First of all these were not "county cops" the county police was disbanded over 10 years ago. Second of all these arrests were made by the county prosecutors office, therefore they were prosecutors investigators, not cops. Third these arrests were probably the first ones they have made in months, prosecutors investigators do not answer calls for service, and they do not actively patrol. Also the arrests they make are ones they investigate themselves, they basically cherry pick the arrests they make. And fourth they do not have the kind of workload that the city cops have, as i said they do not answer calls about dogs crapping on someones sidewalk or one neighbor complaining about another neighbors loud music or someone parked off the corner in a no parking zone, or "strange individuals" lurking in the neighborhood or some other such nonsense.

Well done County cops - I hope this ass-holes don't make bail.
Maybe we could send these County cops to patrol in JC after 1am, when people get so called shot just for the hell of it. They could also teach our JC cops how to make an arrest with more frequency.

Gun arrest outside club

Jersey Journal -- June 12

An off-duty police officer stopped a violent uproar involving a gun in front of Bajas night club on Montgomery Street at 3 a.m. Sunday, a police report said.

Willie Figueroa, 23, of Hillside, was charged with unlawful possession of a weapon and aggravated assault for pointing a gun at an unidentified victim and a crowd of more than 35 people, the report said. Police saw 30 men and women in front of the club watching two men argue, with the argument escalating to a shoving match, the report said. Soon after, more people joined the shoving and shouting match, the report said.

Figueroa took out his loaded gun and pointed it toward the man he was arguing with, the report said. The off-duty police officer then identified himself and ordered Figueroa to drop his weapon and get on the ground, the report said.

Cops: Grabbed 2 Bayonne men in kilo-plus coke deal

County narco cops seized more than a kilo of suspected cocaine and arrested two Bayonne men when they converged on an alleged drug deal in Jersey City's Western Slope Wednesday, officials said.

Mohamed Farid Elshafie, 20, of Avenue E, and Yossif Kamal Hafez, 25, of West 34th Street, both in Bayonne, were charged with possession of cocaine with intent to distribute within 1,000 feet of a school, and conspiracy, officials said.

"The allegation indicates that these two codefendants were involved in the wholesale distribution of cocaine," said Hudson County Prosecutor Edward DeFazio, whose office's Narcotics Task Force made the arrests.

A tip led to a month of surveillance on the pair and the officers were watching as Elshafie and Hafez made an alleged drug deal at Thorne Street and Columbia Avenue, DeFazio said.

Detectives quickly closed on them and seized the more than 21/2 pounds of suspected cocaine with a street value of more than $150,000, DeFazio said.

A Central Judicial Processing judge set their bails at $200,000, and the money will be accepted only after a hearing to ensure it is not from an illicit source, DeFazio said.

Shot by man riding past on bike, cops told

A Jersey City man was shot in the leg Sunday by a man riding past him on a bicycle, a spokesman for Police Director Sam Jefferson said.

At about 3:15 a.m., police responded to the Jersey City Medical Center on a call of a man being shot and found the 31-year-old Bergen Avenue man, reports said.

Through a Spanish translator the victim told the officers a friend was dropping him off at his home and he was getting out of the car when a man riding a bike fire three rounds, reports said. One bullet struck the victim in the leg, reports said.

The friend put the victim back in the car and drove him to the Medical Center, where he dropped him off and immediately got back into his car and drove off before police arrived, reports said.

Officers dispatched to the crime scene found no trace of a shooting, reports said. Later, the victim said he wasn't really sure where he lived because he'd only moved to Jersey City 15 days earlier, reports said.

PAIR SPIED STEALING '007' GUN FROM STORE

Tuesday, June 12, 2007
By MICHAELANGELO CONTE
JOURNAL STAFF WRITER

A handgun made popular in the James Bond movies was stolen this weekend from a Jersey City gun store by two thieves who worked a smooth con on the shop owner.

At 6:45 p.m. Sunday, two men walked into David's Sporting Goods and Self Defense store on Second Street at Newark Avenue and one of them took out a roll of $20 bills, saying excitedly that he wanted paintball equipment.

While store owner David Murray was occupied gathering a paintball gun, paint balls, holster and other equipment, the second man walked over to a glass gun case, reached over it and grabbed a Walther .380 PPK-S, a security video shows. The man stuffed the gun in his pocket and ran out of the store, the video shows.

Moments later, the other man took the box of paintball equipment and placed it on the glass case, blocking the view of the missing gun, the video shows. As the second man and Murray finished their transaction, the man's cellphone rang.

"As he was checking out he got a call on his phone and said 'Oh, the car's on the meter? I still got to give the guy the money,'" Murray said. That man then bolted and Murray looked over and noticed the gun was gone.

But the store security camera captured clear images of the face of the man that took the gun and police got his complete handprints from the top of the glass case. The other man was also captured on the security video, but his baseball cap shielded a portion of his face from the camera.

After realizing what happened, Murray ran outside and people at a bus stop told him the pair ran south on Monmouth Street, police reports said. Murray drove around the area looking for them and then returned to the store and dialed 911, reports said. He said the pair looked familiar and may have been in the store recently to case it.

Yesterday, Murray said he hoped the prints and video would lead to the pair's arrest so "they won't be able to steal, rape and commit more crimes." Stealing a gun from a federally licensed gun dealer is punishable by up to 10 years in prison.

"That gun, unfortunately, has now entered the illegal stream of commerce," said Hudson County Prosecutor Edward DeFazio. "Stolen guns unfortunately wind up being used in other criminal activity."

The Walther PPK-S is priced at $575. In the movie world, it is Bond's weapon of choice. Murray said the gun case was unlocked because he was making new labels for the guns.

Anyone with information on the thieves is asked to call the Jersey City Police Department tipline at (201) 547-JAIL.

Gun shop owner: Thief used distract-and-grab scam

Jersey Journal - June 11

The owner of a Downtown Jersey City gun store described a smooth con today that left the shop short a $575 gun and left a thief with a James Bond-type weapon for who knows what purpose.

At 6:45 yesterday evening, two men walked into David’s Sporting Goods and Self Defense store on Second Street at Newark Avenue, owner David Murray and police told The Jersey Journal.

One of the men took out a roll of $20 bills, saying excitedly that he wanted to buy paintball equipment.

While Murray was preoccupied gathered up a paintball gun, paint balls and other equipment, the second man walked over to the glass gun cabinet, reached over it and grabbed a Walther 380 PPK-S -- all caught on the store's security video, which Murray showed the Journal. The man stuffed the gun in his pocket and runs out of the store, the video shows.

Moments later the other man takes the box full of paintball equipment and places it on the glass cabinet, blocking the view of the missing gun, the video shows. As the second man and Murray are finishing their transaction, the man's cellphone rings.

“As he was checking out he got a call on his phone and said ‘Oh, the car’s on the meter. I still got to give the guy the money,'” Murray said.

That man then bolts and Murray looks over to see the gun gone.

After realizing what happened, Murray ran outside where people waiting for a bus said the pair ran away south on Monmouth Street, police reports said.

Murray drove around the area looking for them and then returned to the store and dialed 911, reports said. He said the pair looked familiar and may have been in the store recently to case it.

The video captured clear images of the face of the man who took the gun and police got his complete hand prints from the top of the glass cabinet. The other man was also captured on the security video but a baseball cap blocked a portion of his face from view.

Murray said he hoped the prints and video would lead to the pair’s arrest and “they wont be able to steal, rape and commit more crimes.”

Stealing a gun from a federally licensed gun dealer is a federal offense punishable by up to 10 years in prison, Murray said.

Murray has some gun troubles of his own, having recently lost his "carry permit'' after an incident in the neighborhood where he shot into the air after a heated exchange with someone blocking his car got physical and he said he felt his life was in danger.

Gun dealer arrested last month

Jersey Journal -- June 12, 2007

This isn't the first time the Jersey City gun owner has been in the news. David Murray is facing weapons charges in an unrelated incident in which he fired three rounds into the air while apparently being assaulted in front of a lounge across Newark Avenue from his shop, officials said.

On May 3 at about 11:30 p.m., Murray was arrested in front of Jordan's Lounge, near Second Street, and charged with possession of a weapon for an unlawful purpose and unlawful possession of a weapon.

Security video shows Murray walking to his car, which was blocked by a double-parked vehicle. He yells something to the men in the double-parked car and they do not move the vehicle but instead get out and walk to Murray's vehicle.

All of them go out of sight for a moment, and when they come back into view, one of the men is swinging his fists at Murray. The man backs away just before Murray apparently fires into the air. The two men then get back into their vehicle and drive away.

A personal observation and a most-important correction:

Personal Observation:
The vote was what it was based on the choices provided.

I can't say the choices presented in this referendum were the perfect choices or even the best choices, however, these were the choices the city asked us to vote on based upon the recommendations of the professionals they hired for this purpose. (I often find myself saying something similar in many respects regarding the choices we face when voting in any of our municipal, state or federal elections.)

To speculate that the outcome was merely a "mommie" vote generated out of some unspecified "fear" or "security" concern sounds more like "blame" than it does sour grapes. Personally, I find this type of analysis to be more divisive than you may have found the choices themselves.

I could easily speculate alternative rationals for why the vote turned out the way it did that have nothing to do with a mommie vote or the dog run design. But such speculation does little to help move the conversation forward in a positive manner.

As has been mentioned here before, a final detailed plan will have to produced by the city architects.

There will be plenty of opportunity for additional input on specific design elements details to achieve an acceptable outcome for everyone. So rather than look backwards, I would hope you would look forward and participate actively in this important, next stage of developing the final park plan.

A Correction
As to the choices, the target of your criticism is misdirected.

The HPNA did NOT design the choices appearing on the ballot. Those choices presented by the city were those provided by the architects they hired - Schoor DePalma.

Quote:

Final Ballot Notes
This ballot is intended to gather the community?s views on the four concept plans presented by Schoor DePalma to the City of Jersey City. Please keep in mind that these four designs are concept plans, intended to address amenity inclusion and general location only. Details such as the size and shape of any amenity are flexible and are subject to revision after the ballot when the final construction plans are drawn.

http://hamiltonpark.org/ballot4/june9ballot.html

Rather than assigning blame, it's time for everyone to come together constructively and help finalize a park plan that works for everyone. I see that process happening as we speak and I am not discouraged by the outcome of the vote.

All the best.

Geoff

I've been very vocal in support of the dog run as people on this thread know. Let's not wheel out the flawed vote argument again. I think every person on this thread understands what the vote represented. From what i understand from Councellor Fulop's remarks, dog owners can still influence the final deslgns. Let's be constructive and work with that.

Worst case - if the city decides to force a dog-park in size and location that no dog owners want....well...we simply post signs on it and boycott it. Thats not going to happen if we work together for improvements to the design voted on.

Strong Measure to Fight Illegal Gun Trafficking Passes New Jersey Assembly - measure will stop bulk sales of handguns by limiting purchases to one per month.

So long as there is a steady stream of hand guns flowing into the Northeast from the South this measure won't do a bit of good.

Guys:

There are very few stupid people on this Board.

Practically no illegal guns come from the State of New Jersey with the exception of the stolen gun from Dave?s Shop.

For those of you who are not familiar with the purchase of a Handgun in the State of New Jersey , I will do a copy and paste of an old post of mine describing the process to BDLAW. Remember this is the process in NJ ONLY.

I do realize that some of you feel that private citizens should not poses guns and I respect your opinion but tell me if after reading the post if you think that

"This measure will make it harder for criminals to traffic illegal guns and help put illegal traffickers out of business.? In the State of New Jersey

Bdlaw

Sorry about the delay. On occasion my boss expects work activities

As far as pain is concerned, Jersey City it is time consuming not painful. Hoboken or Bayonne are extremity painful, both of these towns will ask you for all sorts of additional paperwork like (FINACIAL STUFF) not required by State Law and they will give you all types of reasons why they can not do the process on that particular day. The problem is that people in those communities are afraid to take them to court. The mentality is ?I do not want to rock the boat? I just want my Firearms Purchaser Card.

Jersey City is strictly by the book. We have a full time retired JCPD Lieutenant that runs the Firearms Office. He is a no nonsense kind of guy, knowledgeable and very professional. When you go to Eire Street to pick up the packet the he will size you up and give you the speech about ?Straw Purchases? and the ?liability? issue if someone uses your gun in a crime or if you have an accidental shooting. Once he is done with his speech to discourage you, get your paperwork fill it out, get finger printed, pay the fee and you wait. The process will take about three months for your initial documents, so in parallel you put in your Pistol Purchase Permit in at the same time.

In the paperwork you will find a document giving up all your rights to privacy. The State Police will do a

Mental Health ,
Drug Abuse.
Alcohol Abuse,
Domestic Violence,
Arrest check

They will investigate you at the community level ,at the State level and then on a National level. In addition, since 9/11 they make sure that you are not Mohammed Atta?s former College roommate back in Germany aka ?Terrorist Watch List?.

When you get your Firearms Card and your Purchase Permit (TWO SEPARATE DOCUMENTS) you will have 90 days to purchase your pistol (ONE PISTOL PER PERMIT). Should you not use the permit in 90 days you can get it extended for an additional 90 days for a total 180.In the event that you have still not purchased a pistol in 180 days, you will start the process all over again

Now you are at the Gun Shop and you are ready to pay and pick up your firearm. There is one more check. Right before Dave or Caso?s give you the firearms we have the NICS check. NICS verifies that you haven?t been a NAUTY BOY since the issuance of your paperwork.

Please keep in mind that your new Pistol is now registered to you and can always be traced to you by the Police.
Do not sell it illegally , loose it or use for any criminal activity because all Law Enforcement Agencies in the USA have access to the Data on File.

That is it in New Jersey. It is a great system with multiple redundancies to catch the NAUTY BOYS.

It works well when politics or agendas do not interfere with the process.

Healy only wants to change the process for political capital since most people in NJ do not know the process and the built in safety guards.

Oh, by all means I STRONGLY encourages you to take a Firearms Safety Course. They cost is about $125.00 but if you have no firearms experience it/they will prove invaluable

Should you have any more questions please let me know.

Safe Shooting and gun rights for ever ?even in NJ?

Bill Combating Rogue Tow Truck Operators, Predatory Towing Practices Advances
Home away from home
Home away from home

I found this on the web- for all those who had your car held hostage from the company who tows @ the Shop-Rite and BJ's Parking lot....this ones for you!!!!! PRESS RELEASE - Bill Combating Rogue Tow Truck Operators, Predatory Towing Practices Advances ASSEMBLY DEMOCRATS NEWS RELEASE www.assemblydems.com FOR RELEASE: June 11, 2007 CONTACT: Assemblyman Gordon (201) 703-9779 Assemblyman Manzo (201) 309-0770 Assemblywoman Cruz-Perez (856) 541-1251 James Sverapa IV (609) 292-7065 Assemblyman Johnson (201) 541-1118 BILL COMBATING ROGUE TOW TRUCK OPERATORS, PREDATORY TOWING PRACTICES ADVANCES (TRENTON) - Legislation sponsored by Assembly members Bob Gordon, Nilsa Cruz-Perez, Gordon M. Johnson, and Louis M. Manzo that would strengthen regulation of the state's towing industry and crack down on unscrupulous, rogue tow-truck operators preying on unsuspecting motorists passed the General Assembly today by a vote of 79 to 1. The legislators crafted the measure in response to an increasing number of complaints of heavy-handed towing practices around the state. "Some tow-truck operators have taken a Wild West mentality toward their work, engaging in overly aggressive practices that venture into the realm of price gouging and extortion," said Gordon (D-Bergen). "More and more, motorists are finding their cars being held hostage, with ransoms totaling hundreds of dollars or more." The issue of predatory towers was given attention last year in a series of articles in The Record of Hackensack, which depicted in detail the practices of predatory towers prowling private property and parking lots throughout North Jersey, looking for vehicles to tow. The series noted that some motorists were charged fees up to $800 to retrieve their cars, which had been towed without warning. Other motorists, who were able to intercept tow-truck operators before their cars were removed from parking lots, reported having to pay hundreds of dollars just to have their vehicles unhitched. The legislation (A-4053), entitled "The Predatory Towing Prevention Act," would regulate the towing of vehicles from private property that have been damaged, disabled, recovered after being stolen, or parked illegally or without authorization. The measure would add New Jersey to a growing list of states that have moved to rein in untoward towing practices. Other states, including California and New York, have instituted minimum standards for tow-truck operators, while Virginia created a licensing board to oversee the trade. The act would prohibit the towing of any motor vehicle illegally parked in a private parking lot, on private property, or from any common driveway without the consent of the vehicle's owner or operator unless the property prominently displayed three-foot-by-three-foot signs at all vehicular entrances with the following information: * The purposes and times for which parking is authorized; * That unauthorized parking is prohibited and unauthorized motor vehicles will be towed at the owner's expense; * The name, address, and telephone number of the towing company that will perform the towing; * The charges that will be assessed for towing and storage; and * The street address and hours of operation of the storage facility where a towed vehicle can be recovered. Exemptions to these provisions would apply if the parked vehicle in question was blocking a fire hydrant, fire lane, or the entrance or exit of the property. The measure would prohibit towing companies from utilizing a storage facility unless it has business hours from at least 8 a.m. to 6 p.m., and can provide reasonable accommodations for after-hours release of vehicles. "It's time rogue towers were held to a uniform, higher level of accountability," said Cruz-Perez (D-Camden), chairwoman of the Assembly Consumer Affairs Committee. "Unless we enact a sensible statewide towing policy, unscrupulous towing companies will continue to ply their trade as they see fit, to the detriment of motorists everywhere." Under the legislation, all tow-truck operators would be required to register with the Division of Consumer Affairs (DCA) as a prerequisite for doing business in New Jersey. This registration, which would be applied for annually, would require applicants to submit the complete street address of each towing center and storage facility owned, the types of towing services provided, a valid certificate of insurance from a state-authorized insurer, a fee schedule for services provided, and a disclosure of any criminal convictions against owners or partners. The director of DCA would be empowered to refuse registration to any towing company with a history of misconduct or owners that attempted to obtain registration through fraud. Upon registration, each tow-truck would be required to prominently display both a registration decal and a notice informing consumers of their right to a written schedule of fees charged for towing and storage services. The legislation would empower the director of DCA to establish a schedule of towing and storage service fees based, in part, on the fee schedules filed by individual companies. Fees would be established for each county and would be found excessive if the fee exceeds 150 percent of the average fee charged per county. Individual towing company fee schedules would be maintained on the Internet and be made available to the public in a way that allows consumer comparison of the fees for towing services by each registered company in the state. In addition, the bill would make it illegal to: * Give preferential treatment or prejudice to any person with respect to towing services, excepting membership in clubs or associations, such as AAA; * Give "kick backs" for tips for providing information about illegally parked vehicles; * Charge fees in excess those found on posted signage or established by DCA; * Fail to uncouple a vehicle about to be towed if the owner or operator returns in time; and * Refuse to accept debit, charge, or credit cards as payment for towing or storage services if they are normally accepted at an operator's place of business. "Codifying how towing companies may operate in New Jersey will make it that much harder for individual towers to go 'rogue' and hold a person's vehicle hostage," said Johnson (D-Bergen). "And making rates of service readily available to the public will greatly reduce the sticker shock that currently accompanies having your car towed." The measure also would require tow-truck companies to retain all business records for a period of three years, subject to DCA inspection. Companies also would have to carry liability insurance for each towing vehicle in their fleet. All penalties for violations of the act would be collected in a special "Towing and Storage Administration and Enforcement Fund," which would pay for the act's enforcement and be administered by the state Department of Treasury. The sponsors said that while the majority of tow-truck drivers operate above-board businesses, the actions of a few, unscrupulous individuals have tainted the entire industry to the point where legislation is necessary. "These proposals would have a minimal impact on the majority of honest tow-truck operators in New Jersey," said Manzo (D-Hudson). "Instead, they would effectively clamp down on the over-aggressive, borderline criminal behavior of a handful of operators who have made a mockery of their trade." The measure now heads to the Senate for further consideration. --30-- James Sverapa IV Press Secretary Assembly Majority Office Ph: 609-292-7065 Fax: 609-292-2386 www.assemblydems.com <http://www.assemblydems.com/>

So long as there is a steady stream of hand guns flowing into the Northeast from the South this measure won't do a bit of good.

Strong Measure to Fight Illegal Gun Trafficking Passes New Jersey Assembly - measure will stop bulk sales of handguns by limiting purchases to one per month.

TRENTON, N.J., June 11 -- USNewswire

Carole Stiller, President of New Jersey Million Mom March Chapters today praised the New Jersey Assembly for overwhelmingly passing A-3511, a measure that will stop bulk sales of handguns by limiting purchases to one per month.

The bill now heads to the State Senate. Similar measures are pending in Pennsylvania, New York and Massachusetts. Similar laws are already on the books in California, Virginia and Maryland.

Ms. Stiller's statement follows:

"This measure will make it harder for criminals to traffic illegal guns and help put illegal traffickers out of business. I would like to praise the efforts of Jersey City Mayor Jerramiah T. Healy, Ceasefire New Jersey and our New Jersey Million Mom March Chapters. We urge the State Senate to follow suit.

"This is a simple, reasonable measure that should be passed in every state. We salute the legislators who voted for this and the gun violence prevention advocates who fought for its passage."

As the nation's largest, non-partisan, grassroots organization leading the fight to prevent gun violence, the Brady Campaign, working with its dedicated network of Million Mom March Chapters, is devoted to creating an America free from gun violence, where all Americans are safe at home, at school, at work, and in our communities.

4bailey:

Rather than assigning blame, it's time for everyone to come together constructively and help finalize a park plan that works for everyone. I see that process happening as we speak and I am not discouraged by the outcome of the vote.

All the best.

Geoff

I'm not in the least bit surprised that plan "D" won.

Plan "D" has a much wider buffer zone to the new apts/condo -vs- plan "B". I wonder how many people on 9th and W. Hamilton Place (closer to 9th) would have purchased "the facing the park units" if there was a dog run at West Hamilton Place and 9th?
If I still lived @ 264-286th 9th, I too would?ve voted down the run so close to the building. 9th is a very narrow street and there are 80 units in that building alone, add on the 30 something units between the two buildings along West Hamilton Place and that's a huge number of votes.

IMO the best choice for the dog run was in plan "D".

I would've gone bonkers living on the 1st floor listening to barking 24/7 and I'm currently a dog owner. I had both an Akita and a Chow (same time) so I don't want to hear I'm anti-dog!

If want to duel jibes based on current events?... Get your ?sides? right.

Let?s see? An election determined by soft security concerns of the ?mommie vote?? Hmm? doesn?t that sound eerily familiar?? Effective strategy ? worked like gangbusters for the G.O.P in ?04 Presidental race - worked here. Although this is just at the ?neighborhood? scale, I wouldn?t be surprised if the outcome of this vote is ultimately regretted too.

Giving credit where due, I?d give HPNA a B+ for organizing the festival/vote day. My only minor complaint is that having the polling desk so close to the music made it difficult to hear.

However, when it comes to the ballot, the HPNA gets an F.

Whether it was intentional or not, the end result of this flawed ballot is: further division in community relations, ?scare tactics?, splitting the vote (9-vote difference), and a forced referendum on the dog-run without equally considering other features.

I know it would be very easy to dismiss this post as ?sour-grapes?, but let me ask you this. Hypothetically, suppose there were no dog-runs in any of the concepts, but the only feature that was any different was the basket court. Concepts A, B, and C all had full-court basketball. Concept D had half-court basketball.

Do you really think you?d be playing anything other than half-court basketball??...

I always wondered how they got that "sound". I used to think it was a Tres, or another non-guitar stringed instrument. Now I see that it is an electro-acoustic guitar with a capo and an aggressive picking style (and probably a little amp/effect tweaking).

I saw a bunch of cats jamming in front of Pino's on Newark in this style a week ago. Very cool.

I'm ashamed to say that before today I didn't know who Antony Santos was (but probably heard his music in bodegas for years). Thanks for the education. I'm much more familiar with the Dominican Merengue style (ala Juan Luis Guerra, Sergio Vargas ...ever hear "Las Mujeres"? I used to jam hard on that cut).

Gun shop owner: Thief used distract-and-grab scam

The owner of a Downtown Jersey City gun store described a smooth con today that left the shop short a $575 gun and left a thief with a James Bond-type weapon for who knows what purpose.

At 6:45 yesterday evening, two men walked into David?s Sporting Goods and Self Defense store on Second Street at Newark Avenue, owner David Murray and police told The Jersey Journal.

?As he was checking out he got a call on his phone and said ?Oh, the car?s on the meter. I still got to give the guy the money,'? Murray said.

Murray said he hoped the prints and video would lead to the pair?s arrest and ?they wont be able to steal, rape and commit more crimes.?

Stealing a gun from a federally licensed gun dealer is a federal offense punishable by up to 10 years in prison, Murray said.

Murray has some gun troubles of his own, having recently lost his "carry permit'' after an incident in the neighborhood where he shot into the air after a heated exchange with someone blocking his car got physical and he said he felt his life was in danger.

"fracas" my ass - this was no insignificant brawl or cat-fight. This is a girl of 15 who has no respect for authority and prepared to use physical violence. And as for the others that joined in, they too are from the same mould.
You can guarantee that this girl and her posse will end up in prison as a result of joe / jane citizen being a violent victim in the future.

The teacher must also share some of the responsibilty for fueling the fire with mutual 'vulgar' language.
