Public testimony in Jersey City---Study Commission on the Use of Student Assessments in New Jersey

The Study Commission on the Use of Student Assessments in New Jersey is a nine-member body charged with presenting recommendations to Governor Chris Christie regarding the quality and effectiveness of student assessments administered to students in kindergarten through grade 12. Created via Executive Order No. 159, the Study Commission will consider and make recommendations on the volume, frequency and impact of student assessments occurring throughout New Jersey school districts, and on the Core Curriculum Content Standards, including the Common Core State Standards.

Public Testimony Sessions

The Study Commission on the Use of Student Assessments in New Jersey will hold three sessions to listen to testimony from the public. Persons interested in testifying are asked to pre-register online or by calling 609-984-6024. The Study Commission recommends testimony be limited to five minutes per person.

Individuals registering to testify are asked to bring to the session 10 copies of their testimony so it can be distributed to all Study Commission members. Testimony also can be submitted via email at studycommission@doe.state.nj.us or online at http://highpoint.state.nj.us/educatio ... ycommission/contact.shtml.

Please be aware that all public testimony sessions will be videotaped.

In case of inclement weather, the Study Commission's public sessions will be cancelled if the hosting institution is closed. The second and third sessions also will be cancelled if the hosting school districts have an early dismissal. People register to testify or who are interested in attending are encouraged to check the hosting institution's website for information in case of inclement weather; links to the websites are provided below.

We Need Parent Involvement

What is Title I?
Title I is a federal program under the Elementary and Secondary Education Act (ESEA) as reauthorized by the No Child Left Behind Act of 2001 (NCLB). Title I covers the fiscal and program requirements for improving the academic achievement of students who attend schools eligible for Title I. The purpose of Title I is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments.

How do schools receive Title I funds?
The New Jersey Department of Education performs calculations based on census and poverty data in the district and in each school. Based on federal guidelines the district must identify all eligible schools using the most current enrollment and poverty data. You can review your district?s Title I Grant application in its entirety by following directions available at: http://www.nj.gov/education/title1/program/ss/eweg.shtml.

What are the parental involvement requirements for a Title I district and school?
Each district that receives Title I, Part A funds must develop a written parental involvement policy that establishes the district?s expectations for parental involvement. The district policy must be developed jointly with, and agreed upon with, the parents of children participating in Title I, Part A programs and distributed to parents of all children participating in Title I, Part A programs. [Section 1118(a)(2), ESEA.] School-Parent-Student compacts must also be developed in partnership with parents that outline the responsibilities for all three parties in the educational process. Communication efforts must be ongoing and sustained and encourage parental involvement in many facets of the planning, development, and implementation stages.

A List of the Required Title I Parent Notification and Documentation Includes:
Written parent involvement policies, developed in collaboration with parents of participating Title I students.

The school and parents of participating students jointly develop a school-parent-student compact, which defines the shared responsibility for improving student academic achievement.
Parents are notified at the beginning of the school year of their right to know the qualifications of their child's teachers and paraprofessionals.
Parents of limited English proficient children placed in a language instruction educational program must be notified, no later than 30 days after the start of the school year, of the reason for their child?s placement and the child's level of proficiency.
Parents of students enrolled in a Title I Targeted Assistance school must be notified that their child has been identified as eligible to receive Title I services based on a specific entrance criteria.
Parents must be notified promptly if their child's school has been designated as a ?school in need of improvement.?
Parents must be notified of their right to request intradistrict public school choice (option to move to a higher performing school in the district school, if available).
Parents of income eligible students who attend a Title I school identified as in need of improvement must be notified of the availability of supplemental educational services (SES), including the list of SES providers and/or the link to the list of SES providers on the NJDOE web site.

The Jersey City Ordinance will change the following

1) A Zoning Compliance Certificate (CO) will be needed for every real estate transaction; this includes both sales and rentals. Before a CO can be issued an inspection is required

2) Property taxes need to be paid before a CO will be issued; this includes not only sales, but also rentals. This is problematic since often times the sellers are in a financial bind and the closing attorney pays the taxes from the proceeds of a sale. This proposal will prevent some property owners to be able to sell their home.

3) Since Jersey City?s public records have a history of being unreliable, a CO may not be issued quickly enough to prevent a mortgage commitment from expiring and can jeopardize the closing.

4) Anytime homeowners need a plumbing, electrical or a building permit, they need to schedule an inspection and pay $150 for a CO. This will delay most sales and rentals.

This proposal contends that there is currently no public records to effectively track changes of use for real property and protecting buyers of real estate from misrepresentation by sellers. The Liberty Board?s leadership believes there is a lack of knowledge by the proponents of this proposal of the State of New Jersey?s Agency and Consumer Protection laws. The most cost effective way for Jersey City to reach the goals of their proposal is to efficiently maintain their public records and by doing so, making them easily available to the public.

Amendment to an ordinance

There is an amendment to an ordinance coming for vote at this Tuesday?s Planning Board meeting that would change the process when selling your home. If passed at the Tuesday?s Planning Board meeting, the ordinance would then go before the City Council to be voted on and codified. Many feel that as it is written, there are questions and concerns that should be addressed prior to this going for passage.

Touching on two key components of the ordinance;

Prior to selling your property, an owner would have to obtain a Certificate of Compliance issued by a Zoning officer. The compliance process would include inspecting each property prior to sale, part of which would be to ascertain that the property is being used in accordance to its zoning requirements, (example- zoned for two families, used as three families).

While most would be in agreement, that properties should be used in accordance to their zoning restrictions, the concern is in the execution of this step. In 2014, over 1,750 residential properties alone were sold according to the Liberty Board of Realtors. This brings questions such as; is there manpower to administer this step, will new zoning inspectors be hired, what would be the required time frame of the zoning officers to complete this step? all questions that should be understood prior to passing the ordinance.

Property sales are often time sensitive, delays can put a stop to a property sale and have negative impact to buyers and sellers, by impeding property sales and setting a stage for plummeting property values. Zoning inspections should be an ongoing process.

Another important point, is a line in the language of the ordinance;

If the subject property complies with all provisions of the Zoning Ordinance, the Zoning Officer, shall issue the Zoning Certificate of Compliance within ten (10) business days of receiving a complete application and evidence that all taxes have been paid on the subject property.

?all taxes have been paid?

Sadly, many homeowners must sell their properties due to their inability to make payment on property taxes and may be behind in payment. Currently, these homeowners can sell their property and pay owed taxes at the time of the sale. As we understand it, with the proposed ordinance, that would no longer be possible to do. For many, if they were able to pay their taxes, they might not have to sell their home in the first place.

Illustration- Imagine a senior couple living on fixed income that may have hit on hard times due to medical bills and have fallen behind on their taxes. They decide to sell, pay off the taxes at the time of sale and move on. With the proposed ordinance, they would not be able to obtain the Certificate of Compliance necessary to sell the house since taxes have not been paid current. According to our understanding, the Certification of Compliance is required to complete a property closing. Zoning would not issue the certificate until the taxes are paid. The property goes to lien, seized at some point and the couple is out on their luck. Many to most people have most of their wealth in their property. It's quite the land grab and therein would lie the path to destruction for many.

While we understand and agree for the need to have properties remain within their zoning restrictions and the importance of the City to collect its due revenue, the trajectory of this ordinance is anti working-class/family, anti fixed-income/senior and discourages new comers from planting roots in our City.

There are many questions with respect to this proposed amendment to the ordinance. At this Tuesday?s Planning Board meeting, those knowledgeable in this field will be speaking and will request that this amendment be withdrawn until meetings occur to fully understand and discuss the language of the proposed ordinance.

Home owners need a sound ordinance that is viable for all stake holders.

This is an all day event that goes until late evening which is conducted by the Hudson County Division of Housing & Community Development as required by HUD. The volunteer process begins by first signing up with the GSECDC. Based on what time of day you will be articipating, the amount of time you can dedicate and any experience in doing this, volunteers are grouped into teams, by matching those with experience with people who may be new to the Point in Time Count effort. Volunteers are briefed on the day of the event prior to going in the field.

Hudson County Alliance to End Homeless is holding a meeting on January 21st, which can help give an overview of how the day will occur which all can attend. (See info below).

The teams are then directed to areas and destination points to canvass for homeless individuals. Volunteers are given a series of questions that they use to collect information and bags of items to hand out.

Email is the preferred method of communication.

Jersey City Homelessness Advocacy Group, JCHAG, is assisting in recruiting much needed volunteers and soliciting donated items that will be used to handout to individuals as they come in contact. Some suggested items for donations are listed on the flier.

Letter: Fulop's pulling a Zimmer

Jersey City Mayor Fulop wants to duplicate what Hoboken Mayor Zimmer did in 2012: move the municipal election to November and eliminate runoffs. Bad on both counts.

If Fulop and the Jersey City council want to move the election, it should be for 2021 and not for their own terms of office. It's unethical for them to extend their own terms. While many municipalities moved their April and May or June elections to November to save money, some are having second thoughts. The ballot becomes too confusing and turns potential voters off. The bigger races overshadow the smaller ones.

City elections are nonpartisan so there is no primary, where fringe candidates can be eliminated. With no primary or runoff, the incumbent is favored and challengers have an uphill battle. We should have an elected official with 50 percent plus one votes to win that office.

It's interesting to see the idealistic and conscientious Councilman Fulop persona evaporate when his self-interest is paramount. That is, giving him a cushion when he loses the June 2017 gubernatorial primary and he is stuck with running for a second term as mayor of Jersey City. That's what happens when Jersey City elected a carpetbagger. His ambition is our baggage.

Zimmer was able to push her measures through a few weeks after Superstorm Sandy when few people went to the polls.

Hope Jersey City has a sunny day if these measures go to ballot and the people reject Fulop's machinations for better government.

PARCC is testing students on material for which they have not received instruction. Because PARCC is tied to Common Core student data is collected and shared WITHOUT parental consent. Teachers are stress beyond endurance; classes are being combined to accommodate more technology to implement the testing and the teachers are graded on student test performance when the teachers are struggling to learn to implement PARCC; it's unfair and punitive. The taxpayer is paying the enormous debt on the implementation of PARCC and Common Core.

It is disgraceful that the humanistic aspect of teaching has been marginalized or, worse yet, minimized in New Jersey?s new teacher evaluation system. Teachers able to connect with their students and demonstrate they are vested in the students? health, academic and physical well-being have the best chance of being great teachers. The state, however, is unsure pf how to measure or document those traits, and it seems they will not matter -- so says the state Education Department in multiple ways through the sterile evaluation process they are professing to be the savior of 21st century education.

Now, New Jersey is preparing to implement a high-stakes test that has no baseline; will count the first time it is administered (which is contrary to every guideline about valid testing); be offered in a different format (online, not pencil and paper); leave questions about whether the test is assessing what the student knows or how adept they are at computer use; and has a growing community of parents adamantly opposed to the test.

The state has convinced lawmakers that everyone who disagrees with these reforms is stuck in the past and a detriment to education.
We also have students starting at 9 years old who have been told by their parent not to take the test, or have been told something akin to ?I have written to the principal or superintendent and told them you will not be taking the test.? The state Education Department tells school districts there is no ?opt-out option? and that educators must ask a student if he is refusing to take the test. How far are we going to push this cold, impersonal style of education which is purported in high places to be better than the old? As far as I am concerned, this is a bridge too far. I will not ask teachers to say to an elementary student, ?Do you want to take the test or do what your parents told you to do??

The state has convinced lawmakers that everyone who disagrees with these reforms is stuck in the past and a detriment to education. From testing to the teacher evaluation system and more, how many blunders does the state Education Department have to make before the powers that be realize we should admit when we are wrong, regroup and go in a different direction?

After hundreds of reforms, thousands of directives, millions for testing and billions of public dollars spent hastily we have more anxious students, demoralized teachers, overextended administrators and disgruntled parents. What is the answer to this dilemma? How could anyone believe there is not a better way?

Results of the first test run of New Jersey?s new system linking evaluations of individual teachers and administrators with their students? performance on state testing were released yesterday.

The state education department informed districts that they could now access the measurements ?- called ?median Student Growth Percentiles? (mSGPs) ? for approximately 16,000 teachers and another 4,000 principals and assistant principals.

The SGP measures student progress on state tests in language arts and math compared to similar students statewide. The median of each of those students? percentiles ? from 1 to 99 ? is then linked to the classroom teacher in that subject as part of his or her annual evaluation.

The mSGP will represent up to 30 percent of a teacher?s rating, with the rest of the evaluation determined through classroom observations and attaining classroom ?objectives? not measured by the state tests.

For now, the mSGP only applies to language arts and math teachers in grades 4-8, which are the grades in which the state administers its tests. This year, that amounts to less than 20 percent of teachers statewide.

The release of the SGP information is just the start of a process that is likely to take another month or two, as state officials yesterday said there will be a vetting and validation of the scores before final reports are forthcoming.

Districts are expected to share the scores with each teacher individually, and officials noted there could be discrepancies between the data and the class rosters of students attached to each teacher.

Individual teachers? scores will not be made public, by law, but officials said the state will issue a final report on the distribution of scores and any other pertinent averages.

?This is a six- to eight-week process,? said Assistant Education Commissioner Peter Shulman yesterday. ?That is longer than we?d like, but we?d like to get it right this first year.?

In future years, Shulman added, the mSGP data could be ready as soon as the fall or even the summer after the school year.
