'WE MISS BUS'
Heights tells Healy to bring 99S service back

Thursday, September 13, 2007
By N. CLARK JUDD and KEENAN STEINER
JOURNAL STAFF WRITERS

But if a new proposal now in the works gets wheels in Trenton, Healy said, there may be a solution just around the corner.

Healy announced that he, Assemblyman Vincent Prieto, D-Secaucus, and other officials will meet with NJ Transit to propose extending a spur of the NJ Transit Number 123 bus to provide service to Manhattan for Palisade Avenue riders. Currently, the bus goes from Union City to the Congress Street Light Rail station in the Heights before turning around and heading to New York City via the Lincoln Tunnel.

Prieto, a member of the Assembly Transportation and Public Works Committee, will host the meeting Sept. 21. It was the Central Avenue Special Improvement District that suggested extending the 123 to improve service to Palisade Avenue, CASID President Michael Yun said.

Many commuters on Palisade Avenue and east of Palisade Avenue were upset when Red & Tan's No. 10/99S moved its route to Central Avenue on Aug. 27.

The proposed switch calls for the 123 bus to continue south on Palisade Avenue, making five stops, before looping back around and heading to New York.

"It would only be another eight to 10 blocks south to Christ Hospital," Healy said at the meeting, held at the Harbor View Health Care Center.

Residents told Healy that the No. 123 is already at capacity, and NJ Transit said in an interview that many of the lines it operates in Jersey City are already maxed out.

"There is no question that the system is experiencing record high ridership and any change in service is going to be impacting somebody," NJ Transit spokesman Dan Stessel said, but he added that NJ Transit would go into the meeting with an open mind.

Residents disputed Red & Tan's claims that it moved the No. 10/99S bus from Palisade Avenue to Central because there was an average of less than one Palisade Avenue pickup per trip. Company officials have said that overflowing rush-hour buses did not compensate for empty seats during middle of the day.

But several residents explained that some people wait at the stops for hours - even in the afternoon - before getting a bus.

"What (Red & Tan) told me, and what I'm hearing here tonight, are entirely different stories," Healy said.

Results of a $100,000 transit study, expected next year at the earliest, are expected to influence public transportation planning going forward.

And while proposals and studies are hashed out, residents who commute to Midtown say they're left with few options: either the jitneys, which residents say are unreliable and unscheduled, or a longer walk to the new bus route, which they say comes with a potentially dangerous walk home at night.

Yesterday, Healy said that the Jersey City police will increase evening patrols on the side streets between Central Avenue and Palisade Avenue. Public Service Electric & Gas officials said they would make sure lights on these streets are in working order. Requests to integrate Jersey City Police Department surveillance with NJ Transit Police's systems have been denied.

Probably would not need to be as tall as the GWB for multiple reasons. First, GWB weight load is many times greater than a pedestrian bridge. There are two decks of traffic already, and the capacity to build another level or a rail line. GWB was built in era when bridges were built to last. Second, advances in ultra light materials and composites would allow for a lighter bridge. The steel cables of yesteryear have been outdated by carbon nanotubes. Those two considerations aside, a bridge at this end of the Hudson would still need to be high enough for massive cruise liners to among other ships to pass under and access the harbor.

how about the New York / New Jersey 9/11 Victims Memorial Bridge?

for me it would connect on many levels.

prior to the Holland Tunnel, I believe there were proposals for a bridge, I remember seeing an old postcard rendering of the anchorage in JC. also a proposed bridge on the northside of Hoboken, which I believe actually has some remaining foundations in backyards...

this could be the project of projects, and be the signature span of the East Coast Greenway .... thru the Bergan Arches, on top of the 6th Street Embankment, over the river and linking up with the Hudson River Greenway.

maybe this is your calling .....

I am on board, go for it.

There was lively discussion with Mayor Healy at the meeting last night. He was remarkably ill-informed on the situation and the difficulties of commuting from the Heights in general. It's really hard not to say something snarky about the man.

Anyhow the gist of it is that 99S's new route is provisional as well. If Red & Tan doesn't see increased profits from the route they'll pull it entirely. Somebody brought up the point that all of this may be a tactic for Red & Tan to get a subsidy from NJ Transit or the DOT. Regardless, I'd be surprised to see the 99S return to Palisade in any manner.

There is discussion of extending the route of the 123, which currently terminates at the Congress St. Light Rail station, up to Christ Hospital. It's an interesting idea but that line is pretty packed already. In fact they reduced service last year from every 30 mins to once an hour. The mayor has a meeting about this next week.

The best thing may be to put some pressure on Sacco & Prieto (see post #20 in this thread) to get some help at the state level. I think the Mayor left last night with a much better understanding of the situation. We shall see...

I think a footbridge over the Hudson would be a fantastic idea and a great way to reduce crowding on the PATH trains. Why can't they have a giant footbridge linking a pier from each side jetting out into the Hudson.

Look, don't get me wrong. I love foot bridges. I think a bridge over the canal would be interesting. Consider the impact of a bridge. Either one, its low and closes boat traffic to the Marina, which is not a good idea economically. Or two, a bridge would need to be high enough to allow boats to pass under, which has its own obstacles. Meanwhile, the river walkway will eventually extend beyond essex street when LHN is completed. I think a better use of time and resources would be to pursue 1. completing this walkway sooner, rather than waiting for LHN to be built out to the canal, and 2. building a walkway along the southern bank of the canal from Jersey Ave to LSP.

Meanwhile, speaking of pedestrian bridges, I'd love to see a pedestrian bridge linking lower Manhattan and Jersey City. Sure, its a pipe dream and all, but how fantastic would that be? The views would be incredible, and it would be a major tourist attraction much like the Brooklyn Bridge, not to mention a useful evacuation route should the PATH be out of service. Xerxes -
You have to understand that many citiznes of Jersey City are from the backlands where they do everything by cara nd the car is the center of their universe. They can't understand that having a footbridge across the canal (or even two) would make JC a lot nicer place for those without cars or for those who simply like to walk and bike.

It was probably people like that who were complaining about the Hudson River Park in Manhattan (spectacular) and the light rail (can someone say "crowded"?).

Yes, that's true...and of course there's nothing to stop people from walking to Kennedy Boulevard along Grand Street and then back into the park.
Perhaps one could walk along the walkway and then at Exchange Place take the Light Rail to the Park and then walk the mile or so back to the walway.
Or if money isn't an object one could be picked up by helicopter at Portside and be taken a couple hundred feet accross the Marina entrance.

Is there something inherently difficult to understand about the concept of a CONTINUOUS WALKWAY ALONG THE HUDSON?
If they could do it in Manhattan, I'm sure they could manage it in a burb like Jersey City...except for the cheaply greased palms in JC.

I stopped by last week & they said it is opening in 2 weeks. The place had all of the equipment in it - it looked like a gym! The elevator was still not complete, but there was a crew in finishing that project. The owner guy said they are just cleaning/tuning up the equipment, making sure everything is good to go for the opening.

I wish they would hurry up! I want to go to the gym!

Maybe stop in this week and see what the progress is.

But the marina is beautiful, just about every photo of the New York Harbor includes some pretty little sailboats, and boats have been going up the Morris Canal for almost 200 years. If anything, I think the government ought to promote more recreational sailing on the Hudson River and try to reopen a lot more of the Morris Canal, not cage whatever bit of the canal is still left.

On the other hand: a big, huge problem with the marina is that it shuts out nonprofit sailing clubs, to benefit Offshore and other for-profit sailing clubs than can afford to pay high rents.

Possible solutions:

- Require the marina to offer much more frequent ferry service between Portside and the park. There's no reason a small ferry -- maybe even a rowboat -- shouldn't head over to Portside the instant a pedestrian or cyclist shows up on the dock.

- Require the marina to make a serious effort to support bare-bones, nonprofit sailing clubs, so that ordinary people get to sail.

That marina is in a state park. There is no private interest involved that cannot be legally "taken."

Access by foot to one of the very rare inter-city State Parks should not be held hostage to yacht owners desires for convenient cruising. Let them park at some ramshackle down near Keansburg...or Tierra del Fuego!

?There?s nothing groundbreaking here, and in this case, that?s a very good thing. This is meat and potatoes blue collar rock. The songs are about driving, women, and driving some more. Stratocaster,

Thank you for rescuing that valuable and hard-won data before the inevitable deletion.
The price comparisons are fascinating and VERY telling.

AND I'm sure MUCH has transpired in the last 3 months.

Just a little addition: Without getting too specific, with regards the longest quote in Post #1, I KNOW that someone paid/closed on an apartment for $50,000 MORE than the highest price listed for an apartment several floors lower...closing 4/07. So the span between high and low is apt to have been much higher than the June poster wrote.

What is the lag before the city publishes closing prices? Back a decade ago the lag was something on the order of 6 months when they would suddenly play "catch-up" and list 20 apartments or more in one building. How current are they today?

edit,
Oops, sorry if I repeated JCLaw's assertion about that time lag.

OWN TICKETS FIXED?
2 suspended, allegations are probed

By EARL MORGAN
JOURNAL STAFF WRITER
September 10

Two Jersey City Municipal Court administrators have been suspended over allegations they fixed their own tickets, according to court officials.

Hudson County Prosecutor Edward DeFazio confirmed that his office is investigating the charges, which, sources say, involve approximately 65 traffic and parking tickets issued to the employees, Victor Matos and Virginia Pagan. It could not be learned whether the two are being paid during their suspension.

According to city officials, the employees were suspended on the recommendation of the chief municipal court judge, Wanda Molina, who reported the allegations to state Superior Court Assignment Judge Maurice Gallipoli and the Jersey City Corporation Counsel's office.

The actual notice to the employees was issued by the Business Administrator's office, according to sources.

Neither Matos nor Pagan could be reached for comment.

Jennifer Morrill, a spokeswoman for Mayor Jerramiah Healy, confirmed the suspensions.

"Certain improprieties have been alleged and the city is fully cooperating with an ongoing investigation of the matter as well as conducting its own investigation," said Morrill. "At their conclusion, if needed, appropriate action will be taken."

The city's municipal court has been the subject of criticism from several city council members, who have said they received complaints from constituents who have received subpoenas from the court with conflicting dates and have been unable to contact court personnel by phone.

State Ed chief to discuss local control with Jersey City Board of Education

State Ed chief to discuss local control

Wednesday, September 12, 2007
By KEN THORBOURNE
JOURNAL STAFF WRITER

State Education Commissioner Lucille E. Davy is scheduled to meet with members of the Jersey City Board of Education this morning to discuss the process by which governance of the district is to return to local control.

Run by a state-appointed superintendent since 1989, the opportunity to return governance powers to the locally elected school board emerged this summer when a state review concluded the district has the capacity to run its own affairs in the areas of governance and finance.

The Quality Single Accountability Continuum review required the district to come up with "corrective action plans" in three other areas: instruction and program, personnel, and operations management.

But returning the nation's longest-running state takeover district to local control puts both the state and the district in uncharted territory.

According to the QSAC legislation, an election must be held to determine if the board continues to be an elected body or one that's appointed by the mayor.

But when will that election be held? Can the board's powers be fully restored before that election takes place? And what role should an about-to-be fully empowered board play in deciding if the contract of Jersey City's $230,000-a-year Superintendent of Schools Charles T. Epps Jr., is renewed?

These are just a few of the questions board members hope Davy will answers.

"I know we are moving toward autonomy. But what does that mean?" Board Chairman William DeRosa said.

Davy has said she intends to discuss Epps' contract with board members, and that portion of the meeting will be held in a closed session.

The public meeting is scheduled for 9:30 a.m. at the district office, 346 Claremont Ave.

I would worry about tunnels -- first flooding and then having to walk through the hoboken one when this guy is heading home...

He doesn't know how he lost his pants

Wednesday, September 12, 2007

HOBOKEN - Police found a drunk, half-naked man walking down the street, who said somebody robbed his pants and underwear, according to police reports.

Police saw a 44-year-old Jersey City man clad only in a blue polo shirt and slippers walking up Court Street, from First Street, on Sunday at 12:20 a.m., reports said. When cops asked what happened, the man admitted to having been drinking but could not say how much, police said.

The man, who was also holding a cell phone and wallet, said that "two guys" had removed his pants but could not remember exactly how the act was committed, reports said. Emergency services checked him over and found no visible sign of injury so he was released to his wife - who had been contacted through a friend using his cell phone, reports said.
