Does anyone know if the Zoning Board is meeting this evening? According the the City Meeting calendar it is, but no agenda has been posted.... Those agendas are typically posted.

Something similar happened earlier this week with the Historic Preservation Commission meeting ? no agenda posted. I happened to look in regards to that 202 York Street property, the one owned by Silverman, in the City Hall redevelopment plan. I wondered if they were going to request approval to demolish it.

Certainly agree there are aspects of the 202 York ownership and sale that raise questions. And yes, having City Hall and the immediate precinct redeveloped is long overdue and will be welcome.

I am not convinced that the ?replacement? of the lost housing units from 202 York: 5 out, 5 in, is the full picture. Rents I've seen mentioned for so-called ?affordable? housing units in these downtown developments are not so ?affordable?. I also wonder how these units are allocated. There have been rumors over the years of questionable procedures. Do the folks displaced by the redevelopment have some priority regarding the new units? Where do they go in the meantime, and what about their ties to family and friends who are in the area? Are they elderly? It's a complex picture.

Regarding transparency, as it turned out, for unrelated reasons I happened to attend the Council Caucus meeting Monday July 13th, when the redevelopment plan was discussed. At the time I wasn't aware who owned that building at 202 York so didn't pay much attention. However, I remember one of the Councilpersons asked something to the effect ? these are NOT exact quotes ? ?I'm curious about that single house in the redevelopment area..., it isn't owned by the City...?? The answer from the City Official representing Planning was something to the effect: ?The owner requested it be included?. I did not hear them say who owned it. There was no further discussion on it that I heard in the open public session. The recordings of those meetings are available I believe.... I don't know if it was mentioned at the Wednesday Council meeting

Striking an appropriate balance of the various legitimate interests is not straightforward IMHO. And when significant economic / political interests are involved, any suggestion of lack of transparency troubles me. Maybe there's nothing untoward, but to me the appearance isn't good. As mentioned, there's a long, sorry history of cities pushing folks out of their homes in favor of somebody's notion of a supposed ?greater good.? If this really is for some greater good, then there is no reason not to be fully open and transparent. The conjunction of several unusual factors and circumstances seems just a little too expedient to me. But that is just my opinion.

JCGuys, apropos your two posts today, the timing of the sale of 202 York to a developer ? Silverman Bros no less ? is is just a little too convenient for my tastes. You should speak with Dan Wrieden or Brain Blazak, the City's Historic Preservation Staff in the City Planning Division (201) 547-5010. You will need to file an application, pay the fee, and obtain an approval. The application needs to have the exact specifications of the windows ? so please don't buy anything till you have the approval. It could be an expensive error.

In case it's of some use:
The Ordinances detailing the requirements ? you might want to know these ? are 345-30 and 345-71. Search on ?Historic Preservation?

That's interesting to learn user1111. If correct, did the City try to solicit public input to help formulate the proposal? It would seem they had plenty of time.

I agree a well written Cafe Ordinance is something the City desperately needs. Unfortunately, as presently drafted the proposed Ordinance will create more issues than it will do good, IMHO. Fortunately, will some tweaking of the language it can easily be fixed. It's great that the City is looking at these kinds of changes in a creative manner. But please, ask the citizens of Jersey City for input. We have some really good suggestions!

Yes we can - she's is supposed to represent the interests of the people in her Ward, not the Administration's. For starters she should show at the meeting tomorrow and at least hear what people say. Then she could find the following report for us. The North Jersey Transportation Planning Association (NJTPA) gave the city a $500,000 Federally funded grant in 2013 to do further study on this proposal. Where is that report? It is NLCD1404 in the document linked - page 6, Hudson County.

Well said Oneskirt. IMHO the fundamental idea, a Cafe Ordinance, is great. The proposed wording, however, not so great. With changes, based on the sensible concerns aired here, it should be possible to get something that works well. Without changes it will make an unfortunate situation a whole lot worse.

Unfortunately, you have to pull a special permit that has to be renewed every three days.. however the building dept. is closed now. It's sort of a Catch 22. Updated forecast is for no thunderstorms, so we decided not to sweat it.

MDM, I may have misunderstood. I thought you were asking about a permit to do work on a weekend, outside of the normal hours. So that's was why I thought Jersey City Noise Ordinance #222 might help.

On the other hand, if it's a construction permit you're asking about see the Code:

For ?emergency? work, you are allowed to start, as long as you apply for a construction permit within the next 72 hours. See NJAC 5:23-2.14 (a) and (b)3., read together.

For ?ordinary building maintenance? you generally don't need a construction permit. See NJAC 5:23-2.7., where (c)1.ix. specifically refers to roofs, and also 5:23-14 (b)1.

I can't imagine anyone will gig you for trying to save your property. Not clear from your post if you are doing this yourself or a roofer is. The roofer knows the rules. If that building is in a Historic Preservation District ? as some have said ? then before it can be demolished the Historic Preservation Commission must approve - so that might be the next step. I wonder if it is on for review? I just looked for Monday's meeting (July 20th) but there's no agenda posted. Those agendas are usually available the Friday before....

Although I like the idea of having quiet, neighborhood cafes available all over the City, this Ordinance needs improving. For example, include a provision to automatically revoke the initial Cafe use approval if an application for another use is made. Require that any new application be posted prominently on the front of the Cafe for 30 days. The Cafe would have to close for at least 30 days, or until the review was completed, and everyone could see the new Use application. This would effectively discourage change of use ?creep.? I don't want a quiet cafe on my block turning into ?Talde.? The noise from that place is unbelievable.

I don't think it ?...makes sense...? Instead of handing it over to the Silvermans, the City should put the opportunity out for competitive bids. That way, I'd feel a lot more comfortable the City was achieving maximum value from the publicly owned land adjacent to the property.

It will be telling to see what the City does here.

Doesn't it tell you something about how dysfunctional this City is when such basic information isn't easily, immediately available from the Building Department...? In any event, New Jersey has a statewide a ?Uniform Construction Code (UCC)?, so the rules are the same no matter what town you live in. You can try searching other towns' websites.

So, technically, yes, you need a permit. And if the property is in one of the 4, soon to be 5, historic zones, you need a permit (and pay a separate fee) from those folks as well. Particularly for gas heaters they want to see that the gas line and the flue vent have been safely hooked up.

I personally don't feel any difference with those measures as I drive along Jersey Avenue. People blow through the stop on 7th as they always have.

Since you raise Candice, we will certainly find out her real views about discouraging through traffic in Jersey City soon. That is as soon as she says / does something about the Turnpike Authority's Mill Creek bridge proposal. That proposal that will dump traffic from the Turnpike into downtown, via LSP and Jersey Avenue. So far she's been totally silent about it ? very concerning to me.

One thing she could do is find the report from the study the City received a $500,000 grant to conduct back in 2013 from NJTPA. I've never seen that particular report, so I am very curious what it says.

How much more of this do we have to tolerate? Young children mowed down by drivers cutting through residential streets. Remember the tragic loss of this child's precious life, and all the others killed or injured, next time some uninformed individual says speed humps and traffic calming measures cost lives. They claim that these safety measures interfere with access and cause delays in responding. Turns out not only are they wrong, they are dead wrong, as evidenced by this sad loss.

It reminds me of the controversy over the speed humps the City tried to install ? sabotaged by those who didn't want them. How better to make sure the initiative fails than install the speed humps but ignore State regulations for height, markings and signage? And then blame the speed hump for the problems caused by a negligent install. DPW retained the contractor but apparently didn't tell them to follow State mandated requirements for the install. Who at DPW was in charge of that fiasco? And where was the Jersey Journal in following up on that story? A few simple OPRA requests for the contracts and work specifications could have yielded a lot of useful information. Who knows, it might have even saved this child's life. What a farce, and what a terrible, terrible shame.

FYI -- those are two different stories. The earlier headline remains the same now as it was when I first posted it. Second one has a different headline because it's a different story, with more information.


Exactly, the City spin machine was in top gear - two ?different? stories about the same news item. So, I'm still wondering if you'll really go after this story...?

BTW, speaking of really going after stories, does the Journal have any updates on that story about the building on Garfield with the Fire Escape collapse? Remember, the one "inspected" within the past 3 years. An OPRA request for information should have been answered by now.... It would be nice to know which City Official isn't doing their job.

jerseymom, what an apt choice of words ?... the whole Rizzoli thing blew up....? I guess you're referring to that unapproved gas line running from the boiler room up to the third floor in that complex, allegedly installed at the behest of the former Jersey City Fire Code Official appointed by Mayor Fulop to head DPW. Imagine the devastation and loss of life (and waste of $87 million) if somebody working on the building in future had unwittingly punctured that gas line because it wasn't shown on any plan....

The Jersey Journal headline for the story changed during the day, catching my eye. This morning it read: ?Arrests at Jersey City agency in apparent corruption probe?. By afternoon it was all kudos to our super-Mayor, corruption fighter extraordinaire: ?Fulop alleges waste-for-cash scheme at Jersey City agency.? I guess the City's spin machine got into top gear during the morning.

But jerseymom, I think you hit the nail on the head: ?The article indicated this investigation began nearly a year ago. The timing is interesting. Someone ratted someone out - the old Hudson County way.?

I wonder, do you think the Jersey Journal has enough spine to really go after this story...?
