I know! I once saw out my window that hardhat guy yelling profanity at the top of his lungs. Then a car pulls up to ask for directions to the Holland Tunnel and he gave clear and concise directions. After the car left he went back to raving. Maybe his shouting is a ploy of some sort?

Yes he has a city car. Remember that Fox 5 Shame, Shame, Shame episode about all council members excluding Fulop receiving a City vehicle?
