Her first mistake was giving them a cigarette; she should have run right then and there. These lowlifes (sorry for the term if I insulted anyone) should not be allowed to loiter in the area. I hope they are there again so someone can teach them a lesson or at least wipe them off the face of the earth. When these good for nothings asked her "why she was so rude" she is not obligated to answer or even look at them. Everyone should be considered suspect, ignore those you don't know, remember what your mother said "don't talk to strangers". I bet if this happens again that woman will not be so inclined to offer the cigarette and hopefully she will be as rude as can be. That guilt trip "why are you rude" scam is an opening for a disaster.

I agree with the police presence at JSQ... or as I refer to it... L7 (haha) I sometimes take the path into the city on a Saturday night and come home in the wee hours of the morning... most of the time with a friend but sometimes come home alone... for a woman traveling in the square ... I carry mace if you read the paper there are more then enough robberies that have taken place in JSQ

The author of this story got the wrong definition of "CMBS" - that's *Commercial* Mortgage Backed Securities. In any case, the lack of a viable secondary market for these assets has made the only available lenders people who can provide balance sheet...Which is not that many people!

steroids...if these guys go to a gym or its part of the culture with the cops, then yes they would be guilty.

it makes no sense to call the cops then struggle with them if they didn't identify themselves unless the caller has a history of doing so or might be the nutter which I don't believe is the case...................sue the cops and department to generate change !

Jersey City Mayor Jerra miah Healy should be held to the same standard im posed on Newark Councilwoman Dana Rone. Rone was removed from office because in December 2006 she intervened when Rutgers-Newark University police stopped her nephew for a traffic violation.

She told the officers she was a councilwoman and even said she'd call "the real cops," a threat she delivered on.

For her antics, she was convicted on a disorderly persons charge -- a relatively minor offense -- but one significant enough to prompt Essex County Prosecutor Paula Dow to seek Rone's removal from office.

The punishment was harsh -- but one we found hard to argue against given the language in the statute requiring public officials to forfeit their offices for misconduct that touches on their jobs.

At the time, Rone's defenders said she was being unfairly singled out and pointed to Hea ly's situation. In the summer of 2006, a few months before Rone's altercation, Healy was arrested by Bradley Beach police when he tried to intervene in a quarrel outside a Shore bar owned by his sister. Witnesses said Healy was drunk. The mayor was pepper-sprayed, handcuffed and arrested.

Healy supporters and, more important, Hudson County Prosecutor Edward DeFazio insisted Healy's case was different from Rone's because he never mentioned that he was mayor of Jersey City and never sought special treatment.

Now, according to the Jersey Journal, quoting police testi mony before a grand jury that indicted Healy on charges of resisting arrest and obstructing the administration of law, the mayor was quite vocal about who he was.

"I'm the mayor of Jersey City. I was a judge. I was a lawyer. I am a good personal friend with your chief (Lenny Guida). Call the chief and let's get this rectified without any charges. For the good of your town, for the good of your department, for the good of my city, we need to resolve this without charges. Can you sweep this under the rug?"

Healy denies he made these statements, telling the Jersey Journal they are "completely untrue."

This should be sorted out through the same kind of legal process that Rone faced.

In Rone's case, the prosecutor pursued forfeiture, relying on statements captured by video. In Healy's case, the prosecutor has taken a hands-off approach. It is former assemblyman Louis Manzo, who may run against Healy, who has been pushing the issue. While Manzo's motives may be political, it's clear the Healy case needs further scrutiny.


Who seriously thinks Ed DeFazio, who is as much an HCDO cog as any of the rest of them, is going to prosecute his own patron, Jerry Healy? So what if it was exactly the same crime that Rone committed in Newark and for which she was removed from office. In Jersey City, da Mayor is da law.

Responding to a call about a man with a gun, Jersey City cops found themselves staring down the barrel of a .380-caliber pistol on Tuesday, officials said.

But when police drew their weapons, the man later identified as Kory Lloyd, 29, of Wade Street, put his weapon down, police reports said.

After being arrested at about 6:42 p.m. at Rutgers and Stevens avenues, Lloyd was charged with aggravated assault on a police officer, possession of marijuana and weapons offenses, police said.

A search of Lloyd's pants' pockets revealed two bags of suspected marijuana, officials said.

Jersey City parents and children rallied outside the Board of Education building yesterday, asking for more transparency and faster action as the district moves to clean up lead found in drinking water at schools this summer.

The final results of the district's voluntary lead testing program, released last month, found that 3 percent of water sources at school buildings have elevated levels of lead, even when the faucets were allowed to run for a few minutes. The federal Environmental Protection Agency lead standard for drinking water is no more than 20-parts-per-billion.

"Now what?" shouted parents, as they marched outside the Claremont Avenue building, chanting and carrying signs.

"Our experience shows that if parents do not speak up, do not organize, then the district procrastinates," said Mahmood Ketabchi, organizer of the Parents and Communities United for Education rally.

PCUE leaders demanded a timeline for the district's lead clean-up by the end of the month, creation of a BOE standing committee dedicated to environmental issues, an indoor air quality walk-through that includes parents, and a semi-annual health and safety report card for each school.

Within 30 days, the district will announce a permanent remedy to the elevated lead problem, said Roger Jones, a spokesman for the district.

Any water sources that showed elevated levels of lead were shut off and water coolers were dispatched to the schools, he added.

"We're on their side whether they understand it or not," Jones said, referring to the ralliers. "We welcome this dialogue. By no means are our doors closed."

A Jersey City man injured by police officers responding to his call for help during a burglary filed a civil suit in federal court, alleging that steroids fueled the attack by one of the cops.

The suit filed last week by Mathias Bolton, 34, of Palisade Avenue, accused officers Victor Vargas and Kevin Hill of assault and battery, false arrest, and civil rights violations during the Aug. 20, 2007 incident.

The suit, which also names the city and police department, does not specify how much money Bolton is seeking.

The lawsuit claimes Vargas was a target of a Jersey City Police Department investigation into steroid use by cops and "was using a steroid, testosterone or other prescription substance when he assaulted Mr. Bolton which was a proximate cause of his attacking and beating Mr. Bolton."

John Young, Vargas' attorney, said Tuesday his client "categorically denies using steroids at any time including prior to or at the time of this incident." Citing ongoing litigation, city and police officials declined to comment.

The drama began when Bolton spotted burglars on his roof and called police for help. When Bolton heard a knock on his door, he assumed help had arrived, the complaint said. But when he opened the door, "two men in civilian clothes rushed in and grabbed him and demanded to know whether he called the police," the lawsuit stated.

Bolton thought he was confronting the burglars, the complaint said. Vargas and Hill, meanwhile, apparently thought they had caught a burglar, court documents said.

Bolton didn't answer any questions posed to him by the two men, then Vargas and Hill "proceeded to punch and kick him," the suit states.

Bolton could hear the sirens of other responding officers as "Vargas and/or Hill then threw him down the exterior stairs," and dragged him along the pavement, according to the lawsuit.

As other officers arrived, Bolton called out for help, but one of the cops "proceeded to strike Mr. Bolton with his nightstick as he lay on the ground," the lawsuit states.

Then, one cop took off Bolton's shoe and "twisted his ankle telling him 'It will never be the same again,'" and Vargas, Hill and another officer "repeatedly assaulted Mr. Bolton with their fists and/or weaponry," the suit states.

"Why are you arresting me? Why aren't you arresting them?" Bolton cried out, referring to Vargas and Hill, the complaint stated. That's when either Vargas or Hill identified himself as a cop for the first time, according to court documents.

The suit alleges the cops "created false police reports and records indicating that Mr. Bolton had committed a crime" and made a "horrible situation much worse by charging Mr. Bolton with two counts of aggravated assault on a police officer and one count of resisting arrest."

Days after the incident, the charges were downgraded to misdemeanors, which will be adjudicated in a municipal court outside of Jersey City.

Jersey City Mayor Jerramiah Healy is appealing his 2007 disorderly persons conviction to the state Supreme Court, but is no longer pursuing criminal charges against one of the Bradley Beach cops who arrested him, court officials said.

Healy filed a "petition for certification" Aug. 4 to initiate his appeal of a unanimous three-judge panel, according to a spokeswoman for the Administrative Office for the Courts.

The Supreme Court is likely to decide in October whether to hear the case, the spokeswoman said, noting only 10 percent of appeals clear that hurdle.

Healy's attorney, Philip Matsikoudis, could not be reached to comment on the basis for the appeal.

With the legal fight continuing, officials confirmed Healy still has not paid the $828 in fines and court fees that he owes in the Jersey Shore town.

Meanwhile, the 20-day deadline has passed for the mayor to challenge a decision blocking his attempt to charge Police Officer Terry Browning with assaulting him in the late-night dispute outside a bar that led to Healy being maced and arrested in June 2006.

Healy and his wife Maureen lost an appeal Aug. 5 of a judge's finding that Monmouth County Prosecutor Luis Valentin did not abuse his discretion when he dismissed their complaint against Browning in December 2006.

The Healys have filed a civil suit in federal court against Browning and his partner, William Major, alleging the use of excessive force.

More than 100 Jersey City residents came to Middle School 4 on Bright Street last night, geared up for a fight over ethics reform that never happened.

The City Council, with all nine members present, unanimously adopted strict limits on campaign contributions from contractors hired to do work for the city.

"I had my boxing gloves in the car ready to go," said Shelley Skinner, one of the principal supporters of the ordinance. "I can't tell you how happy I am."

The pay-to-play measure advanced by Downtown Councilman Steve Fulop is the first of its kind in the city, the result of a petition drive that garnered signatures from more than 2,000 Jersey City residents.

The ordinance limits how much vendors who receive no-bid professional contracts can give to municipal campaigns to $300 per calendar year, or $500 per calendar year to candidate committees.

State law permits contributions of up to $2,600 per election per candidate, with primary and general election contests counting as two different elections, and $7,200 to county committees.

Fulop received a standing ovation when he addressed the audience.

"If you think back to one year ago we literally got laughed out of the council chambers," he said. "It really speaks to the power of the people."

Several other council members said that while they were voting for the ordinance, they resented any implication that they have been tainted by campaign contributions.

An amended version put forward by Mayor Jerramiah Healy would have raised the limits with the entry of a candidate who earned $500,000 or more a year or had $2 million or more in assets. He argued that limiting contributions from city vendors would be unfair to candidates of "modest means."

"I regret that Councilman Fulop rejected our financial disclosure proposal that would have provided for unprecedented transparency and that he refused our attempt to keep a level playing field in elections, which will just make it easier for rich candidates to buy their way into office," Healy said.
