? 90-16. Use of leash in public places.

No person who owns, keeps or harbors any dog shall suffer or permit it to be upon the public streets or in any of the public places of the city unless such dog is accompanied by a responsible person and is securely confined and controlled by one adequate leash not more than six feet long.

Allowing off-leash activity in City parks will require a change to city ordinances, since under the current municipal code all dogs must be on leash in city parks. I doubt that changing Jersey City municipal code would be the one of the primary objectives of Ava's group. I suggest that you discuss this with Ava.

RESPONSIBLE DOG OWNERS OF
HAMILTON PARK UNITE

Aggressive dogs + Apathetic Dog Owners = Angry Community

Are you one of the many responsible dog owners in the Hamilton Park area who is tired of being blamed for the irresponsible actions of a few?

Join me in forming the Responsible Dog Owners Association of Hamilton Park. Let?s work together to build a strong community of responsible dog owners.

The goals of our dog-focused Association will be to:

*Promote responsible, caring dog ownership and better behaved dogs in Hamilton Park and the surrounding community through education, training, recreation, and enjoyment.

*Create guidelines for acceptable dog/owner behavior in Hamilton Park and the surrounding community.

*Develop an association web site and online network of local dog owners.

*Advocate and lobby representatives on behalf of dogs and dog owners in the Hamilton Park community.

*Build and maintain good relationships with related organizations and the community-at-large.

*Sponsor dog-related forums, activities, and events.

If you share these goals, and are as crazy about your dogs as I am about mine, let?s make this happen. Please provide your name, your dog?s name, your address and email information on the sign-up sheet located in Walt?s Liquor Store on the corner of 8th Street and Jersey Avenue and I?ll follow-up.

Let?s get this association up and running!!!

Tips For Being A Good Dog Owner

Carry a leash
*Pick up and dispose of dog waste
*Do not leave dogs unattended
*Leash or muzzle aggressive dogs
*Control excessive noise
*Prevent digging and destructive behavior
*License your dog
*Always carry a bag, a spare and a share
*Let your dog off-leash only in safe areas
*Never let your dog get more than 20 feet away from you.

All this? yet no mention of any of the legal alternatives for off-leash activity (i.e. ? the dog-run, change to the leash law to permit dogs off-leash to some schedule)??...

How credible is a ?dog advocacy? group going to be if it?s unwilling to take on the tough stuff??...

I agree with Br6dR ? it does kind of sound more like a ?finger-wagging? group.

Three hit-and-runs over the weekend

Monday, October 01, 2007
By CHARLES HACK
JOURNAL STAFF WRITER

Three pedestrians were injured in hit-and-run accidents in Jersey City this weekend, including a 12-year-old girl who reportedly asked the off-duty cop who came to her aid if she was dead.

An off-duty cop who witnessed the first accident Saturday around 6:10 p.m. rushed to the aid of the 12-year-old girl, who was hit by a speeding car and thrown at least 50 feet and landed against a parked car, witnesses said.

The off-duty cop said the little girl, lying face down in the street and bleeding from her head, asked him if she "was dead," reports said.

She was in stable condition last night at the Jersey City Medical Center.

The Kia Sportage that hit her stopped in the middle of the street, and three people got out and ran away, cops said.

Later that night, Mario Cortez, 24, of Kennedy Boulevard in Bayonne, surrendered at the North District police station and told police he was the driver.

He was charged with endangering an injured victim and leaving the scene of an accident, reports said.

The owner of the vehicle, a Newark resident, said Cortez was a family friend who had borrowed the car without permission.

A second hit-and-run was reported around 10:35 p.m. Saturday on Bergen Avenue near Bostwick Avenue, reports said, leaving a pedestrian with life-threatening injuries.

Police investigating the accident found a large pool of blood and a tooth in the street, about 20 feet south of the crosswalk at Bostwick Avenue where the victim's baseball cap was found, police said.

A witness said he was sitting on the steps of a Bergen Avenue home when he heard a loud "boom." Right after hearing the noise, he saw a dark blue or dark green Jeep speeding south on Bergen Avenue, reports said.

He then saw the victim in the street.

The victim is in stable but serious condition at the Jersey City Medical Center and is being treated for a fractured jaw and trauma to the chest and pelvis, reports said.

The third accident was reported yesterday morning, when a 42-year-old homeless man rolling down the middle of Duncan Avenue was knocked out of his wheelchair by a white Nissan sedan, police reports said.

The man was traveling east down the yellow dividing line on Duncan Avenue near the junction with Ocean Avenue about 6:45 a.m. when he was struck from behind and knocked out of his wheelchairby a white Nissan sedan which then fled the scene, witnesses told police.

The man was taken to Christ Hospital and treated for non-life threatening injuries, reports said.

Talks on ending floods on 440

Jersey Journal -- KEN THORBOURNE
Monday, October 01, 2007

Jersey City officials are hopeful that a sit-down held last week with state Department of Transportation officials will lead to the end of severe flooding along Route 440.

At the Sept. 20 meeting, DOT brass assumed responsibility for clearing the clogged, DOT-owned catch basins and outfall pipes along the route, but no timetable was nailed down, MUA Chief Engineer Joseph Beckmeyer said.

"They (DOT) said they would begin the cleaning operation," Beckmeyer said. "They didn't give me a schedule. They had to review a contract with their private hauler. They were going to get back to me."

A few weeks ago, the MUA offered to do the work - and then send DOT the bill.

The state balked at that arrangement since it didn't want to give the MUA a "blank check," plus there were unresolved traffic and indemnification issues, DOT spokeswoman Erin Phalon said.

The flooding along Route 440 has hit businesses and Country Village residents hard, and often turns the intersection of Communipaw Avenue and Route 440 into a lake, MUA officials said.

"Hopefully there is going to be full cooperation and the problem will be solved," Beckmeyer said.

I don't read it that way.

The dog population has grown tremendously in certain parts of Jersey City. In the past few weeks many different issues all regarding responsible dog ownership has been mentioned one way or another.
IMO forming a group to deal with this is a move in a positive direction.

Healy didn't make JC public - Developers and Investors made JC public to protect their investment and make money for themselves. Healy role was to just gave away HUGE abatements to them and they did the rest.
If anything Healy gave away JC too cheaply and introduced us to the concept of nepotism, poor management, unethical and corruptable staff and left huge loop holes for certain staff to 'milk' money from JC funds.

No I certainly wouldn't want to...but it seems like this "wolfpack" is doing a lot more than messing up peoples' hair. Bernie Goetz only went to prison for six months by the way, for illegal handgun possession...he was acquitted of everything else under the grounds of self-defense. I suppose mace is an alternative, but seems like the sight of it wouldn't deter anyone, let alone six people. As for tazers, I didn't think those were commercially available.

All that said, I have no intentions of buying a gun or tazer, I don't think I'd ever be comfortable holding one, I'm just frustrated about the recent upsurge in muggings and break-ins (to both cars and individual apartments), the police being virtually helpless and all people do is joke about it. Recently I posted on this site about my reluctance to shop at the Pathmark store on Grand St. I felt it was somewhat unkempt and I felt a little unsafe. However after reading this article about those teenage girls wearing those funny tee-shirts I may have to reconsider my negativity on Pathmark. I think that the comedy would be worth the risk.

Re: Downtown: \'All-girl\' wolfpack robbery

Read the news story. It said:

"Around 10 p.m. Tuesday night, a woman in her 20s told police, a pack of five or six girls, some on bikes and some on foot, followed closely behind her as she was walking north on Monmouth Street after getting off the Hudson-Bergen Light Rail at the Jersey Avenue Station.

One of the girls pulled at her purse, then another pulled her hair, bringing her to the ground as one of the girls ran off with her purse, according to reports."

They pulled her hair, forced her to the ground, and then mugged her. I didn't say anything about shooting people much less eating a "hart" (?) and kidneys (who said I was Jack the Ripper anyway?). I suggested the sight of a gun might have sent these girls a message and made them
re-think the idea of mugging somebody. Also, are people sympathizing with these attackers because they are girls? Because when its 5 or 6 against one, gender doesn't matter.

Alcoholism is serious business. So is being mayor. So I don't think it's fair to Healy or to the city to confuse the two.

The t-shirt is in incredibly poor taste and to whoever is behind it, what goes around, comes around. Karma is a bitch, yo.

I actually have met him several times and seen him in action but all politics aside, I didn't notice him being so wildly out of the ordinary and certainly not wasted. Not sure if you are implying otherwise. In any case, the people voted him in (for the record, I did not) and as a human being, he deserves some respect, you know?

if you have not watched or particpated in past council meetings and other public forums, there are a number of up coming public events where you should have the opportunity to introduce yourself and speak with the Mayor including the Grove Street Octoberfest and the opening party for the Artist "Studio" Tour at Canco Lofts, both this friday, 10/5.... just leave the t-shirt at home.

Okay, I am not Healy fan by any great stretch BUT...

To the best of my knowledge, he has never been caught making any decision for our city under the influence or impaired on the job. Yes, he has two pretty unfortunate after-hours drunk incidents, but that's as much bad luck and stupid personal choices than anything else.

Alcoholism is serious business. So is being mayor. So I don't think it's fair to Healy or to the city to confuse the two.

The t-shirt is in incredibly poor taste and to whoever is behind it, what goes around, comes around. Karma is a bitch, yo.
