FYI, I spoke to the Port Authority about why they expect construction to take two years. Here's what the PA told me:

Port Authority spokeswoman Cheryl Ann Albiez explained the expected two-year construction timetable by saying that, aide from weather constraints, crews will work during non-peak hours to "minimize" disruption to the PATH system.

Albiez added that nightly construction will be limited because the PATH station is located close to residential buildings.

I see one story about the Mets internship. In the last two or three years, there have been countless on the watershed. Just looking at the last six months leaves out a lot of the coverage.

Monroe, all this reporting comes courtesy of the JJ, and Newark is out of our coverage area. We stick to Hudson County. But our good friends at NJ Advance Media and the Star-Ledger have covered the Watershed stuff pretty relentlessly. I just took at a peek at our archives (which includes Ledger stories) and see countless stories about the Watershed business.

Monroe is correct. He stepped down as a JCIA commissioner, not from his HCIA job, which is paid. JCIA gig was unpaid.

There is no abatement committee, at least not the way it was under Healy, when city officials and a council member met to approve or deny abatements. Fulop implemented a policy in late 2013 regarding abatements and said there was no need for a committee anymore because the policy would spell out how abatements would be awarded.

Not positive how flexible they are but I work in City Hall frequently and most of the weddings I see there happen late morning/early afternoon on Fridays.

I've seen as many as 25 guests with weddings there, so I doubt six would be an issue. The weddings usually happen in the council chambers, which is huge.

Just want to add in here that I spoke today to city officials, who said HPC does indeed have to sign off on some interior renovations, to certify that they would not harm the structural integrity of the house or affect the exterior of the house.

Dan -- Can they make it effective 2021 instead of 2017? I'm not so sure. This is language from the state law, and it reads to me like the council that makes the change is the one that has its term extended:

The term of any person in office on the date of the adoption of such an ordinance shall be extended until the beginning of the term of the person elected to that office on the day of the general election in November

I do not believe that is the case, Yvonne. The way I read the law, municipalities make the change via ordinance. A councilman in Byram, the first town to move its election after the state law passed, said the town's council made the decision, not voters.

On the Tuesday after the first Monday in November, in each municipality that has passed an ordinance pursuant to section 1 of P.L. , c. (C. ) (now pending before the Legislature as this bill), there shall be elected at a regular municipal election held pursuant to the "Uniform Nonpartisan Elections Law," P.L.1981, c.379 (C.40:45-5 et seq.), the number of persons as hereinbefore provided as commissioners to serve for the term of 4 years and until their successors shall have been elected and duly qualified. The term of office of all succeeding commissioners shall commence at twelve o'clock noon on the Tuesday after the second Monday in November next ensuing their election.

For what it's worth, Yvonne, both Yun and Boggiano won the first round of balloting and the runoff. Of the council candidates, only Epps won the first round and lost the runoff. With all the other races, the eventual winner was the winner on the first election day.

Just a few points for clarification:

"This is a non-bidding contract..."

The resolution awarding DeCotiis the contract last year indicates the MUA publicly issued a request for qualifications for this contract.

"It sometimes seems that much of the investigative reporting around here is 'I'll make an OPRA request for as many records as possible, and if I don't understand everything in it I'll print an article with insinuations.'"

I didn't advertise this as an investigative piece. It's a standard newspaper story about bills taxpayers pay for.

"...this is just someone pulling #s out of the air making an insinuation."

Not really out of the air -- I OPRA'd legal bills for the law firm's first year representing the MUA. I didn't pick an arbitrary time period.

Law firm for Jersey City agency charged nearly 70% more in its first year than previous legal counsel

JERSEY CITY ? In its first year providing legal services to the Jersey City Municipal Utilities Authority, politically connected law firm DeCotiis, Fitzpatrick & Cole charged taxpayers nearly 70 percent more than the amount billed during the previous year by the agency's prior legal counsel.

DeCotiis, which was appointed the autonomous MUA's outside law firm one month after Steve Fulop became mayor last year, billed the MUA $655,673 in its first year representing the agency, according to documents reviewed by The Jersey Journal.

Genova Burns Giantomasi Webster, the MUA's prior outside legal counsel, billed taxpayers $386,192 in its final year representing the agency, the records show. Like DeCotiis, Genova Burns is among the most powerful law firms in the state.

JERSEY CITY ? Visitors to City Hall started seeing a familiar face this week: Phil Kenny.

Kenny, 58, spent 98 days representing Ward B on the City Council in 2009 before pleading guilty in the massive 2009 corruption sweep and spending about year behind bars. But he's been out of prison for more than three years and he's ready for a comeback.

"I got to get back in," he told The Jersey Journal yesterday.

Engineering firm whose partners donated to Fulop gets $1.4M no-bid contract from Jersey City agency

An engineering firm whose five partners donated to Jersey City Mayor Fulop's campaign has received a $1.4 million, no-bid contract from the Municipal Utilities Authority to oversee a project replacing 20,000 feet of Downtown water mains.

CME Associates, of Sayreville, is already the autonomous MUA's engineering consultant, a $296,000-a-year job it won competitively last December. The $1.4 million contract will be in addition to that the consulting gig.

MUA Executive Director Dan Becht argued during and after the MUA's Oct. 30 meeting that CME is the best firm to oversee the main replacement project because it has already been involved in attempting to secure state grants that would help to pay for it. Becht defended awarding it without seeking bids from other firms.

Sure thing. Easy enough mistake to make -- everything went very quickly last time around. JC announced it wanted to award the bid to CarePoint on a Friday afternoon and by Wednesday afternoon, it had been pulled from the agenda.

Jersey City to get $31.5M from utilities authority; Fulop's former campaign manager objects

Jersey City is set to receive $31.5 million from the city Municipal Utilities Authority over the next 13 years, thanks to an agreement approved by the agency's commissioners last week

The deal amends the city's franchise agreement with the MUA, an autonomous agency formed in 1998 to manage the city's water and sewer systems. As part of the agreement, the MUA forks over tens of millions annually to the city.

The city will now receive between $1.5 million and $4 million more in these fees from the MUA each year until 2027, giving Mayor Steve Fulop an influx of unexpected revenue for next year's budget and beyond.

Jersey City is planning to embark on a $2 billion coastal defense plan along its eastern Waterfront, one that would that radically alter the city's so-called Gold Coast and, city officials hope, protect it from the kind of massive flooding it experienced during Hurricane Sandy.

The plan, in its initial stages, is to construct a nearly two-mile long sea wall that would create a "seal" from the city's border with Hoboken all the way south to Liberty State Park, according to an architectural firm that discussed the plan with the city Municipal Utilities Authority last night.

Jersey City councilman to abstain from vote on ambulance contract

The president of the Jersey City City Council will abstain from voting on the city?s ambulance contract because of his ties to an executive with one of the two firms bidding for it.

For about eight years, Rolando Lavarro, a councilman at large, worked in the grants office at New Jersey City University with Ruddys Andrade, who left the university in February to become a director at CarePoint Health Foundation, the nonprofit arm of local hospital chain CarePoint Health ...

After The Jersey Journal learned that Andrade scheduled a campaign fundraiser for Lavarro at Casino in the Park in August, Lavarro told the paper he asked Andrade to book it because Andrade ?has a really good relationship? with the Lincoln Park banquet hall's management.
