Jersey City man caught with heroin worth $29,000 after deal on street, cops say

A 37-year-old Jersey City man was arrested with $29,000 worth of heroin Thursday night, officials said.

Steven J. Richardson, 37, of Clinton Avenue, was arrested at 9:40 p.m. at Arlington and Carteret avenues and charged with multiple drug counts including possession of heroin with intent to distribute within 1,000 feet of a school and 500 feet of public property, reports said.

Plainclothes officers on Garfield Avenue saw Richardson park his Ford Explorer and meet with a group of men at the corner of Stegman Street, reports said, adding that they watched as he handed money to a man in exchange for a black bag.

When Richardson drove away, perimeter officers stopped the SUV and found that the bag on his passenger seat contained 2,900 bags of suspected heroin, reports said.

About 1,950 bags had the logo "Warning," 500 had the logo "Green Zone," and the remainder were marked "Incredible Hulk," reports said.

Chamber of Commerce brings theme to networking events

A BEACON OF HISTORY ? The Beacon, the complex of buildings built in the 1930s as the Jersey City Medical Center, is now a luxury mixed-use development. A tour of the Beacon is part of a Hudson County Chamber of Commerce networking event that be held this Tuesday from 5:30 to 8:30 p.m.


The Beacon, a complex that was originally built in the 1930s as the Jersey City Medical Center, is now a luxury mixed-use development that has won accolades for its historic restoration. And next week it will be part of a history tour.

The Hudson County Chamber of Commerce kicks off their new Hudson County History Series with the first event highlighting ?The History of Jersey City? at the Beacon on Montgomery Street in downtown Jersey City. The event will be held this Tuesday from 5:30 to 8:30 p.m.

The series is meant as a way to bring local history and business networking under one roof.

Tuesday?s kickoff will start with a tour of the Beacon given by Ulana Zakalak, the Beacon?s Historic Restoration Consultant, to show off the details that were preserved in the building such as the original chandeliers. After the tour, there will be a book signing by Cynthia Harris & Leon Yost, co-authors of the recent book ?Changing Jersey City: A History in Photographs,? and then a lecture on Journal Square history, ?A Suspended Place,? given by Dr. Eric Friedman, a dean at Hudson County Community College.

The chamber, which has served the Hudson County business community since 1888, has 250 companies with over 1,000 people and businesses as members. Among them is Metrovest Equities, the development company responsible for the Beacon.

Dunlap said the chamber is also planning events for the history series in other towns such as Bayonne, Weehawken, and Hoboken over the next year.

The business of history

Dunlap, who became the chamber?s president and CEO last summer, said in creating the history series he was looking to ?invigorate? the Chamber of Commerce and bring ?pride? and ?possible theme? to their business networking events. Dunlap also looked at the rich history of Hudson County, and especially Jersey City, which is celebrating its 350th anniversary this year.

?I felt there were some opportunities to have an interesting theme and event around the history of Jersey City,? Dunlap said. ?And since the chamber is countywide, we looked to show off the history in different towns in the county.?

Dunlap also said the Beacon?s developer, George Filopoulos, wanted to show off what he has done in terms of the restoration.

The History of Jersey City takes place Tuesday, March 23, from 5:30 p.m. to 8:30 p.m. at 4 Beacon Way (at Montgomery St. and Mill Road) in Jersey City. Hors d?oeuvres and beverages will be served. The registration fee is $25 for Hudson County Chamber of Commerce members and $40 for non-members. Payment is required upon registration. Convenient valet parking will be available for $5.

Friday night at the LSC Gala, the Mayor and wife b-lined to the door as soon as the cocktail hour was over making no contact with anyone or saying a word.
Wonder if because of all the other powerful politicians in the room he left so he wouldn't be drilled over dinner about how he is the only one involved in the corruption scandal who isn't headed to jail, Yet?
Any thoughts?

While we had mixed feelings about President Obama?s plans for reworking the No Child Left Behind Act, he got it right when he called on the states to create credible systems for evaluating teachers and principals. But emulating the small number of schools that already have those systems will not be easy. It will mean creating a new school culture and redefining not just the roles of teachers, but the roles of principals and superintendents.

That message comes through in a study from the Center for American Progress, a Washington think tank that has recently been zeroing in on this aspect of school policy. The study, by the researchers Morgaen Donaldson and Heather Peske, takes an illuminating look at the evaluation systems used in schools in three high- performing charter networks that educate mainly poor and minority children.

Charter schools run on public money but are often exempt from union contracts that can influence how and when teacher evaluations are done. In many conventional schools, for example, tenured teachers are evaluated only once every three or four years. Evaluations typically consist of one or two short classroom visits. Nearly every teacher passes, even at failing schools, and an overwhelming majority get top ratings.

The charter networks have developed a ?culture of accountability,? in which every teacher receives a major evaluation every year. Beyond that, teachers get frequent observations ? sometimes even weekly ? accompanied by detailed feedback throughout the academic year. Student test scores factor into the evaluation, but the teachers are also rated on planning, presentation and whether or not they reach disparate groups of students by exploring material from different vantage points.

Only one of the of three charter school organizations in the study operates union-organized schools. The other two regard teachers as at-will employees who can be released at any time. Nevertheless, dismissal rates are low for all three, partly because they provide newcomers with extensive supports and work to retain them once they master the job.

Doing this kind of work means reallocating resources. Two of the charter networks, for example, have invested heavily both in evaluators and in administrators who shoulder the burden of running school operations so that principals can spend more time helping teachers and attending to the education portion of the job. Given the high tests scores and graduation rates in these schools, these changes have been well worth it.

There actually are places in JC where taxes are $2400/yr (not for a whole house but for a 1 bdr condo 650 - 700 sq ft).
In fact, my prediction is that over time, the high taxes downtown will drive people to invest in the JSQ/McGinley Sq/Lincoln Pk area, helping a resurgence there.

of note - I do not own property in JC so this is simply my speculation

The FUNNIEST thought is Bret Schundler running the schools. He'll close all the public schools and open up a big CHARTER school in each county for the rich kids.

And each will have a life sized statue of Jesus on top.

After seeing these presentations of where the pipeline would run, isn't this a MAJOR security risk?
The main path line from Newark and JSQ, the turnpike, the approach to the Holland Tunnel, a frequently used freight line all VERY close to this thing. Why don't they just put a big bullseye on the thing? The whole trade center rebuild was stopped because they thought the building was too close to the West side highway. So, NJ's population doesn't even get considered here?

This whole route plan also shows ignorance of the importance of the infrastructure for the whole metropolitan area. Instead of spending money on this technology that is can be dangerous, we need to put this towards sustainable energy and jobs for people here. What is the Port Authority's take on this, along with the Turnpike's? So far as I know the PA does't pay taxes so if something did happen, guess who will get the bill?

I grew up in that neighborhood, and that was my park growing up. And, yes, it is a big, beautiful park. It's a county park. Not only is the park nice, but the whole neighborhood used to be beautiful. There are gorgeous victorian homes, and single family homes with lots of space. And NO FLOODING! Imagine how wonderful it would be if my old nabe came back the way downtown did.

There's room in that park for numerous dogruns, playgrounds, and basketball courts and still tons of open space.

I've only casually followed this thread, so I may be wrong -- but I'm kinda stunned that John's on Sussex doesn't seem to be on anyone's radar. Cheesy atmosphere; stratospheric pizza.

(Not everyone has my taste, I realize. So to put my plug in some kind of JC either-or perspective, I think Bubby's Burritos should be criminalized, and that Taqueria is the best Mexican I've had in the US. I lived in south Texas for a decade -- trust me, it's the best. If you share my taste, great; give John's a shot. If not, enjoy the other 1000 pizzas already mentioned.)

It's a beautiful park. I wish Hamilton Park was open but it made us get out of our hood and visit another part of town.

They have been working there for the last couple of weeks but it doesn't seem like they're making much progress. Still hoping they "86" the BB court. I was down at Enos Jones and the litter and screaming of F-bombs and "ni**ar" made me really dread that court reopening.

We can't undo the poor fiscal decisions the government has previously made. Cuts are only made as a reaction to these mistakes. Fiscal responsibility isn't an attack, it's reality. Budgets gotta balance.

I didn't mean to sound elitist when I said "downtown." I agree that it should be citywide but it is much more difficult choice for people to send their children to a "failing" school then to one that has a lot of already has some class diversity and infrastructure in place, which is the case with some of the downtown schools. If you check the test scores for the lower grades at some schools (5, 9, 37) you'll see a great deal of improvement. But thanks for the info about the candidate.

Anybody know what is up with Hamilton Park? We've had like 4 wonderful days in a row with 70+ degree weather.

Yet I walked by this afternoon (Sat) and Nothing has been touched since I walked by there in Feb.

Let's get this done... SPRING IS HERE. Get it open before Easter or at least before the 1 year mark.

Contractor.... get all your hired help out and finish the job!!!

Put in the sod, and don't forget to paint the entrances either.

I swear its like 90% done. Come on.

Police: New charges for Jersey City charter school guard indicted on sex charges

CREATE Charter School security guard Messan Milevor, 21, who appeared at Central Judicial Processing court in Jersey City via video link from Hudson County jail in August 2009, is under indictment in connection with criminal sexual contact with a 17-year-old girl.

A security guard who worked at Jersey City's CREATE Charter School was banned from the school after The Jersey Journal learned he was under indictment on sex charges, and he was arrested again by the State Police Thursday night for lying on his security officer certification form, officials said.

The Jersey Journal notified the State Police of the sex indictment against Messan Milevor, 22, of Randolph Avenue in Jersey City, earlier this week, leading to his arrest Thursday night by troopers on the criminal charge of violation of the Security Officer Registration Act, said State Police Captain Gerald Lewis yesterday.

Milevor, who worked for Command Security Corporation, was indicted on Dec. 9 in Hudson County on the charge of criminal sexual contact with a 17-year-old girl. He applied for certification by the state police on Jan. 22. On the application form, Milevor answered "no" to the question asking if the applicant has ever been indicted, Lewis said.
The Jersey Journal looked into the matter after Milevor made news recently in an unrelated story. On March 11, a gun was confiscated from a 16-year-old at the school.

Milevor's name wasn't included in the story, but a check connected him to an Aug. 6 story published in The Jersey Journal about his prior arrest in which he was also charged with attempted sexual assault, child abuse, luring or enticing a child and making terroristic threats, Hudson County Assistant Prosecutor Najma Rana said.

"He is not coming back in the building," CREATE's Chief Administrator Steve Lipski said Wednesday, about Milevor. The Jersey Journal told Lipski about Milevor's indictment earlier this week.

Milevor was supplied to the school by a New York agency, and only worked at the location March 11 and 12, filling in for another guard, Lipski said. CSC officials didn't return phone calls. Up until Tuesday night CSC was telling Lipski that Milevor's record was clean, which is true.

Rana knew of no convictions against Milevor. The charges he faces now remain an accusation.

The allegation against Milevor stems from the girl's application for a job at Milevor's place of work, Detroit Fried Chicken on Bidwell Avenue. When she ran into him again on Aug. 3, 2009, she asked why he never called about the job, officials said.

Milevor then took the victim to his home where he allegedly touched her breasts and wanted to have sex with her, but she said no, officials said.

Milevor allegedly hit the girl, who bit him and ran home, officials said. She later identified Milevor to police as her attacker, officials said.
