I've taken the light rail to 22nd street and walked to Bayonne Crossing a couple of times. It takes me only about 10 minutes to walk there. If you're elderly or just a very slow-moving individual it could take longer.
Bayonne has a community shuttle that you could take from the light rail station to the shopping center. But it doesn't run very frequently. You'd be out in the cold longer waiting for the bus than just walking over to Bayonne Crossing. Crime isn't a big worry there, but (as others suggested) the traffic on Route 440 moves quickly and you need to be careful when crossing the highway.

As long as it makes landfall east of us (if only by a dozen miles) that'd be good for storm surge. If it makes landfall somewhere between Cape Henlopen and Sandy Hook, however, we'll be seeing a lot of water shoved into Upper New York Bay.
Accuweather's preferred forecast track shows it making landfall somewhere around Long Beach, NY (not far from where Irene landed). That'd be good for us. Stay EAST!

It will have twice the air draft clearance underneath, though (70 feet compared to 35 feet under the existing bridge). Few, if any, vessels traveling up the Hackensack will exceed 70' above MHW. The capacity to lift the bridge is probably being required by USCG or USACE because there's record of a 100' ship having traveled in the vicinity in the 1860s.

Death-defying as it is, I take the Palisade>Pat Plank>14th Viaduct route on the regular. I think it'll be the fastest route for your trip. Be prepared to use your arm to beat on the hood/sides of the Bergenline vans as they try to pin you to parked cars on the narrow section of Palisade Av. Cars on the viaduct like to fly and even when there's plenty of room to pass, many seem to prefer to lay on the horn and yell at you instead.
The waterfront route CatDog described is prettier and safer, but it's not a quick zip. Also, you're required to dismount and walk through the Hoboken Terminal area, which is not good if you're wearing cycling cleats. But Sinatra Dr is a good route once you're in Hoboken. A good alternative might be Hoboken Avenue as Jumba recommended (I've never used it on a bike, so can't vouch) and then zig-zag to Observer Highway. Observer carries a lot of traffic, but it's not too bad on a bike, just mind the potholes/bad patches. And then use Washington>1st>Sinatra.

And again, garbage, broken glass, debris, and overgrowth. I'll stick to using PATH to get my bike to Newark.

Since the newspaper didn't provide an indication of where you can go to find maps/cues of the "bike path" route, here's a link to the map from the East Coast Greenway website:

And it dumps you onto Raymond Blvd, which isn't a very bike-friendly street. Oh well, it's something at least. I'll give it a shot, but I think I'll be sticking with PATH for bike trips to Essex Co. More detailed than the map above, the FEMA Flood Insurance Rate Maps give you a good idea of what the flood risk is on your street/block. Just enter your address and you can scroll/zoom around the map. Most of downtown is in the "AE" zone (100 yr floodplain), with some areas at higher risk.

You could be lucky and live there a dozen years without a flood, but a period of above average rain and a tropical storm (August 2011 for example) could have you under a couple of feet of water.

Just to be clear, did he have the lights and siren on before or after you rolled through the stop sign?
If the lights were on before, perhaps you could get away with the "but I was trying to get out of the way of an emergency vehicle" argument and successfully plead not guilty. If not, then I don't see much of a case for your defense. By pleading not guilty and then being found guilty, you'll get charged with the points, and your insurance company will likely hike your premium (or worse) if and when they find out. By showing up and taking the points-free "unsafe driving" deal, you'll have to pay a larger fine, but there will be no points on your record, and though your insurance company could raise your premiums (they can if they want to for almost any reason), it's very unlikely they would. I once got a ticket for making a right turn at a "no turns" intersection in Newark. I simply didn't see the sign, but the sign was there. No pictures or testimony were going to change the fact that I made an illegal turn. I took the "unsafe driving" deal, paid about $400, was interviewed by a Star-Ledger reporter while waiting, and never had another worry about it. Your case seems similar in that the sign was there, you just didn't "observe" it. When you go to court, you'll have an opportunity to speak with the prosecutor before appearing before the judge. The prosecutor will offer you the "unsafe driving" deal right off the bat. You don't need to have a lawyer or anything prepared to negotiate for it. Just take it or say, "No, thank you, I want to plead not guilty," if that's what you want to do instead. If that's the case, the prosecutor will ask "are you sure?" three or four times before releasing you to the judge to set a date to appear for trial. If you go this route I would certainly recommend hiring a lawyer.

It would indeed have to be pretty big so all of the marine traffic could still get into liberty landing/harbor. A bridge to Exchange Place would be cool, but I'm just hoping the city gets around to building that long-awaited Jersey Ave bridge one day.

I gave them a couple of chances. They are pricey (as others have mentioned), and all I could taste in the soggy spanakopita and lackluster moussaka was salt. Blah. I'm not surprised the place isn't busy. I'm surprised there's ever anyone in there at all.
