Didn't know you were on here - cool - thanks for the reply. Just for clarification, in the run-off, the candidates start from the "beginning" again in terms of their vote tally? So no votes from the May 14th election are counted toward their totals?

Do you know if someone who isn't registered to vote has time to register and vote for the first time in the run-off?

Appreciate your input.

Still trying to understand the at-large run off election requirement. Is the threshold (explained below, but not clearly) determined by the original election, or the June 11 election voter count? Can someone please translate?

With only one City Council race decided by Jersey City voters last night, the city is about to see more runoff elections than it has in more than a decade.

Candidates must attain more than 50 percent of the vote to win outright, and last night only Ward E council candidate Candice Osborne met that threshold. Six at-large candidates and two candidates each in Wards A, B, C, D and F will now face off in a re-match on June 11.

But that?s nothing compared to the 2001 municipal election, when every single council race and the mayoral contest resulted in a subsequent runoff election.

That?s the year the late Glenn D. Cunningham defeated Tom DeGise, now the chief executive of Hudson County, in a mayoral runoff, 51 percent to 48 percent.

Mayor Jerramiah Healy, who last night lost his bid for a third full term to Councilman Steve Fulop, was forced into a runoff in 2001 when he ran for an at-large council slot. He won the runoff, defeating, among others, Carl Czaplicki, who now runs the city Department of Housing, Economic and Commerce as part of Healy?s administration.

In 2005, only Ward A Councilman Michael Sottolano was forced into a runoff, defeating former Jersey City Corporation Counsel Karen DeSoto.

The 2009 city contest led to two runoffs: Sottolano again in Ward A, where he defeated Rolando Lavarro, now a councilman at large; and Councilwoman at large Viola Richardson, who defeated pastor Ronnie-Calvin Clark when she was the Ward F councilwoman.

Sottolano opted out of running for re-election this year, while Richardson will face off against Fulop?s at-large council candidates in the June 11 at-large runoff.

Fulop's at-large team -- RLavarro, Daniel Rivera and the Rev. Joyce Watterman -- were the highest vote-getters in that race last night, but they didn't cross a statutory threshold to avoid a runoff. They will now face Healy's team: Richardson, Councilman at large Peter Brennan and former mayoral aide Omar Perez.

The rules for an at-large runoff are a little more complicated than those for the ward races. In order to win outright, one at-large candidate has to get votes from more than 50 percent of the voters who cast a ballot in the at-large race. If at least one candidate achieves that threshold, the next two highest vote-getters win, too, no matter whose mayoral slate they are on and no matter how small their vote totals are.

Watterman was the highest vote-getter last night, with initial estimates putting her haul at 14,756. She would have had to get at least 15,834 votes to win (that's half of the total number of voters who voted in the at-large race, plus one) and bring the next two highest vote-getters into office with her, City Clerk Robert Byrne said last night.

The rules are so confusing, Richardson last night conceded defeat to The Jersey Journal before Byrne notified her and Brennan that they hadn't lost.

The Jersey City mayoral race was all but over by 9 p.m., but it?ll take four more weeks before Jersey City knows who will sit on the City Council under a Steve Fulop administration.

Of the nine council races, only Ward E candidate Candice Osborne won outright tonight, winning 3,441 votes, or 67 percent, to Dan Levin?s 1,296, or 25 percent. Businessman Fletcher Gensamer, the third candidate in Ward E, won 375 votes, or 7 percent.

Osborne, 34, took the stage at Zeppelin Hall tonight to cheers from an ebullient crowd.

"I love you, Jersey City!" Osborne shouted.

Asked what she plans to do tomorrow to celebrate, Osborne said, "Sleep, get a massage and spend time with my son."

None of the first-place finishers in the other five wards crossed the 50 percent threshold needed to avoid a runoff. City Clerk Robert Byrne said there will be a run-off in the race for the three at-large council seats as well.

Former schools superintendent Charles T. Epps Jr., who ran in Ward A on a ticket headed by Mayor Jerramiah Healy, won 2,480 votes, or 43 percent, with Fulop candidate Frank Gajewski coming in second, with 2,237 votes, or 37 percent.

In Ward B, Fulop candidate Khemraj ?Chico? Ramchal came in first place with 1,643 votes, or 38 percent. Second-place finisher Gerald Meyers, Healy?s candidate, won 1,471 votes, or 34 percent.

Independent Ward C hopeful Rich Boggiano, a retired Jersey City police detective, won 1,496 votes, or 36 votes, with incumbent Ward C Councilwoman Nidia Lopez coming in second with 1,345 votes, or 32 percent. Lopez ran on Fulop?s slate.

In Ward D, Central Avenue business owner and independent candidate Michael Yun came in first place with 2,161 votes, or 43 percent, and he will face Assemblyman Sean Connors in a runoff. Connors, who ran on Fulop?s slate, won 1,715 votes, or 34 percent.

In the closest council race, Ward F Councilwoman Diane Coleman finished in first place, with 2,284 votes, or 42 percent, followed by Healy candidate Jermaine Robinson, a caf? owner who won 2,279 votes, or 42 percent.

The at-large race, in which Fulop?s three candidates (Councilman Rolando Lavarro, Daniel Rivera and the Rev. Joyce Watterman) were the top three vote-getters, seemed to mystify everyone involved. Byrne said there will indeed be a run-off, though Fulop?s camp believed they won outright and Councilwoman at large Viola Richadson, one of Healy?s candidates, thought she was defeated tonight.

?If it?s who the citizens of Jersey City want to represent them, I with them and the best of luck," she said. "God?s Peace and Blessings. I will finally have the opportunity to retire."

For the June 11 runoff, the top six finishers ? all of Fulop?s slate and all of Healy?s slate, which includes Richardson, Councilman at large Peter Brennan and former Healy aide Omar Perez ? will meet once again to determine who will sit on the council starting July 1.

Hi MCG,

If you're going to be going out of the country for a while, you may want to be careful renting out as an absentee owner. As a former landlord of smaller units, you really do have to be close by to handle the maintenance and renting issues that invariably pop up.

Being a new landlord does have a pretty steep learning curve - and it can be anxiety-inducing if you get the tenant from hell.

Not sure if a management company could take on a one-unit - or if you have a trusted relative/friend to take on your responsibilities in your absence. They would have to have power of attorney for matters related to your rental in case a tenant would need to be taken to court for non-payment of rent, eviction proceedings, etc. Not hard to do, you just have to cross your T's before you leave the U.S.

If you are renting, I highly recommend using a realtor who will conduct a background and credit check on your behalf. Do your due diligence - it is easy to be scammed so be careful.

Check your building's bylaws very carefully about rental regulations and follow them closely to avoid sanctions or fines.

To attract good tenants, make sure your unit looks livable, has basic good appliances (avoid the hassle of repairs - take out an easy maintenance plan with PSEG); and doesn't have anything that could be a hazard to a tenant. Remember working smoke and CO detectors. If the tenant has kids, you will need to have bars installed on the windows - do this ahead of time. Get a roster of trusted contractors in case repairs are needed while you're away (like a good plumber, electrician and/or a handyman that can be a jack-of-all-trades).

Remember to change your insurance to an owner renting out a residence plan - your homeowner's policy won't be in effect if you rent. Also require your renter to have their own insurance policy prior to renting from you.

At the end of the day, you have to think about the costs of being a landlord: the cost of a problem tenant - lost rent; a unit that won't rent; the cost of taking someone to court/recover damages; the cost of a management company; the cost of a new insurance policy; the taxes on the rental income you must declare; the cost of making your unit rentable, etc.

If you're making money, then go for it. If you're going to be in the negative, why bother?

Not sure if Chris Kearns is still doing residential work, but he is at the top of my list as a local realtor for rentals or sales. You might want to call him and chat for some more ideas - a really great guy.

$50,000 Bail for Port Liberte Daycare Worker - More Charges

A teacher's aide employed at Sunnyside Academy child-care center in Jersey City was in court again, this time via video link from Hudson County jail on additional charges of mistreating children at the facility.

The aide, Young Cha, 29, of Belleville, was re-arrested shortly after her appearance in court Friday afternoon after new charges were brought against her, authorities state.

Cha, who posted bail on the initial charges of endangering the welfare of a child and child abuse involving a 17-month-old did not post bail on the new charges and was being held at Hudson County jail.

Cha appeared in Central Judicial Processing court this afternoon on charges involving an 18-month-old child and a 2-year-old child and allegations involving "slapping, yanking, pushing or dragging" the children authorities state.

Cha's new bail has been set at $50,000 cash or bond. Cha sat quietly at the interview room at the jail only talking once when her name was called.

Authorities charged Cha after reviewing video footage taken inside the facility and continued review of the video led to the four additional charges filed against her.

A phone message left at Sunnyside seeking comment was not immediately returned.

The investigations began on April 29 when a Jersey City couple picked up their 19-month-old son from the daycare and found his face bruised and lip swollen.

The next day, the boy's father went to the Port Liberte facility and, with an administrator, watched a video of Ann Bactawar, 26, of Jersey City allegedly upending the boy from a box he was standing on.

Bactawar was charged with endangering the welfare of a child and two counts of child abuse, officials said.

If you find a tick attached to your skin, there's no need to panic. There are several tick removal devices on the market, but a plain set of fine-tipped tweezers will remove a tick quite effectively.

How to remove a tick:

Use fine-tipped tweezers to grasp the tick as close to the skin's surface as possible.

Pull upward with steady, even pressure. Don't twist or jerk the tick; this can cause the mouth-parts to break off and remain in the skin. If this happens, remove the mouth-parts with tweezers. If you are unable to remove the mouth easily with clean tweezers, leave it alone and let the skin heal.

After removing the tick, thoroughly clean the bite area and your hands with rubbing alcohol, an iodine scrub, or soap and water.

Avoid folklore remedies such as "painting" the tick with nail polish or petroleum jelly, or using heat to make the tick detach from the skin. Your goal is to remove the tick as quickly as possible--not waiting for it to detach.


Follow-up
If you develop a rash or fever within several weeks of removing a tick, see your doctor. Be sure to tell the doctor about your recent tick bite, when the bite occurred, and where you most likely acquired the tick.

Don't kill the messenger here, please, but yes, as a matter of fact, three people I know (specifically immigrant business and home owners in J Square and the Heights) are telling me that Fulop's people (presumably) are just walking in and putting up signs on homes and businesses (I know of three people - two businesses and one home owner). They are actually afraid to take them down, they think they will "get in trouble" doing so.

I'm sure and certain the Councilman doesn't know this is going on, but I would advise him to tell his sign placers to knock it off. He's making folks who don't understand "the system" fearful - and that's not a good thing.

On April 24th 2013, Omar, one of the owners of Fussy Friends, (A pet store in Jersey City NJ that also holds cat adoption events every week) was stabbed in the store by a madman. Law enforcement officials clarified tonight details regarding the arrest of a local man who had materials that could be combined to make an explosive in his home.

Mykyta Panasenko, 27, Jersey City, appeared in court recently after he was charged with possession of destructive devices and creating a risk of widespread damage. A search of his residence led to the recovery of explosive components, according to Jersey City Police Officials. There were no completed explosive devices recovered during the search of his residence or any train, officials stated.

The Jersey City Police Department?s Special Investigations Unit, the lead agency on the case, is working in conjunction with New Jersey Transit and the Hudson County Prosecutor?s Office in the ongoing investigation. The Federal Bureau of Investigation and other federal and state agencies have been notified about the case.

Arrested on April 15, Panasenko is charged with two counts by JCPD, third and fourth degree crimes of possession of a destructive device and creating a risk of widespread damage, respectively. NJ Transit Police also Panasenko similarly. Due to the degree of the alleged crimes, Panasenko was charged on a summons complaint and released on his own recognizance.
There is no indication at this point of the investigation that he intended to detonate a device in his building or on the transit system. Police recovered components of an explosive device at his home, not a completed device. However, the investigation revealed that he did transport completed devices from his home at some point, officials said.

This advisory was released in response to numerous media requests to clarify information released by other sources earlier in the day. Since the matter is still considered an ongoing investigation, officials will only make releases about such they deem necessary and prudent to inform the public or if deemed a matter of public safety.///

The U.S. military has officially canceled New York City Fleet Week this year, due to budget cuts brought on by sequestration.

"Unfortunately, there will be no Navy ships in New York this year for Fleet Week and no additional Sailors or Marines," Beth Baker, Fleet Week Director of Public Affairs, said in a statement. "We look forward to the opportunity to participate in future Fleet Weeks and we greatly appreciate the city's patience and understanding during these unusual times. Thank you NYC for what you do for our service men and women each and every day. Hope to see you next year!"

Hosted nearly every year since 1984, Fleet Week welcomes some 6,000 Sailors, Marines, and Coast Guardsmen into New York City to celebrate their service.

Last year, New Yorkers watched a flotilla of tall ships glide past the Statue of Liberty, and the Blue Angels fly past the Empire State Building. Katy Perry also performed for servicemen and servicewomen along the Brooklyn waterfront.

The Navy usually spends between $7 million and $10 million on the event, which also is estimated to generate some $20 million in business for New York City.

I think "duplex" is a stretch here. A landlord can rent a first floor and a basement - but the real question is whether the basement is habitable as a safe and legal living space vs. let's say, a laundray or storage space.

If I remember correctly, in order for the basement to be habitable, there must be another means of egress in case of an emergency. Windows must be large enough for escape (no bars) or there must be a door. Landlords are also responsible for smoke/CO detectors on each floor of the building.

In JC, you're going to see a ton of "finished" basements that were done without permits. But, if the landlord is trying to cram a bunch of people into a first floor and basement (that is not up to code - especially with an extra load with appliances -particularly the stove) that could be a fire issue.

Many times these quicky basements have wiring issues that are extremely dangerous. I would go the route of the fire inspector instead of zoning - you may get a faster answer to your question.

I lived there for two years. The units are quite nice and the building has a year-round pool, exercise room, and jacuzzi. There is a small green space. Some units on the lower floor have their own small terraces. Some upper units have balconies and some lovely views as well. Units have their own washers/dryers. It is a short walk to the PATH and Little India is two blocks away. The parking is interesting if you have to park on the roof - you drive into an elevator which takes a bit of getting used to. When I was there, the building was well managed and maintained. I never had an issue with safety - compared to my home in the Heights, I felt much safer in Journal Square.

The biggest downside is the noise. If you have your windows closed, you're fine. But you're right on Charlotte Circle and it gets incredibly noisy, especially on Friday and Saturday nights. The dust is incredible as well as the smell of car fumes.

If you're buying, watch the units with sliding doors that open to a patio or terrace. Make sure they are brand new. Some units were not fitted correctly and the amount of draft in the winter makes it very uncomfortable.

What a cool story...I didn't even know this place existed.

Remember the bagel place on Central Avenue (with the cat in the window) that had a free book exchange? The owner loved books and wanted to make sure his customers always had a supply. He was such a nice guy. I miss that place.

This is a really good question. To understand one side of the argument is to really see what "teaching to THE test" means. It doesn't mean teaching to "A" test - which is a fine thing, in most cases IMHO.

What has happened in large part in our public schools is that children, even in the youngest grades when the timing is so critical to gain foundational literacy and math skills, have their school day focus targeted upon mandated state tests like the NJASK.

When I went to public school in the 70's, we were instructed and even tested - but the entire day's focus was not on achieving a good grade on a state test. That left our teachers room to be creative, explore interesting curriculum, have extra projects, etc. Bright children were given supplementary work to challenge them even further.

Now, the entire year's focus is on taking and getting a good grade on one test - THE TEST. I believe that public school education has suffered tremendously because of this.

Last time I looked into this seriously, the NJASK program is run, also, not by NJ educators, but by a private, out-of-state corporation under a state contract that would curl your toes if you knew the cost. Who grades the NJASK tests? Not teachers. Mostly temps. And they're not from Jersey either. That means that a non-educator, who doesn't understand the district dynamics of NJ communities could potentially be grading your child's exam, not understanding how to even evaluate a student's work critically and fairly.

Further, all children are grouped in the same pot with these tests. So if you have a classroom where 25% of the kids are high achievers, they're basically ignored while the teacher has to bring the other 75% up to minimum competency to make an "acceptable" score on the test. Those 25% should be taking accelerated courses (not handed "honor level" worksheets as busy work, mind you), but they cannot, because they have to be prepared to "take THE test."

I know that there has been some reform in the No Child Left Behind edicts. I am a strong proponent of evaluating children and making sure they (and their schools) are on track.

But I dislike the NJASK/state test structure in that it does create a cookie-cutter evaluation system that dramatically diminishes the true ability of teachers to teach in a way that is meaningful and impactful to young learners in their individual classrooms.

Liberty Academy Charter To Be Shut Down by State - Heights

The state Department of Education will close charter schools in Jersey City, Atlantic City and Hammonton at the end of the academic year because of low test scores and problems with the schools? leadership, state education officials said tonight.

The Institute for Excellence Charter School in Hammonton had been open for four years. Liberty Academy Charter School in Jersey City and Oceanside Charter School in Atlantic City had been open 14 years.

"... Although Oceanside Charter School has been open for 14 years, there is no evidence that the school is providing its students with a quality education or that it has the capacity to dramatically improve student achievement in the future,? state officials wrote in a leter to the Atlantic City charter.

?The school has not engaged in academic goal setting, both in the short-term and long-term, and does not have a clear strategy yo improve student outcomes,? the letter said.

News of the closures came as the education department also announced that 13 schools would have their charters renewed for five more years. Five elementary schools in Newark are among the 13.

Charter schools are public schools that are publicy funded and privately run.

For some of the schools allowed to keep their doors open, the good news came with a warning.

Two charters in Newark ? New Horizons Community and Newark Educators ? along with schools in Blairstown and Camden have been placed on probation by state officials because of concerns about poor academics, school climate and staffing practices.

?It is a privilage to be able to operate a charter school in New Jersey and we must treat it as such,? state Department of Education spokeswoman Barbara Morgan said.

None of the schools could be reached for comment.

Hoboken Youth Wrestling Coach Arrested on Lewdness Charges

A youth wrestling coach from Hoboken was arrested last weekend after exposing himself and masturbating in a high school hallway, police said.

According to Capt. Thomas Salcedo of the Hackensack Police Department, Hackensack High School was hosting a regional tournament for wrestlers between the ages of six and 14 over the weekend.

At around 1:15 p.m. on Sunday, 28-year-old Brandon Kinney ducked into a hallway adjacent to the gym and began to pleasure himself, Salcedo said.

"He exposed his genitals, and went, I guess you could say to climax," he said.

A school surveillance camera captured the incident, and police were notified. After identifying him, officers traveled to his home and arrested Kinney on Monday.

He was charged with one count of lewdness and released on a summons.

Calls to Hoboken's Recreation Department were not answered just after 4 p.m. today.

Kinney is also listed as a head coach at the Hoboken-based Edge School of Wrestling and Hoboken PAL Youth Wrestling team.

A biography on the school's website says he originally hails from Michigan, and had a decorated career on the mat both in high school and at Columbia University in New York City.

It's actually coming from a warehouse - I think in South Jersey somewhere. The items are much fresher than what I used to experience when I shopped at the SS in Bayonne.

I recently started using Stop N Shop (PeaPod) delivery after ShopRite delivery became unbearably horrible. I was impressed.

They are very punctual (and call you when they're not); they don't forget items like ShopRite does; and their produce and fish are excellent. The prices seem to be just a bit higher than ShopRite but their selection is better than Fresh Direct. Your frozen items are delivered frozen! They pack your delivery in plastic bags, but they are organized in crates which makes for a smoother delivery. Their online interface is great and you can adjust orders to add or remove items after you have placed your order.

They have a coupon code floating around offering $15 off and free delivery for new customers. Go to Peapod.com. They also seem to have a quicker window for delivery than FreshDirect (which I think is a bit overrated - except they're offering $50 off for your first two deliveries which is a nice savings).

Trader Joes is great also, but I don't always have time to schlep.

If you are paying out of pocket, you will be quite surprised how much you can save if you call around a bit. The best price I received was out in Newark at the MRI facility affiliated with University Hospital. The highest out of pocket was at Hackensack (and I love Hackensack Hospital).

Remember, it's the person reading/interpreting your MRI that's important. Besides the tech providing a report from the MRI facility, that should ultimately be your treating doctor in the area of your medical concern.

And make sure your doc is very specific on your prescription with your MRI - (with contrast/without contrast/what areas to MRI (you'd be surprised)/what the doc is very specifically looking for or looking to rule out). Inform yourself AND advocate for yourself (or the person you are caring for) at the MRI site. The more information you can provide at the time of the MRI, the better. I speak from, unfortunately, way too many MRI experiences.

I had the pleasure of knowing Ethel, and her son, Sam, as good neighbors and friends for a number of years. Ethel's kind spirit and love for Jersey City shone through in all that she did. Her and her husband left a great legacy to the city.

She will be missed greatly.
