Usually a call to the Superintendent's office will take care of the situation. I don't know how vigilant JC is on this issue, but the schools in Bayonne actually pay a bounty to the person that turns in the child's family.

That said, please think very carefully about doing so. If it was a kid in McNair taking away a real opportunity from a student in Jersey City (which was the case a few years ago), I say report away. However, if we're talking about a young kid in primary school, what's your point?

Yes, yes, it's wrong what the parents are doing, but what will your move do to the child? I'm no bleeding heart here and some may validly disagree with me, but is there a reason why the child is attending JC schools? Perhaps their only alternative is worse - and we know many of our surrounding school districts are no cups of tea. Family life and schools can be very complicated. Uprooting a child from their school and social circle can have lifelong implications.

It might make you feel better to be on the side of right, but I really ask you to think about that kid for a moment before you pick up the phone.

JC Man Charged with Sexual Assault - 15 Year Old Victim

A choreographer who has worked with the North Bergen High School marching band has been arrested on charges he had sex with a 15-year-old girl who is a student at the school, authorities said today.

Paulino Jimenez, 24, of Jersey City, was arrested Friday at the Hudson County Prosecutor's Office's Special Victims Unit, Hudson County First Assistant Prosecutor Debra Simon said.

Jimenez, who authorities say worked as a choreographer for the band since 2009, is charged with aggravated sexual assault, endangering the welfare of a child and child abuse, Simon said.

"The alleged criminal incident did not occur on school property or anywhere having to do with the school," Simon said.

The most serious charges Jimenez faces -- aggravated sexual assault -- carries a possible sentence of 10 to 20 years in prison if he is convicted.

Jimenez's attorney, Adrienne Edward, could not be reached for comment.

In a statement, North Bergen school district superintendent Robert Dandorph said that "at one time (Jimenez) worked with the school?s marching band director as a choreography consultant."

Dandorph added that "Jimenez is not a teacher or an employee of the district and was not classified as a person working with students but is a private consultant who worked with the band director on an as-needed basis during the marching band season between August and November."

Dandorph said that the parents of the 15-year-old girl met with Principal Paschal Tennaro and "informed him that his daughter had been engaging in a consensual sexual relationship" with Jimenez.

The principal then contacted North Bergen police and the Hudson County Prosecutor?s Office, Dandorph said.

"The North Bergen school district places the safety of its students as its absolute highest priority and we are shocked and saddened by this disturbing event," Dandorph said.

When I lived in the Heights, there was a terrible, terrible intersection at the corner of Webster and Hutton. Accidents would happen weekly - the worst was an SUV that was flipped over with a child inside. We would talk to the city quite a lot about this intersection, but in the process learned some important information - things that may help those of you who are just starting out trying to make a change to the roads:

1. Just because the road is located downtown, doesn't mean the city has the authority to actually take "calming measures." Odd, I know. The intersection I am speaking of in the Heights "belonged" to the state's oversight.

2. Do your homework - find out what is already in the works in the areas that are hotspots. Our intersection was already scheduled for a road study - which takes several years to complete. Engineers had already been out and were well aware of the problem. (Not that it helped all the people injured in the interim). Just be aware that change occurs very slowly.

3. You may be working with multiple agencies on your varied complaints - both in the municipal and state governments. Get numbers/emails and discuss the situation. Remember to attend your police captain's meetings and try to work the enforcement angle, too.

It took about three years to get a light at that intersection and it was a very frustrating situation when the solution is so obviously staring at you in the face.

Police are searching for a 26-year-old (Lawrence) township resident who disappeared in Jersey City this past weekend while spending some time with friends, police said.

Andrew Channin was last seen around 11 a.m. Saturday as he and others were getting ready to leave a friend's apartment. Channin went downstairs ahead of the others, according to police.

"When they went out several minutes later, he was nowhere to be seen, and they haven't heard from him since," Lawrence Lt. Charles Edgar said Monday.

First the friends, then Channin's parents reported him missing and police began to look into the matter Sunday night.

Causing additional concern for friends and police alike is Channin's health. In late December, Channin became involved in a fight in Trenton and suffered a head injury.

"We believe he's possibly in danger due to the recent head injury," Edgar said. "He hasn't been acting like himself."

Jersey City police are aware of the investigation, Edgar said.

Channin is described as a white male, about 5 foot 9, 150 pounds, and was wearing a black coat, black hat, jeans and unknown color sneakers when he disappeared.

A former state Senate candidate from Jersey City has been arrested for the second time in a week, this time after he was accused of intimidating a witness in a case against him, police say.

Bruce Alston, 40, has been charged with witness tampering and terroristic threats. Alston, his girlfriend and another woman were arrested last week after authorities accused them of participating in real estate fraud.

Alston has denied the newest charges, saying he merely screamed at a guy who screamed at him first. He said his newest arrest, like the last, is part of a "political witch hunt."

"The powers that be do not want to see a local businessman involved in local politics," he said.

According to police, Alston entered a Communipaw Avenue restaurant on Monday night and encountered a man who claims he is a key witness against Alston in the real estate fraud case.

Alston told the man, "I'm gonna (expletive) you up!" while signaling to two men sitting in a car outside, police reports said. He fled the scene when the victim said he planned to call the police, according to reports.

The victim told police he ?may have some incriminating information regarding? Alston?s case, reports said.

Alston, wearing a green sweater and blue jeans, his hands handcuffed behind his back, appeared yesterday afternoon at Central Judicial Processing court in Jersey City. His bail was set at $25,000, and he was ordered to have no contact with the man he is accused of threatening.

After Alston announced his run last year against state Sen. Sandra B. Cunningham, he was picked up by Jersey City police on outstanding warrants, including one for not appearing for traffic tickets. He called that incident politically motivated.

Last week, he said the real estate fraud charges are ?false,? and yesterday said this week?s incident is no different. Alston called The Jersey Journal once he made bail.

Alston concedes he uttered a profanity at the man inside the Communipaw Avenue restaurant, but said he was only responding to the man?s profane comments.

He added that he was not signaling to two men sitting outside his restaurant, but to his 67-year-old mother, who had given him a ride.

PSEG Scam in Hudson County - Fake Bill Collectors

More than 150 Spanish-speaking customers of Public Service Electric & Gas Co. have been targeted in a billing scam, according to PSE&G spokeswoman Bonnie Sheppard.

The scammers have trolled neighborhoods in Essex, Hudson and Middlesex counties, she said, knocking on doors or making phone calls to persuade PSE&G customers to settle an outstanding balance on their bill by buying a prepaid MoneyPak debit card.

"Some of the customers who?ve called us were victimized by the scam and paid money to these people," Sheppard said, "and some of them called us to say, ?Is this real? I?ve heard from these people. Is this you??"

When the alleged scammers have been successful, Sheppard said, they?ve taken between $100 and $200 and contacted the same customer asking for another payment in exchange for discounts on future bills.

Frauds targeting the Spanish-speaking community aren?t unusual, said Mario Vargas, executive director of the Puerto Rican Action Board in New Brunswick. The organization, which has satellite offices in Carteret and Perth Amboy, helps people apply for admission to the Low Income Home Energy Assistance Program, or LIHEAP. Vargas said he?s not surprised to see people impersonating utility workers in winter.

"This is the time of year when people want to make sure they?re current with payments on their gas bill," he said. "It?s cold outside."

As of yesterday afternoon, at least five of the action board?s clients had visited its Perth Amboy satellite office saying that people impersonating PSE&G workers had paid them a visit.

The Perth Amboy office has been fielding questions about suspicious overdue bill claims since the beginning of the year.

La Casa de Don Pedro, a human services nonprofit with offices and facilities throughout Newark, has also been doing its part to educate clients about the fraud, said Norma Sessa, director of the community invovlement division which helps LIHEAP program participants.

"We are just educating our clients as they walk through our door," she said.

PSE&G got its first call about the suspicious calls six weeks ago, Sheppard said, but the problem became noticeably more widespred in the last two weeks.

The problem isn?t limited to PSE&G customers or even New Jersey.

The American Gas Association, a trade organization that represents 200 energy companies nationally, said Peco utility customers in Philadelphia and Pepco customers in D.C. and Maryland have encountered an identical fraud.

"On AGA?s part, we?ve shared this information with all our members," said spokeswoman Lydia Meigs. "We don?t track trends regarding this, but it?s safe to say that people are more vulnerable during the cold winter season."

In New Jersey, no complaints about the Green Dot scam have been filed with the Division of Consumer Affairs said spokesman Jeff Lamm.

Scam artists trying to collect fictional debts isn?t very original, he said, but using prepaid debit cards is a new twist on an old trick.

This is a copy of the entire JC municipal code - interesting read (sorry, I'm such a nerd).

Go to CHAPTER 332 (Vehicles and Traffic)/Article 10 (Impounding & Booting Vehicles)/Subsections 332-72 through 331-77.

It clearly states that if the vehicle is on YOUR property for more than 48 hours WITHOUT your permission (presuming you own the property), then the vehicle is considered abandoned. The law further states that the police cannot be held liable for towing the vehicle. They have to get rid of the vehicle if I interpreted the code correctly.

This is interesting in that it speaks to the danger to children who may play near/or in abandoned vehicles - even on private property (remember that case a few years ago when three children were killed in the trunk of a junk car?) Former state Senate candidate Bruce Alston, his girlfriend and another woman have been charged in an alleged real estate fraud in which they allegedly sold a parcel of Jersey City real estate they did not own and then used the money to buy the property themselves, officials said today.

Alston, 40, of Jersey City, the owner of the Mogul Lounge, also in Jersey City, has been charged with theft by deception and conspiracy to commit theft by deception, Hudson County Assistant Prosecutor Tom Carroll said today.

Arnita Rivers, 45, of East Orange, and Maisha Taylor, 38, of Jersey City, also have been arrested and they are charged with conspiracy to commit theft by deception, Carroll said, adding that all those charged face up to 10 years in prison if convicted.

Alston and Taylor, his girlfriend, were arrested Monday, while Rivers was arrested today, authorities said.

Alston made an unsuccessful run in the state 31st District, which includes Jersey City. He was defeated in the June Democratic primary by incumbent Sandra Bolden Cunningham, who went on to retain her seat in the November election.

Alston and Rivers operated a real estate renovation business known as Mogul Management Partners, which sought out investors to purchase depressed properties which would then be renovated and sold at a profit, Carroll said. Detectives determined that the pair were using fake documents to create the impression that Mogul Management Partners owned properties in which it actually had no ownership interest in, Carroll said.

In this case, Alston and Rivers allegedly created a fictitious deed making it look like Mogul Management Partners owned a particular property in Jersey City, Carroll said.

A victim was then induced to buy the parcel which Mogul had no right to sell and which did not become the property of the person who paid for it, Carroll alleged. Mogul then used the money from the fraudulent sale to purchase the property for half the amount, Carroll alleged.

The victim then paid additional money for renovations to the property, which were never completed, prosecutors allege. Bank records show that Taylor, of Blu Angel Title, shared in the proceeds of the theft, prosecutors allege.

The investigation began in June 2011 when Jersey City police contacted the Hudson County Prosecutor's Office with information about several transactions involving Alston and Rivers, Carroll said.

The Prosecutor's Office's Special Investigations Unit conducted the investigation that led to the arrests and the investigation is ongoing, Carroll said.

A few options/numbers were posted that would apply to this thread including the Mobile Crisis Unit of EMS and the HC Division of Adult Protective Services. It might be worth trying a few of these numbers as well.

The JCFD takes these issues very seriously as the threat to life is great if these folks are not throwing out trash or creating hazards that could spark a fire. You could try the Chief's office, too.

Also remember that some landlords will be flexible with a rental fee if they have the right tenant at their doorstep. It's a negotiation process that you can conduct with the realtor.

In some instances, you can successfully negotiate a partial fee or even a no-fee (the same is true when faced with 1.5 months security vs. 1 months security) if your credit score is high and you can show good references.

Alternately, you could ask the landlord (through the realtor) for an extra months rent in exchange for paying the fee. If you're trying to get in to a high-rise, condo-type apartment with a doorman or concierge, work ahead of time. Tell the staff you're looking for a rental unit and want to work directly with an owner, rather than a realtor.

Dangerous dogs shipped out of Hudson County are in trouble in new home - in danger of being put down:

The Jersey City owner of two dogs tied to violent attacks saved their lives twice by promising to move them out of Jersey City, but the dogs are again in danger of being put down after they were impounded yesterday, officials said.

"They moved here, with all kinds of conditions in the order, including that the dogs had to be muzzled," said Jefferson Township Police Capt. Eric Wilsusen said today of Susan and Gary Kolb and their South African Boerboels, Jumba and Imani.

"We are enforcing the agreement in Jersey City," Wilsusen said. "We took the dogs yesterday at about 3:45 p.m. We are holding them and Jersey City is making arrangements to get them."

After the Downtown Jersey City attacks in 2008 and 2009, which sent three adults and a baby to the hospital, Jersey City impounded Jumba and Imani, who weight a combined 160 pounds.

They faced possible euthanization under the state Vicious Dog Law, but Susan Kolb struck a deal in court in May 2009, agreeing to move them out of the state.

The agreement fell apart in January when police found the dogs at Kolb's Jersey City home. She was arrested on warrants for unpaid municipal court fines and the dogs' lives were on the line again. Kolb was also charged with criminal contempt in Superior Court, a charge to which she pleaded guilty.

Earlier this month she sentenced to two years probation and 100 hours of community service for the criminal offense.

The dogs sat in a pound for nine months, until the Kolbs again saved them with a new deal struck in Jersey City Municipal Court earlier this month. The Kolbs agreed to pay a $10,000 fine and promised the dogs would never set paw in Hudson County again.

?We are in the process of reviewing the (Jefferson Township) order and any citizen complaints that may have been alleged,? said Hudson County Assistant Prosecutor Leo Hernandez. The prosecutor said recent events ?May in fact lead to a violation of the terms or (Susan Kolb?s) probation.?

The couple moved to Jefferson Township and promised to comply with the state's dangerous dog regulations, which requires the dogs be muzzled whenever outside their enclosure.

Wilsusen said homes are pretty close together where the Kolbs now live and the neighbors were upset to see the couple and their notorious dogs move in. Town officials were concerned, too, and as a result, police "had patrols in the area and while the officer was sitting there they did see the dogs without a muzzle," Wilsusen said.

That was on Oct. 18 when the Kolbs were each cited for failing to muzzle the potentially dangerous dogs.

On Tuesday at a court hearing in Jefferson Township testimony was heard by a police officer and animal control officers who said they saw the dogs unmuzzled. After that, the judge ordered the dogs impounded, citing a violation of the Jersey City Municipal Court order.

The Kolbs' attorney, John Nulty of Jersey City, said today that "I will be discussing what the appropriate steps are to be taken on behalf of the Kolbs."

Officials Deny Stolen Van Out of JC Part of Terror Plot

Two would-be terrorists - allegedly recruited by Al Qaeda and carrying US passports - are believed to be behind the car bomb plot planned for Washington or New York on the 10th anniversary of 9/11, authorities said.

The "specific and credible" info about a plot involved three veteran terrorists approved by Al Qaeda chief Ayman al-Zawahiri, investigators told the Daily News.

The names of all the men are known to investigators, but they were too common to provide much direction.

A CIA tipster, who has provided credible information in the past, said that the men are of Arab descent and may speak both English and Arabic, according to the AP.

Intel analysts have been combing over travel patterns of people who recently entered the country, but they have yet to find any evidence that the terror plotters have entered the country.

While avenging the death of 9/11 mastermind Osama Bin Laden is a terrorist chatter staple, the intercept of an Al Qaeda operative's conversation did not characterize the bomb threat as a revenge attack, the investigators indicated.

The goal, sources said, was to commit mass casualties and mayhem for the memorial event.

During a morning meeting of his national security team President Obama promised to keep a breast of the nascent plot and urged his people to maintain a "heightened state of vigilance and preparedness" going into the anniversary.

Word of the possible terror hit cranked up security on city streets, subway platforms and train stations over the weekend.

Cops in the city and Long Island put out a related alert late last night for a white "Budget Rental" van with the Oklahoma tag 2LE922 stolen from Jersey City, 1010 WINS reports.

But a high ranking law enforcement source indicated that the pinched vehicle was not part of the terror scheme.

"There are alway stolen rental vans - the nature of the business," he said.

Still, the NYPD flexed its anti-terrorist muscles from the Bronx to the Battery, emphatically answering the unconfirmed terror plot.

"This is our version of Bush's shock and awe," said one NYPD official. "The idea is to scare off a sophisticated network - let alone three men."

Checkpoints around the city focused on vans with rental plates as the NYPD used license plate scanners and portable radiation detectors in its extensive efforts.

The high-security response, on the eve of this year's 9/11 memorial service, slowed Manhattan traffic to a crawl. Irked straphangers were stranded on buses, while infuriated fares sat in cabs.

"In more than 40 years, I've never seen this kind of all-out attention," said an NYPD lieutenant on patrol.

One day I was sitting on a beach in Morocco (that's a third world beach to those unaware) and a young boy was listening to me talk to his father in English. The boy did not know how to speak English. His father proceeded to explain that his son thought I spoke in a weird accent and sounded like I had marbles in my mouth.

So I began to understood that people who spoke in weird accents and sounded like they had marbles in their mouths tend to come from developed Western nations with superiority complexes - in a National Geographic sense.

The Jersey City woman whose dangerous dogs had been impounded since she violated an order to send them away apparently took the dogs home in the chaos as Hurricane Irene approached, officials said today

"We believe there is evidence she had them but it was in the context of the evacuation of the shelter," said Hudson County Prosecutor Edward DeFazio today of Susan Kolb, 60, of Sheffield Street, whose South African Boerboels were tied to several Downtown attacks.

"It looks like there was a misunderstanding in that somebody other than the owner should have removed the dogs," the prosecutor said.

The dogs were returned a day after they were discovered missing and police inquiries.

After the attacks in 2008 and 2009, which sent three adults and a baby to the hospital, Jersey City impounded the 160- and 100-pound dogs.

They faced possible euthanization under the state Vicious Dog Law, but Kolb went to trial to defend them in Jersey City Municipal Court.

The dogs' lives were spared as a result of an agreement reached in May 2009 in which Kolb promised in court to send the dogs out of state. Kolb's violation of that court order has triggered new proceedings against the dogs in municipal court under the Vicious Dog Law. Their lives are again in the balance.

In January police found the dogs at Kolb's home and she was arrested on warrants for unpaid municipal court fines and charged with criminal contempt of court in Superior Court. The dogs were impounded at the Liberty Humane Society pending the outcome of the new Vicious Dog proceedings.

On Saturday. the shelter was being evacuated when it was found that Kolb's dogs were missing, police said. Officers went to Kolb's home looking for them but they did not find her or the dogs, reports said. The man that answered the door was uncooperative, police reports said. On Sunday, a man brought the dogs back to the shelter, officials said.

Kolb pleaded guilty to the contempt charge on Aug. 24 and is expected to get probation when sentenced on Oct. 7 by Superior Court Judge Lisa Rose. No new charges have been filed against her for the brief reunion with her pets this weekend.

Just curious - when you were at the Stop & Shop, did you use the ATM, self-pay register or pay at a regular register with a cashier?

The Mortgage Forgiveness Debt Relief Act and Debt Cancellation

If you owe a debt to someone else and they cancel or forgive that debt, the canceled amount may be taxable.

The Mortgage Debt Relief Act of 2007 generally allows taxpayers to exclude income from the discharge of debt on their principal residence. Debt reduced through mortgage restructuring, as well as mortgage debt forgiven in connection with a foreclosure, qualifies for the relief.

This provision applies to debt forgiven in calendar years 2007 through 2012. Up to $2 million of forgiven debt is eligible for this exclusion ($1 million if married filing separately). The exclusion does not apply if the discharge is due to services performed for the lender or any other reason not directly related to a decline in the home?s value or the taxpayer?s financial condition.
