatically qualify and permitted to carry a weapon and children of 'bubble gum' chewing age can carry a knife.

The integrity of this city with its council staff was flushed down the toilet years ago, and this is just another classic example of kick backs and more then likely, secret commissions from private corporations.
How in the hell does an ex-cop become a expert on money management and why even employ a finance director in the first place if Healy wants to influence proceedings.

I'd laugh my head off if all the (city employees) retirement money was lost to poor management - it would be poetic justice for the citizens of JC.

The argument of public access and use of public roads is all crap. Why do we have neighborhood restrictive parking for 'residents only' on public roads then - why can't I park my Harley on these streets - there PUBLIC too?

Common sense is not so common for morons who oppose the street to be closed - I'm all for restrictive vehicle access in that particular area simply because its a dead end and there are no private properties that need the access.

If the end of Washington St is opened to all traffic and parking, then ALL residential parking only zones should be abolished, so the PUBLIC can park there too.

CRV2, Park your car nearby and walk you lazy ass.
We should be doing everything to reclaim our streets for pedestrian use. I'm off Communipaw Ave - the crap and crime infested end. I wish they would close off a dead-end near me and install basket-ball hoops on the road for kids to use.
My understanding is that this section of dispute is a dead end with NO through traffic.
Bunch of morons who are against a dead end being shut off for PUBLIC NON-VEHICLE use - build some basket-ball hoops and throw in a PUBLIC tennis court, paint some hop-scotch courts on the road or something.

Better still build a mini road network with mini lights, pedestrian crossing and other road hazards and uses for kids on their trikes and bikes to practice on and to learn the road rules on. I recall seeing one on Sesame Street.

The only advantage if its to be opened is parking. Have the first 3 closest parking spots reserved for the handicapped and that's it. As for the rest of you bleeding hearts and lazy people, drag your fat-ass to the park or monument.
