Criss-crossing the line between her job as press secretary for Jersey City Mayor Jerramiah Healy and her private gig as an event planner for a Jersey City developer, Maria Pignataro seemed to be wearing both hats yesterday.

Pignataro's private sector employer, developers Paul and Eric Silverman, of Exeter Property Company, paid for and hosted "Sustainable Jersey City," held at the old St. Francis Hospital, a site they are converting to a mixed-use residential complex. But "Sustainable Jersey City," which attracted roughly 100 people interested in improving the environment, was a city event - and Pignataro its chief planner, organizers said, even though the Silvermans paid for it.

According to Paul Silverman, Pignataro asked the brothers to host and pay for the event, which he said cost less than $2,000. The official sponsor of yesterday's event was the Schroeder Lofts, another Silverman project under construction on Tenth Street. Packets advertising the Schroeder Lofts were available upon request and flyers advertising the event provided the phone number and Web site for the Schroeder Lofts.

Pignataro, who earns $81,356 a year as Healy's spokeswoman, didn't return phone calls last night to clarify her role at the event. In Wednesday's Jersey Journal, Pignataro defended her right to take on outside work.

"My professional experience prior to working at City Hall has been in the private sector public relations and special events business," Pignataro said. "Before making a decision about accepting the consultancy work I cleared it with Mayor Healy, who was fine with it because the nature of the work did not conflict with my position as press secretary." Pignataro refused to say how much she's paid by the Silvermans.

Daniel Levin, president of the community watchdog group Civic JC, said the Pignataro/Silverman relationship "stinks" and he called it too "cozy" for comfort.

Pignataro - who became press secretary in November 2004 after Healy won a special election to take over for the late Glenn D. Cunningham - also serves as a board member for the Jersey City Economic Development Corp. and the Jersey City Employment and Training Program.

I actually have some good memories of this building, having spent the summer of '89 working in the basement stockroom. Yep, just me, Jimmy and Rich...reading the Post, shooting the sh!t and ogling the secretaries during deliveries upstairs. Good times...

I didn't say I wanted to buy it, but there is at least one company out there that does exactly this sort of thing, apparently for profit!

Anyway, I just emailed the museum (info 'at' jerseycitymuseum.org) and will let you know what I hear back. Though the museum auditorium set-up is frankly not what I'm looking for in the long run -- I'm partial to cushy stadium seating, surround-sound and lots of popcorn and Raisinets -- it might be OK in the interim.

I know it's a mosque. I was just thinking some forward-thinking developer could buy it and turn it into a Landmark Sunshine or Angelika-style theater.

Yes, but there is one to "Van Vorst Park City."

Agree on the overall tone and quality. I'm glad to see the writer took my advice to interview Fulop, but wish Mr. Sternbergh had gone in the direction of examining how the city has encouraged reckless development at the expense of its current residents. That's probably another, less-sexy article, though.

The technology is based on the zoetrope, which has been around since the 19th century. The company responsible for the ads is Submedia. They used to have one between the 14th and 23rd Street PATH stops, IIRC.

Call the city's Department of Finance and ask to speak with Ed Toloza, the tax assessor. I've found him helpful in the past when I had questions about my property tax.

Thanks for your efforts on this, Councilman.

My own suggestion, to make for a more pedestrian friendly environment on Newark Ave., would be to break up the extremely long and dangerous crosswalks at Newark and 1st (the north and south sides of the street) and Newark and Bay (north side) with a triangular median similar to the one at Newark and 2nd. Without traffic lights at these 'diagonal' intersections, drivers often do not come to a full stop, leaving pedestrians caught in no man's land while crossing.

It looks like this happened at Montgomery by the Turnpike overpass. That intersection is crazy, with westbound cars waiting to turn onto the Turnpike ramp and eastbound cars getting off Montgomery going to Columbus. They have to rethink that traffic pattern -- maybe build another Turnpike entrance/exit directly onto Grand St.

NYmag, all kidding aside, both the concerns you bring up can be laid squarely at the feet of a city government that, going back decades, pays lip service to its citizens (for the most recent example, see Mayor Healy's campaign platform, where he promised to lower crime and stop waterfront abatements) and bends over backwards to accommodate big developers. I hope you interview the Councilman for downtown JC, Steven Fulop, to get his take on this. Better yet, make the article a Fulop profile.

I forget where I read it but NJ supposedly has one of the lower income tax rates in the country. Manzo's proposal is to use an income tax hike to lower the total tax burden.

Using income tax for schools urged
Its rate would have to rise, but the overall N.J. tax burden for most people would fall, a legislator said.

TRENTON - Nearly all residents would get an overall tax cut if New Jersey relied on income taxes rather than property taxes to pay for schools, a Hudson County Democrat told fellow lawmakers yesterday.

Assemblyman Louis Manzo wants residents to pay 16.1 percent more in income tax to raise $1.9 billion for schools. For example, his plan would add $161 to the income-tax bill of someone who now pays $1,000.

Combined with $700 million from the state's property-tax rebate program and $1 billion diverted from sales-tax revenue, the proposal could slice overall taxes for 95 percent of residents, Manzo told a committee debating whether the state constitution needs amending to provide property-tax relief.

Nearly $8 billion in property taxes still would have to be collected for schools, but Manzo said his plan would be more fair than depending on those levies because income taxes are based on how much people earn.

"Everyone would pay their fair share," Manzo said.

He said the plan would not mean less funding for schools, which use 55 percent - or about $11 billion - of the $20 billion in property taxes collected annually in New Jersey.

"Addressing the school-tax portion of the property-tax component is the most practical way to provide New Jerseyans with the most meaningful property-tax relief and reform," Manzo told the committee.
