It is not you, Pebble, it is another person who is suffering. He cannot go forward with the project and he cannot rent. He is also spending a lot of money on heating costs. His building is exposed because the city shut him down 3 days after the work began. This is over 6 months ago and nothing has been resolved. I also know of other people who experience this but they are afraid of an interview, they are afraid it would hurt their negotiations with the city. The problem is - the city created this Historic District without the rules and regulations. Since the city gave the permit, it should allow the work. The city should also publish the rules and regulations for the district. It is not like downtown.

I certainly know that I'm not him.

The problem is that this issue is focusing on the wrong thing and the problem that this individual is having is being exploited by yourself for a very specific agenda.

The City gave him permits for the project that he listed. The City should have honored them. That is the *ONLY* issue here.

The fact that the area became historically designated is superfluous to the problem.

Light Emitting Diodes are inherently harsh by their very nature & will never replace incandescent point source illumination, as they cannot be made to act the same. [but they can be made to Emulate incandescent at a higher cost]

White LED is normally made w/ 'blue dice' that are coated by phosphors ......just like Fluorescent tubes.

The EARLY PRISON LIGHTING & RETINA BURN fixtures usually combine poor source Shielding with limited phosphor coating [so that more lumens/watt can be claimed in the sales pitch] & crappy Colour Rendering.

Since most design professionals incorporate these fixtures into their designs without regard for Elegant Lighting Design Principles/Solutions the results are normally very Jarring to our visual sensibility standards,,,,,particularly at night when the contrast ratios are at their peak.

It's complicated & hard to find that combination of Pro-Grower/Pro-Lighting individual who fully understands PAR, strain differentials & the optimal conditions to yield stellar results.
Plus it is expensive to obtain the proper emitters & equipment.

Majority of the 'LED Gro-light' deals offered online are toys for DIY people to waste their money on.

i was there last evening too & i agree that we should not sell our property resources short in jc, but much reform is required in this process.

we [the public] had to sit through several hours of 'presentation' where the drawings/renderings could not be seen, the witnesses could not be heard & the public was merely 'tolerated'.

and then there was a commissioner who packed up her belongings & left out mid-meeting......

Nonsense !!!

This "loophole" is merely a small part of of a much greater problem regarding Denial of Essential Services in Under-Served Areas that should/could have been addressed in a timely manner well over a year ago.

When I personally attempted to contact Mayor Fulop in June of 2014 [pertaining to Verizon not meeting their contractual agreement in Broadband Build-out FOR Jersey City] to actively support the following Rate Counsel Appeal Litigation:

ur numbers are way off for what this would cost in fees & construction to add over an existing 'rowhouse'? in hamilton park area if you are looking to add 900-1000 sq.ft floor.
just booming in materials and doing new roof is gonna cost a pretty penny.
and lawyers & architects & engineers cost way more than ur estimates.

Why not just buy a bigger place instead of trying to manuever this city's zoning/planning boards to get variances & disturb neighbors & others in ur building ?
If you are in a historic district they will probably refuse your plan on its face, as it would change the facade of ur building & they get crazy when someone puts in non-historic windows !
