More savvy? More like less stupidity. Dog poop and sports fields don't mix. The cop applied commonsense. The dog owner deserved that ticket, and probably got let off easy.

Got off easy? What do you think the fine imposed should be? $100 + a court appearance is not enough?.... The dog DIDN'T poop on the field. He had already gone elsewhere....

It's funny. When I volunteer semiannually to clean Lincoln Park, the majority of volunteers ARE the local dog owners that I see EVERY SINGLE DAY! It's these dog owners that use the parks in JC, with or without their dogs, EVERY SINGLE DAY! What do I see when I go into Lincoln Park? Litter everywhere, EVERY SINGLE DAY, not dog poop! Who cleans the litter, the park maintenance crew EVERY SINGLE DAY and the local volunteers!

What do you think would degrade the quality of a grass field more (because that WAS the whole point of your post, right?)- a dog running on it or a car driving on it?

The cop drove onto the field to give a ticket to the owner of a leash-less dog....

Lincoln Park is a County Park - NOT a city park. The ticket issued by a County sheriff officer?

In addition to the park police and the county sheriff's, the park is also patrolled by JCPD. JCPD issued the ticket.

Under the mentality of the masses of this forum, you could be ticketed, for lets say, having a glass of wine at a sidewalk caf? downtown and you would all be OK with that because "the rules are being enforced"....

And yes, I acknowledge that laws were broken. That was not my point....

Is it necessary for a court appearance when you get caught with a dog off the leash? Not very fiscally responsible....

Is it necessary to charge a fee to remove a boot that is equal to the fines themselves?

Is it really illegal to drink a beer on your own private property just because you are outdoors and the beer is visible to people walking by?

Apparently, the laws were written to be bended to benefit the city's pocketbook! Isn't there a universal law, called the 8th Amendment prohibiting such practices???

My girlfriend got a ticket for having a dog off the leash at Lincoln Park? How? The cop drove up onto the grass, essentially breaking the law himself. Was it wrong? Yes. The fine was $100 and she has to appear before a judge (i.e. lose a day's pay)...

A friend got a $56 ticket for having an open alcohol container in public... Where was he drinking his beer? On his porch in front of his owned house; a house in which he pays taxes to Jersey City, Hudson County and the State of New Jersey...

Another friend got booted for $126 in unpaid fines... Fee to remove the boot- $110. In other words, the fines basically equal the amount of the boot removal.

I understand that the city is broke but these excessive fees and fines does not seem to benefit anybody but the city's coffers. It's not making the quality of life any better and pissing off tax payers like me and my affected friends... But these incidents are not inclusive of a small portion of JC residents- it's widespread all over jersey city. Ridiculous!!!!!

I remember Fulop, a few years back, fought for the little guy so these types of ludacris and outrageous fee and fines were eliminated in JC. He chalked it up to essentially being a form of 'taxation'. What happened to that Steve Fulop?

All the while, I saw two men yesterday walking down Kennedy Blvd smoking crack while a woman was crossing with her two children... Where were the cops then???

1. Increased enforcement: If you?re as frustrated as I am, the laws are on our side for this one. But, you have to take action. Call the following numbers if you see dogs off leash or dog owners not cleaning up after their dogs:
a. JC Animal Control: 201-547-4888 (http://www.cityofjerseycity.com/hhs.aspx?id=1434)

b. JCPD Non emergency dispatcher: 201-547-5477

c. Police Officer Dina Reilly ? 201-547-4370 ? she is very receptive to hear from local residents about this problem.

2. Join your local neighborhood associations. Take part in your neighborhood meetings to get involved and create additional solutions to the problem. For my neighborhood, it?s the Paulus Hook NA (http://www.paulushook.net/), just Google your neighborhood and get involved!

3. Write to your Ward Councilman and Councilwomen. Let them know this is a problem and that you demand enforcement. The laws are already written; it?s time to start enforcing them. Here?s a link to your city council members: http://www.cityofjerseycity.com/citycouncil.aspx?id=46

OK. It sucks that defecating in public parks and on the streets but the police have more important issues to deal with. I'm not trying to tear you down, just stating the obvious.

You may want to look into starting a volunteer neighborhood watch group for small crimes and quality of life issues as to not drain resources away from the police for these sorts of petty crimes.

The cameras have malfunctioned since their inception. As I stated earlier, the state of NJ has been sued by a class action lawsuit for this very reason.

They really should end the discounted sale tax rate and bring it to the normal NJ state rate of 7.0%. No need for it anymore.

And how come the 99% aren't railing against all those New Yorkers engaging in tax evasion by shopping in NJ and not declaring their out-of-state purchases when they file their NY taxes. All of them are robbing NY of millions of dollars of taxes every year. Oh that's right. I forgot. It's only other, rich people that engage in tax evasion. Not ordinary, middle-class people. Not on an every-day basis. No way.

1. We live in NJ therefore I'd rather have my tax revenue go to NJ and Hudson county, no matter the source.

2. What does 'Occupy Wall St', the 99% vs the 1% or anything of the sort have anything to do with you complaining about a foot trail connecting HP to the river?

3. If you are so worried about the 'tax cheats' of NY, why don't you file a complaint with the NYS Dept of Taxation and the NY attorney general?

On Harrison Avenue, at approx 9am on 6/23, JCPD dispatched 3 patrol cars and an ESU unit to remove 3 illegally parked motorcycles parked on the sidewalk....maybe it's just me, but isn't the amount of police dispatched an incredible waste of resources considering one patrol car could have handled the situation.... This is their main priority to fight crime or is money king and the fines levied upon the owners of the illegally parked motorcycles the main priority???

Let me make my point more clear, I think it is useful to have some of the retail options that are available in Newport Mall, I just think that in the 2013 version of Jersey City, there can be a better use of that space. In 1987, I'm sure Newport Mall was viewed as a Godsend. But remember, urban living was not very popular in 1987.

I don't HATE the mall (I don't particularly like it either, but I do go there a couple of times a year if I need something in a pinch). It's just that having a suburban-style mall smack dab in the densest neighborhood of the nation's 2nd densest city seems like a colossal misuse of space.

The concept of a mall is a suburban concept, conceived as a direct result of the suburban boom of the 1950s and based around lots of space, highways, and most importantly CARS and parking. The original concept of a mall was a transformation of "Main Street" retail. A place where people can drive in with their cars, have ample parking, and once parked have access to many different stores in one central location.

In a dense, walkable, city environment, do we really need the "Main Street reinvented" model? We have population scale/density, walkability, as well as organic "Main Streets" (Newark Ave, Grove Street, Jersey Ave, etc), so why do we need a massive building with parking to provide retail shopping?

Just trying to think creatively here ... this may be a stretch but, conceptually, what about transforming the footprint of the mall building/parking structure into a street-grid, and give all of the retailers who are currently renting spaces in the mall the option of having a storefront on street level? I don't know much about the business side of brick and mortar retail, but do you think retailers (say, H&M) would do better or worse with that setup versus the current setup?

Anyway, my original question in this post was, do you ever see the space that the mall occupies being transformed, as a result of the continually changing demographic and lifestyle of downtown residents? Some of you guys engaged in the discussion with intelligent and relevant answers but many others replied with rather nasty, irrelevant, and/or vague replies :)

The mall generates thousands of dollars in tax revenue. Many ny'ers come here for the 3.5% tax rate.... The taxes and revenue create jobs and allocate funds for other gentrification projects benefiting those who are complaining the most on this post about the mall... I have news for you... all 5 boroughs of NYC have malls.... all these malls generate tax revenue, jobs and spawn growth of the neighborhood they surround....

This has to be the stupidest thread ever on jc list... The mall is there and there to stay.... Build a bridge (specifically one that connects you from HP to the river) and get over it!

Nothing. I like these graffiti paintings too. ITs not your typical tag that we see around the city. Most of them are actually uplifting messages or quotes. Some done in creative ways. I saw one recently on 5th street of Wreck it-Ralph next to a hole in the wall of a building. I always that it was funny to see, but it got painted over and the whole ended up being covered. and before anyone starts spewing most of it was not done on private property.

Yes I know technically its still not cool to graffiti something that is not yours but I just want to say that before anyone starts screaming about not liking it on THEIR house. Just enjoy the damn graffiti, seriously people. Its like people on this site want to live up to the yuppie stereotype.

How does yuppie stereotype become the antigraffiti ? There is nothing to enjoy in graffiti. NIMBY please.

I'm from Bklyn and my gf works in Brooklyn.... Here's how we go...

To JFK:
1. 1/9 & 440 South to Bayonne Bridge/SI Expwy
2. SI Expwy to Verrazano Bridge to Belt Pkwy East
3. Belt Pkwy East to JFK Expwy/Van Wyck (I-678)

From JFK: (Different to avoid the $15 toll @ the Verrazano)
1. Van Wyck (I-678) North to L.I.E. West (I-495).
2. L.I.E. West (I-495) to B.Q.E. West (I-278)
3. B.Q.E. West (I-278) to Brooklyn Bridge
4. From Brooklyn Bridge- Left on Chambers St, Right on Hudson St to Holland Tunnel
5. Holland Tunnel to wherever you're going in JC

Sounds complex but its works the savings of $15!

As a matter of fact, there are many people living here in JC, that are originally from NYC, that are not yuppies or hipsters...

That being said, I completely understand your point but, in this day and age, I cannot fathom an elected official without a formal education.

How can we trust such a person with education issues or budget issues? How can we be sure that a person who didn't make it through High School, can have the knowledge and understanding to tackle other difficult issues?

My vote went to Wintner in part, because, ironically, she supports higher education. She plans on making a "University Way" here in Ward B, which I fully support!
