'Exchange' depends on state aid

Jersey City officials will get a shot at a long-awaited program aimed at reducing rates of AIDS among drug users - but unless it comes with critical state funding, city officials say they won't take it.

A spokesman for the state Department of Health and Senior Services says the state will accept new applications from cities seeking permission to run needle exchange programs, which would allow drug users to trade used syringes for clean ones, beginning as soon as later this week. City officials missed the original deadline to apply at the end of May.

"Because there was still interest in a syringe exchange program, we extended the deadline," said DHSS spokesman Tom Slater.

But Jersey City's health director, Harry Melendez, says that if the state won't pay for the syringe exchange, the city won't play.

"(The state) should be willing to fund any program which can provide adequate evidence of experience and competence providing services to this population," Melendez said through Mayor Jerramiah Healy's press secretary, Jennifer Morrill. Melendez called the state's decision to authorize syringe exchange programs but leave them unfunded "shortsighted and unproductive."

The state has appropriated $10 million to fund treatment programs for intravenous drug users, but those programs are separate from the syringe exchange initiative. Morrill said that Jersey City's position is the state should reallocate some drug treatment money for needle exchange - but state officials say that won't happen.

"No state money can be used for needle exchange. That's been made very clear to us," said Ellen Lovejoy, a DHSS spokeswoman.

Slater explained that the Bloodborne Disease Harm Reduction Act, which Gov. Corzine signed into law in December, allows the state to authorize syringe exchange programs but not to spend money on them. "The legislation didn't come with any funding attached to it," Slater said.

Atlantic City, Camden, Paterson and Newark have applied for the right to operate syringe exchange programs. Trenton applied, but later withdrew its application.

Roseanne Scotti, director of Drug Policy Alliance New Jersey, says there are other places cities can go to for funding.

"You couldn't fund this before because it wasn't legal," Scotti explained. "Now we're hoping that folks in New Jersey will step up to the plate."

Scotti named several foundations that fund syringe exchange programs, including the Comer Foundation and the Syringe Access Fund, each of which donates tens of thousands of dollars per year, according to their Web sites.

Melendez said that it was too soon to estimate what a program in Jersey City would cost.

Atlantic City's program is to cost $105,000 annually, said Gene Brunner, HIV coordinator for the city. Atlantic City will pay $25,000 a year for supplies, while a nonprofit firm contracted to run the program will pay the remainder through private grants, Brunner said. Brunner said that a program in Jersey City would probably cost more than one in Atlantic City because Jersey City is considerably larger.

According to a 2006 DHSS report, more than 6,000 people in Jersey City have HIV or AIDS. Of those, more than 2,400 - about 40 percent - contracted the virus from uncleaned needles, the report said.

The public rally was officially nixed, but it happened anyway.

Presidential candidate Hillary Clinton had just finished taking questions from campaign donors at a fund-raiser held at the Newport Financial Center building in Jersey City yesterday when an organizer tapped her on her shoulder and said a crowd had gathered outside.

A rally that was supposed to take place had been officially canceled due to "time constraints" on the part of the candidate, but no one told the well over 500 people who wanted - and waited - to hear from Clinton.

Wearing a gray jacket, black pants, and her trademark wide-eyed grin, Clinton worked the police line, shaking hands and exchanging greetings.

"She will be the next president, the first woman," said Jersey City resident David Medina, who waited over an hour with family members to glimpse the New York senator.

"She is going to bring us peace," added Emelda Medina, David's daughter. "The country needs that now."

The fund-raiser was hosted by Jamie LeFrak, managing partner of the Lefrak Organization, the builders of Newport, and Jersey City Councilman Steve Fulop.

Gov. Jon Corzine and Rep. Albio Sires, D-West New York, attended, as well as Jersey City council members Michael Sottolano and Mary Spinello. Jersey City Mayor Jerramiah Healy, who along with Newark Mayor Cory Booker endorsed Illinois Sen. Barack Obama for president in May, was invited, but didn't attend, organizers said.

"More than anything she comes across as extremely competent," remarked LeFrak, who said Clinton touched on topics ranging from health care, to the war in Iraq, to U.S. global competitiveness.

Fulop called the event "a success on every front."

"She was phenomenal and we exceeded our goal of $150,000 we wanted to raise for her," Fulop said. "We are going to deliver a lot of votes for her and she is going to win Jersey City."

According to a Quinnipiac University Poll completed earlier this month, Clinton has gained ground on former New York City Mayor Rudolph Giuliani in the 2008 presidential race in New Jersey and now trails the Republican front-runner 47 to 44 percent. This compares to a 49 to 40 percent lead by Giuliani on April 19.

Police and the FBI say the inoperable rocket launcher found in a Jersey City Heights front yard about two weeks ago was a souvenir discarded by a Gulf War veteran.

The investigation revealed that the veteran tried to throw the rocket launcher away with his trash, but someone apparently took it out of his garbage and dumped it in the Nelson Avenue yard on July 20, city spokesman Stan Eason said yesterday.

There was no criminal intent and no charges will be filed against the veteran, who lives in the neighborhood where the rocket launcher was found, said Eason. The anti-tank device was a personal souvenir the veteran had for more than 15 years, officials said, adding that it represented no hazard or threat.

Niranjana Desai said she walked out of her home at 8:20 a.m. and saw the device in her small front yard near a patch of flowers.

The investigation by the Jersey City Police Department Special Investigations Unit and the FBI's Joint Terrorism Task Force resulted in the Gulf War veteran claiming responsibility for the weapon, Eason said. The name of the veteran was not released.

A second rocket launcher was unearthed on July 24 at the construction site of the Red Bull sports stadium in Harrison, officials said. It too was described as being an old piece of military hardware that was inoperable.

Last night, the ATF and FBI did not immediately respond to attempts to contact them for an update on the rocket launcher found in Harrison.

NJ homeowners find rebate forms taxing

TRENTON - Gov. Corzine dubbed the state's new property-tax relief program a step toward easing the burden of America's highest property taxes, but getting that help is proving a burden to beleaguered Garden State homeowners.

"I found it a bit difficult and time consuming," said Alice Tulecki of Brick. She is among those who struggled to complete the recently mailed tax-relief application.

Under the new program approved by Corzine and pushed by legislative Democrats, most homeowners will get a check this fall equal to 20 percent of their property taxes. Overall, 1.9 million households will get a check averaging $1,051.

New Jersey homeowners pay, on average, about $6,330 a year in property taxes.

Initially, the state was to directly credit tax bills, but Treasury officials were unable to create such a system, so homeowners must apply and wait for a check. Applications must be filed by Aug. 15, but Corzine said the deadline will be extended until Oct. 31.

"We certainly don't want to be accused of making it too difficult for people," Corzine said yesterday after touring a center where rebate checks are printed.

Households with earnings up to $100,000 would get a 20 percent cut; up to $150,000, a 15 percent cut; and up to $250,000, a 10 percent cut. This plan is explained amid the application's 11 pages of directions, but never specifies how much a person will receive.

"I do not know the dollar amount I will be receiving," said Patrick McGowan of Brielle.

Tulecki, a 65-year-old notary public, also didn't know what she'll get back and questioned why she even has to apply for a rebate.

"I don't understand - since I paid and filed my taxes, put them away and then had to pull them out for information - why this information has to be entered," she said.

Barry Jacobson of Manalapan said he also doesn't have a clear understanding of how much he'll receive. His wife is disabled and, because disabled and senior citizens file under separate applications, Jacobson said he's not sure how the new program affects help they got last year.

"They have no parameters," Jacobson said.

Taxpayers who have questions can visit the Treasury Web site to get more information, Treasury Department spokesman Tom Vincz said.

Others said they found the application straightforward, but that didn't mitigate their frustration with property taxes that are twice the national average.

"I do resent getting a 20 percent rebate and having Jersey City raise the property taxes," said Mary Lou Poppe, 70, who has seen property taxes on her small condo increase by about $1,000 in recent years to $4,200. "I feel like I am on a merry-go-round. The state gives and the city takes it back."

New Jersey uses property taxes to pay for most county and local government and school operations. Myra D'Agostino, who lives in Edison and makes $23,000 a year, thinks such taxes should be based on income, not property. The Legislature rejected that switch when debating property-tax overhauls last year.

D'Agostino has one solution in mind - waiting for November when all 120 legislative seats will be on the ballot.

"I can't wait for election time," she said, adding she'll be voting for nonincumbents.

Cops yesterday fired at least 20 times at the driver of a stolen tractor-trailer cab in a rush-hour standoff that left the alleged thief with at least one gunshot wound and a bystander and four cops with minor injuries, police and witnesses said.

Aaron Burchette, who knows the owner of the stolen rig, called police when he spotted the rig at a Duncan Avenue tire shop at about 5:30 p.m. Burchette said the rig had been stolen Sunday night and that the owner had told him to be on the lookout for it.

Burchette followed it southbound through rush-hour traffic on Routes 1&9 and kept police updated on its location, he said. As Burchette watched nearby, an unmarked police car pulled behind the rig in traffic on Routes 1&9, between Duncan and Communipaw avenues.

Two plainclothes officers got out of their car and approached the side of the rig to check the driver, and when they were alongside the driver's side door, the driver headed straight for them and into the northbound lanes, police said. Police said the cops then opened fire.

"I would have done the same thing," said Burchette, who watched it happen. "I mean, you've got an 18,000-pound vehicle coming at you."

A marked police vehicle had arrived from the other direction on Routes 1&9 by that time, Burchette said. The rig driver rammed that vehicle, and another car in the process. Police said it was unclear yesterday if a third cop opened fire, and could not confirm how many rounds had been discharged in the incident.

The thief, who police have not identified, was rushed to Jersey City Medical Center for treatment and was in extremely serious condition last night, Jersey City spokesman Stan Eason said. Police said it was unclear last night if he had sustained a single gunshot wound or multiple wounds.

The barrage of bullets was heard by people at the nearby Lincoln Park and baseball field.

"I thought it was firecrackers at first," said Absalom Lopez, who was about to go for a run at the track in the park when he heard the gunfire. When the shooting continued, he said, "Then I knew it was bullets."

Shell casings sprinkled the ground next to the marked police SUV after the shooting, marked with yellow evidence tags.

Witnesses said police didn't stop shooting until after the rig stopped moving. "The truck is already stopped, and you still heard gunfire," said Richard Labrador, who watched the end of the incident from across a grassy field.

"Based on the preliminary review, it appears to be a justified shooting," said Hudson County First Assistant Prosecutor Guy Gregory.

Four police officers and a civilian were also treated at the Medical Center for non-life threatening injuries, police said. "It's not uncommon for you to slip or fall and bump into something as you attempt to avoid a tractor trailer in traffic," explained Jersey City Police Chief Thomas J. Comey.

Traffic on Routes 1&9 between Communipaw and Duncan avenues was halted for at least two hours after the incident while police investigated.

JERSEY CITY, N.J. - Police shot and wounded a man driving a stolen tractor-trailer cab who rammed the truck into a patrol car that was trying to stop it.

Police were called about 5:30 p.m. Monday after the rig, which had been stolen Sunday, was spotted at a tire store.

An unmarked police car stopped the truck on Routes 1&9, but as officers approached the rig, the driver drove at them. The officers opened fire.

The truck rammed a patrol car that was trying to block it and also collided with a civilian car. Police pulled the suspect from the truck cab, and he was taken to Jersey City Medical Center for treatment. He was in extremely serious condition, Jersey City spokesman Stan Eason said. It was not immediately known how many times he had been hit.

Four police officers and a civilian were also treated for non-life-threatening injuries, police said.

Witnesses said at least 20 shots were fired. The Hudson County Prosecutor's Office was reviewing the incident.

"Based on the preliminary review, it appears to be a justified shooting," said First Assistant Prosecutor Guy Gregory.

Routes 1&9 were closed in the area for about two hours as police investigated.

A man who witnesses say stole the cab of a tractor trailer was shot at about 5:45 tonight by police on Routes 1&9 in Jersey City, witnesses said.

Witnesses said the thief tried to run over a Jersey City police officer after the stolen vehicle was pulled over. Police in the vehicle behind the tractor trailer cab began firing when the cab backed up, witnesses said.

The cab then went forward and rammed the police vehicle in front of it, witnesses said. That's when police in front of the rig opened fire as well. One witness estimated that at least 20 shots were fired.

The driver, who may have been shot in the head, was pulled from the cab, witnesses said, and taken to the Jersey City Medical Center.

A portion of Routes 1&9 is closed as police investigate.

JERSEY CITY -- A tractor-trailer cab, police vehicle and a sedan were in a pileup at the scene of a police-involved shooting in Jersey City.

It wasn't clear if the shooting happened before, during or after the collision.

Chopper 4 shot video of the scene, showing the nose of the tractor-trailer cab up against the side of a large maroon sedan on Route 1 and 9.

The Jersey City Police vehicle was only a few feet away from the cab, its rear fender touching the sedan. The door of the police SUV appeared to be detached and lying on the ground.

Traffic was being diverted as officials investigated the scene. Numerous police markers dotted the road, indicating spent bullet casings.

There were no reports of injuries, though one ambulance had left the scene.

Current show is an interview with Shelley Skinner, an advocate for parents in educational matters. Shelley is seeking accountability from Dr. Epps on the spending of school funds. She also is concerned about abatements in Jersey City that do not fund the local school system. Shelley has been meeting with school official in Trenton. Apparently, the school funding will be changed again. This might higher taxes in Jersey City. In the last two years, taxpayers have paid an addition $10.8 million. Presently, 25% of all properties receive tax abatements.

I think that's too simplistic. I've renovated quite a few apartments. HD & Lowes have many satifactory products, from national name brands down to generic chicom imports. The trick is figuring out which is good, which is garbage, and most importantly, which is a value. Paying twice the price for better quality lumber at Dykes only makes sense if it makes a big difference, which it frequently doesn't.

Kraftmaid cabinets are a decent value.

Mills pride cabinets are cheap but still crap, and much better can be gotten elsewhere at the same price.

While a homeowner may not want to invest the time in the learning curve of figuring out where to spend money and where not to, a contractor should know these things, and not be afraid to go to HD for the things he knows are good values.

As for the rest of hiring a contractor, I wish you good luck, and lots of patience. Nothing will happen at the speed you see on TV, or even close.

i don't own a car and I do fine. I just take my cart on the light rail to shop rite or my husband and i walk to pathmark if it's a nice day. I think with the hotel and convention center and liberty harbor being built nearby more choices will show up. I am always hoping a whole foods will open along the light rail by jersey ave or essex stop.Quote:
